2 Key results This report provides a snapshot of reported health and safety performance for Forum members participating in the benchmarking initiative. This is our fourth annual benchmarking report. It covers the 2015 calendar year, and also provides a snapshot of trends over the 4 years since we began collecting this data. Overall, employee injury rates have fallen since the project began with a 32% reduction in the total recordable injury frequency rate (TRIFR) and a 52% reduction in the lost time severity rate. However, the downward trends reversed in 2015, with reported TRIFR for the year up 15% returning the long-term rate to 2013 levels. Limitations on the data mean we are unable to draw firm conclusions on why this occurred. Potentially it could reflect a change in the mix of businesses taking part in the benchmarking project and a reduction in the exposure hours recorded. A number of companies also recorded more injuries, which could reflect an increase in the occurrence of injuries or better reporting of injuries. Of the 78 members who contributed data, 30 recorded results for contractors. Occupational illness reporting is still very limited, so we cannot provide analysis of trends in this important area. All frequency rates reported in this report are based on 200,000 hours worked. This report is produced with the assistance of risk and safety management services company Impac. 4 Forum results overview Reported injury rates increased in 2015 for employees, although rates are still lower than 4 years ago. In 2015, 78 members participated in the benchmarking project, up from 76 in 2014 and substantially above the 43 members in However, the number of employee hours recorded for 2015 decreased to million from million in This equates to about 61,900 full-time employees. Our key measure, TRIFR for employees, rose to 4.53 during 2015 (per 200,000 hours worked). That was 15% higher than the 2014 rate of However, 2015 s reported TRIFR was still 32% below the 2012 result of Positively, reporting of near misses continued to increase, rising 35% in 2015, and 88% of members provided data on near miss reporting. Only three members recorded occupational illnesses and it is likely there is significant under-reporting/ monitoring in this area. There also appears to be under-reporting/monitoring of restricted work injuries with more than half of the participants entering no data in this category. 5 Reported incidents and frequency rates contractors The need to look after all workers employees and contractors is also a core focus of the new Health and Safety at Work Act. Thirty members reported data for their contractors, up from 25 last year. There were just over 25.8 million hours recorded for contractors equivalent to 12,900 full-timers. The reported TRIFR for contractors was 2.29, compared with the TRIFR for employees of The near miss reported frequency rate for contractors was 184, compared with a rate of 39.3 for employees. This result seems unexpected given contractors frequently work in high-risk industries. It is not clear whether the results have been affected by under-reporting/monitoring of injuries among contractors. 6 Forum results total recordable injuries The past year has seen an increase in the employee TRIFR There was a downward trend in reported TRIFR over the first 3 years of benchmarking. However, in 2015 the overall rate for employees rose slightly. Actual injury numbers were down, which is likely due to the lower exposure hours being worked. Downward trend in injury rates for contractors Reported contractor TRIFR is trending down. However, reporting of contractor injuries is still relatively low. 7 Forum results lost time injuries Employee injuries rise in 2015 The reported lost time injury frequency rate (LTIFR) rose slightly in Given that the number of injuries occurring each month decreased, the increase in the rates appears to relate to a reduction in exposure hours recorded. LTIFR captures reported injuries that resulted in at least 1 day being lost from work after the day of the injury or illness. 8 Who s involved Participation up exposure hours down In 2015, 78 Forum members contributed employee data across 84 companies, including 30 members who also contributed contractor data. Despite the increase in participation, the number of employee hours recorded decreased in 2015 to million from million in However, contractor hours recorded increased from 19.2 million to 25.8 million. 10 Sector results Overview The following tables show injury trends in eight key sectors. Each graph shows the number of reported injuries and TRIFR per month for the sector (per 200,000 hours worked). It also shows how each sector compared against the TRIFR for all Forum members. Where possible, results are provided for employees and contractors. However, for some sectors there is not enough data to provide meaningful results for contractors. TRIFR captures medical treatment, restricted work, lost time and fatal injuries. 16 About the report This report uses information compiled by risk and safety consultancy Impac. Impac hosts the Forum s online benchmarking tool that supports our benchmarking project and participants can use it to get realtime information about their performance. This report provides results for the calendar year running from January to December It also includes trends from 2012 to Limitations on the data This report may not necessarily reflect the level of risk of serious or fatal harm within participating businesses. Research has identified that the risk of serious and fatal harm does not necessarily drop with reductions in injury frequency rates, which generally only measure the frequency of less serious injuries. The data in this report may be subject to errors relating to the way it is collected, classified and reported by member organisations. In particular, it may have been affected by the fact that some Forum members do not yet use OSHA definitions for reporting injury outcomes. The Forum adopted a common injury reporting standard (OSHA) and injury classification standard (based on ANZSIC level 1) in December 2011 to improve the quality and reliability of benchmarking data. Definitions Restricted work injury: Where an injury prevents a return to work on normal duties for 1 day/shift or more Lost time injury: Where an injury prevents a return to work for 1 day/shift or more Total recordable injury: Includes medical treatment injuries, return to work injuries, lost time injuries and fatal injuries. All injuries: All reported injuries, including total recordable injuries plus first aid injuries.
