1 ADJOURNED MEETING TUESDAY AUGUST 19, 2003 The Board of County Commissioners of Wabasha County, Minnesota, convened in Adjourned Session at the Courthouse, in the City of Wabasha, Minnesota at 9:00 a.m. Tuesday, August 19, /19/03 Commissioner McNallan called the meeting to order. The following Commissioners were present: Harms, McNallan, Norman, Riester and Windhorst. APPROVED AGENDA BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as amended: Additions: Hire of Brian Bolduan as Deputy Sheriff at $15.58 per hour. Approve policy to complete background checks on new employees. Update on County Highway Projects. Set License Fee with Tobacco Ordinance. Set Policy to cover expenses for Environmental Assessment Worksheets and Environmental Impact Statements. Deletion: Discussion on pay grid for administrative position in Sheriff s Department Each Commissioner reported on meetings they attended during the preceding weeks. Approve attendance and expenses for Tracy Pooler, Zoning Officer, to attend the County Planning and Zoning Conference. This conference will be substituted for a previous conference that had been approved. The Wabasha County Board of Commissioners hereby approves Utility Permit No. 822 to Qwest Communications to place apparatus cases along CSAH 10, CSAH 59 and CR 77, a copy of which shall be kept in the Engineer s Office. The Wabasha County Board of Commissioners hereby approves Utility Permit No. 823 to Qwest Communications to place a buried communications cable along CSAH 24, a copy of which shall be kept in the Engineer s Office. aug1903.bdm.doc 2

3 The Wabasha County Board of Commissioners hereby approves Utility Permit No. 824 to Sprint of Minnesota, Inc. to place a buried communications cable along CR 86, a copy of which shall be kept in the Engineer s Office. Approved the hiring of Brian Bolduan as full-time Deputy Sheriff at a salary of $15.58/hour. Probationary period will be one year before movement to the next Step on the pay grid. Approved a policy allowing the Sheriff s Department to complete background checks on all new employees, with a signed release by the individual, and a waiver of fee to County Departments. Presentation by Ms. Sue Wolf, Honeywell, on a recently completed energy audit for the Courthouse, the Annex, and the Sheriff s Department. Wabasha County is in the 7 th year of this project. Ms. Wolf shared a document with the Board that detailed the past and current usage of electricity and gas. Based upon the base year and current expenses, the County has been saving money with the improvements to our heating and cooling systems. The annual energy audit will be done again in ANNUAL ENERGY AUDIT UPDATE FROM HONEYWELL REISTER NORMAN WHEREAS, the County Board has authorized an update of the County Pay Equity Report; as part of this process a committee has reviewed all position classifications; that points have been assigned each classification based upon the State Job Match; and the committee has recommended the Board approve the work that has been completed. PAY EQUITY REPORT BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby accepts the recommendations for establishment of points on the pay equity report. Voting in Favor: Riester Voting Against: Harms, Norman, McNallan & Windhorst WINDHORST HARMS WHEREAS, the County Board listened to information on the pay equity report and would like further information before acceptance, BE IT RESOLVED, that this matter be tabled until the County Board meeting of September 2, 2003, at which time there will be additional comparative information regarding the current grid and salaries. PAY EQUITY REPORT TABLED UNTIL SEPT 2 ND Voting in Favor: Harms, McNallan and Windhorst Voting Against: Norman and Riester BY CONSENSUS, Established a committee to review the position of County Highway Engineer for the purpose of determining the feasibility of sharing a Highway Engineer with another County. On the Committee will be: Commissioners McNallan & Harms, and Terry Smith. HIGHWAY ENGINEER COMMITTEE NORMAN HARMS BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the County Engineer to advertise for bids for the purpose of obtaining 1,800 tons of salt to be applied to county roads during the winter season. 4 WINDHORST HARMS BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the Auditor/Treasurer s Office to issue a warrant for final payment to AAA Striping Service Company in the amount of $1, for the completion of Project CP , striping paint applied to various roads in Wabasha County. ISSUE WARRANT FOR PAVEMENT STRIPING NORMAN RIESTER BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the County Engineer to hire Wayne R. Miller to a 6-month probationary period as a Maintenance Worker V in the Wabasha Maintenance Facility at the Step 1 hire rate of $12.07 per hour as per the current Union Contract. HIRE WAYNE MILLER RIESTER NORMAN BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase a 2003 Case 621D Wheel Loader for $64,432.50, which includes sales tax and trade-in of Unit 833, John Deere 544C Loader, from St. Joseph Equipment and hereby authorizes the Auditor/Treasurer s Office to issue as warrant for said amount to St. Joseph Equipment. PURCHASE LOADER FOR HIGHWAY Voting in Favor: Harms, Norman, McNallan & Riester Voting Against: Windhorst The County Board acknowledged the years of service by the following employees in the Highway Department: 10 years Jim Atkinson, Gail Schmit and Bruce Vagt. 20 years Colin Lee and Michael Tighe. A photograph of the employees was taken following the presentation of certificates. The County Board members and Corey Schmidt, Highway Engineer, thanked the employees for their years of dedicated service to Wabasha County. RECONGITION OF HIGHWAY DEPT. EMPLOYEES FOR YEARS OF SERVICE Discussed the CSAH #5 project in Lake City. Schmidt informed the Board of the draft items that will be presented for action at the meeting of September 2, 2003, in regard to this project. Phase 1 improvements will be inspected and accepted by the County. Also, there will be a resolution brought forward to pay the Residences at the Jewel for the purchase of Land Parcel No. 1 and No. 2 on Wabasha CSHA 5 (land and improvements). HIGHWAY INFORMATIONAL ITEMS Corey Schmidt also provided a status report on a number of projects that are underway this year in Wabasha County. There are a number of projects that will come to completion at the end of this month and in September. It will be a normal process of writing checks for large amounts to the contractors as these projects are completed. The Wabasha County Extension Committee met with the County Board to discuss future services. A proposal was made to staff the local office with a full-time office manager, a full-time 4H Coordinator, a.5 FTE Extension Educator, and up to a.5 FTE for Community Vitality Director. There are also two additional part=time positions (grant funded) that would be housed and provided services to Wabasha County. Total package would cost estimated at $173,750. EXTENSION SERVICES DISCUSSION County Commissioners indicated that the budget for the County could not support services at this level. Commissioner McNallan suggested that it would be hard to maintain the $123,000 level that is currently provided Extension Services. Discussion continued about services to Wabasha County, opportunities for our youth to aug1903.bdm.doc 4

5 participate at the State Fair, and other support costs for Extension. Mr. Dick Abraham reported to the Board on the necessity to appoint an ag/weed inspector for the County. New changes in Statute say the County may appoint this position, and should the County not do so, the duties of the ag/weed inspector would be the responsibility of the townships. With this clarification, the Board now feels enough information is available to continue with an ag inspector. APPROVE PAYMENT FOR ANNUAL DUES AG INSPECTOR ASSOCIATION BE IT RESOLVED, the Wabasha County Board of Commissioners approves payment of annual dues to the Minnesota Association of County Agricultural Inspectors in the amount of $50.00 for calendar year RIESTER HARMS WHEREAS, There are proposed revisions to the Wabasha County Tobacco Ordinance and two public hearings have been held in accordance with all State rules on these revisions; BE IT RESOLVED, the Wabasha County Board of Commissioners hereby adopts the Wabasha County Tobacco Ordinance as presented to them this 19 th day of August TOBACCO ORDINANCE REVISIONS ADOPTED RIESTER WINDHORST BE IT RESOLVED, the Wabasha County Board of Commissioners establishes a $90.00 fee to county licensed establishments to cover a portion of the expenses involved for compliance checks of the establishments selling tobacco products. HARMS NORMAN Mark Richardson, Kellogg, MN; and that any conditions upon this permit as recommended by the County Planning Commission are followed. ESTABLISHED $90 FEE FOR COMPLIANCE CHECKS APPROVAL OF CONDITIONAL USE PERMITS RIESTER HARMS Brad Gusa, Kellogg, MN; and that any conditions upon this permit as recommended by the County Planning Commission are followed. NOW, THEREFORE BE IT RESOLVED, that Wabasha County adopt a policy whereby the County may hire a consultant to prepare an Environmental Assessment Worksheet (EAW) or Environmental Impact Statement (EIS) and the County may charge necessary direct costs to the project proposer; SET POLICY TO ASSESS EAW & EIS EXPENSE REIMBURSEMENT BE IT FUTHER RESOLVED that the project proposer shall deposit with Wabasha County, 80% of the projected direct costs for preparation of an EAW or EIS before the consultant begins work and the full actual direct costs shall be paid in full within 20 days after final approval of the review documents. No permits shall be issued by the County to the project proposer until such full payment has been received by the County. NO ACTION Terry Smith, Interim County Administrator presented the following updates for the Commissioners: County Administrator Hiring: Interviews were held on August 18 th with 4 candidates. A 5 th candidate withdrew from further consideration. Three candidates will be invited to a second interview to be held on August 26 th. On that day, the candidates will meet with County employees prior to a committee interview in the afternoon. Tuck pointing: There area building integrity issues as the mortar is missing in many spots and/or wearing out due to the age of the buildings. Of most concern are the Courthouse, the Annex, and the Jail. Smith will meet with contractor(s) to receive repair estimates and determine an appropriate procedure to move forward with the needed repairs. Union Grievance Filed: An employee of the Highway Department has filed a grievance. This action is disputing a 3-day suspension without pay. Smith is completing Step 3 of the grievance process on behalf of the Board. Historical Society: the Board has received a late request for 2004 funding to the Historical Society. At the previous County Board meeting, another late request was allowed to be included in the preliminary budget proposal. Smith recommended this request ($6,000) also be included.
