1 Meeting Minutes February 5, 2018 met in special session on Monday, February 5, 2018 at the Steuben Community Center Building, 317 S Wayne Street, Suite 2H, Angola, Indiana. Present this day were Council President, Richard Shipe, Vice President and members Jim Getz, Dan Caruso, Wil Howard, Ken Shelton and Linda Hansen. Also present was Auditor Kim Meyers. Richard Shipe began the meeting with the first item on the agenda. Sheriff Tim Troyer previously submitted an additional appropriation request for consideration. Shipe read the request stating it is due to a department reorganization. Originally, the two deputies who were interested in the positions, declined therefore Sheriff Troyer offered the positions to Deputy Kline and Deputy Tribble. Senior Deputy Kline is being promoted to Patrol 1 st Sergeant increasing the salary by $4, to $50, on # and Deputy Tribble is being promoted to Deputy Corporal increasing the salary by $1, to $41, on # stated that when the Sheriff first presented this to council, it was going to save some money and we now understand that isn t the case. moved to approve the additional appropriations totaling $ 5, Jim Getz seconded. Ken Shelton stated that he recalls council woman Hansen requested there be more information provided to council members due to concerns that council didn t know who was going to fill the positions and what the financial impact would be. Shelton stated, it is fair to say our concerns have come true. Shelton said we could give the sheriff the benefit of the doubt that they had originally miscalculated. Shipe said this wasn t a miscalculation but rather a personnel change. Jim Getz said if this reorganization makes the Sheriff s Department function better than it already does, then he is very much in favor. Linda Hansen said her message all year is going to be, this is new money we don t have. Hansen asked, where and when are we going to draw the line, now or later? After further discussion, President Shipe called for the vote and the motion was denied by a vote of two (2) ayes and five (5) nays. # Patrol 1 st Sgt. $4, Denied # Deputy Cpl. $1, Denied Linda Hansen stated that she doesn t think Council should be done with this request since we didn t approve the additional. Hansen said the discussion needs to be how to do this without pulling new money into this process. Hansen said there was an understanding that the shift change will reduce the amount of overtime hours needed to cover shifts. Hansen suggested the department should feel our seriousness of not wanting to shift the burden to the taxpayers. Hansen said the Department should take some responsibility for funding this. Hansen said she would be in favor of using some of the overtime money to cover this increase. Dan Caruso made the motion to make the transfers within the Sheriff s budget from the.40 overtime to cover the increases in salary as a result of the restructuring and reorganization of the Sheriff s department. Wil Howard seconded and the motion carried with seven (7) ayes. Linda Hansen moved to approve Ordinance #909. Dan Caruso seconded and the motion carried with seven (7) ayes. Ordinance Number 909 WHEREAS, approved its budget for 2018 by passing the Salary WHEREAS, due to the reorganization of the Steuben County Sheriff Department Road Patrol Department, the has found it necessary to add the Patrol 1 st Sergeant position to the Steuben County 2018 Salary Ordinance, and as a secondary part of this reorganization, one (1) of the Road Patrol Deputy positions will be promoted to the rank of Deputy Corporal as shown below;

2 (1) Patrol 1 st Sergeant, Matrix position - POLE D; (2) Deputy Corporal, Matrix position POLE B; The 2018 Salary Ordinance for the Steuben County Budget is hereby amended to become effective retroactive to December 21, Kris Thomas, Health Department Chief Sanitarian came before county council to request additional appropriations in Travel Training and Vehicle repair & Maintenance line items. Thomas stated that the amounts being requested are the same amounts the council cut from the 2018 Health Department Budget. made a motion to approve the additional $2, in # Vehicle Repair/Maint. Jim Getz seconded. The motion carried with six (6) ayes and one (1) nay from Richard Shipe. # Vehicle Repair/Maint. $2, Approved Dan Caruso moved to approve the additional $5, for Travel/Training. Jim Getz seconded. The motion was denied by a vote of three (3) ayes and four (4) nays. Shipe advised Thomas once the line item has been spent she will need to return to request the additional funds. # Travel/Training $5, Denied Richard Shipe said he spoke with DeKalb County Councilman Richard Ring. Mr. Ring is working with some of the local hospitals of some training courses for the area Health Department employees. Kris explained that last year she had approached Mr. Ring about this last year. Thomas stated that last year she had applied for a mini-grant to attend an IHEP conference which is an Indiana Hospital Nurses Education Seminar, however the grant is reimbursable and we would be required to pay for the hotel and conference registration fees up front. This would be too expensive to have each of my employees attend this two night three day event in Indianapolis. Richard Shipe presented the following bookkeeping budget adjustments for 2018 budget. Auditor Meyers stated that there was an oversight when computing raises for 2018 final budget. Linda Hansen moved to approve the additional appropriations. Wil Howard seconded and the motion carried with seven (7) ayes. Ken Shelton moved to approve Ordinance #908 amending the 2018 Salary Ordinance. seconded and the motion carried with seven (7) ayes.

3 Ordinance Number 908 WHEREAS, approved its budget for 2018 by passing the Salary WHEREAS, due to an oversight during the 2018 Budget & Salary Ordinance adoption process, the has determined it necessary to increase the annual salary for the following position in the amount shown below: IT/PC Safety Technician increase of $ to: $34, The 2018 Salary Ordinance for the Steuben County Budget is hereby amended to become effective retroactive to January 1, Deb Lewis, WIC Coordinator, submitted a request for an additional appropriation of $54.00 to the WIC Travel Training Peer Counselor fund training line item # WIC # Travel Training $ Approved Randy Strebig, President Board of Aviation, came before county council to submit his request for approval of the Airport Manager Job Description to be classified as an SO, with FLSA Exempt status, full-time benefit eligible position. This request is based on the following recommendation by Waggoner, Irwin, Scheele and Associates per their letter dated October 17, The position could be classified as SO. The Airport manager position is what we would consider a hybrid position responsible for performing some management and administrative functions as well as some labor/trades functions. The SO classification would allow the County to direct job match the position to other comparable positions to establish a competitive salary. Linda Hansen made a motion to approve the Airport Manager position at SO FLSA Exempt job description as presented. Jim Getz seconded. The motion carried with seven (7) ayes. Ordinance #910 establishing a new Airport Manager position to be classified as full-time benefit eligible and included in the 2018 Salary Ordinance and thereafter. Linda Hansen moved to approve Ordinance Number 910 as submitted. Jim Getz seconded. The motion carried with six (6) ayes and one (1) nay. Ordinance Number 910 WHEREAS, approved its budget for 2018 by passing the Salary WHEREAS, the has determined that the position of Airport Manager should be classified as a full-time benefit eligible position in the 2018 Salary Ordinance; and,

4 WHEREAS, the Airport Manager position will be classified as a Special Occupation (SO) with FLSA Status: Exempt, based upon the recommendation provided by Waggoner, Irwin, Scheele and Associates dated October 17, 2017; and, The 2018 Salary Ordinance for the Steuben County Budget is hereby amended to include the Airport Manager position as a full-time benefit eligible position with the annual salary of $50,000 paid from CEDIT Funds, effective upon date of hire; Kathy Armstrong, JDAI Coordinator, came before county council to request the following fund transfers within the JDAI Grant. Linda Hansen moved to approve the transfers as requested. Ken Shelton seconded. The motion carried with seven (7) ayes. Fund: 9175 JDAI Detention Alt. Wil Howard seconded and the motion carried with seven (7) ayes. Auditor Meyers advised county council that she doesn t have an Auditor/Treasurer Monthly Comparison Report to present to council for approval. Hansen questioned if something should be sent to the Treasurer advising her to please have the report submitted timely for County Councils monthly approval. Hansen stated this is a necessary tool for the Auditor and council members to have for use when making the financial decisions for the county. County Auditor received a request from the Region III-A Board of Directors asking county council to make their 2018 Board Appointment. Mr. Isaac Lee has served in that capacity for the 2017 calendar year and has stated that he will serve again if asked, however he is finding it difficult to commit the time to attend many of the meetings. Richard Shipe asked Commissioner Smith who serves on the Region III-A Board to comment on his opinion regarding this appointment. Smith said he would like council to consider appointing an individual who sees the value in the Region III-A Board and has the ability and the time to commit to attending the meetings. Dan Caruso stated that maybe through the Commissioners Board and the SC Economic Development Board the council members could reach out and ask for recommendations to consider at the March Council meeting. No action was taken at this time. 5 Dan Caruso said he would like to discuss the treasurer s situation and asked Richard Shipe what council s next step would be. Caruso said the current situation isn t acceptable. Shipe stated that the Treasurer is a duly elected county official and our steps are very limited. Wil Howard suggested council invite Ms. Bixler to the next council meeting to discuss the situation with her. Shipe agreed that we should ask her to attend the next meeting. Richard Shipe said while he was at AIC Conference he questioned other officials how they dealt with budgeting starting salary for newly elected officials that is lower than the outgoing more experienced official. Shipe stated that many counties set a starting wage for each elected position and as the elected official gains knowledge and experience the salary increases. Dan Caruso said he asked the same question to Kent Irwin and was advised basically the same. Caruso then spoke with David Bottorff, Executive Director of AIC who said that AIC would champion using their resources to work with the counties to approach their legislators to change the law. Linda Hansen said we are hard pressed to do anything about it this year but we can certainly look at for the 2019 budget. Dan Caruso called for the meeting to be adjourned.
