1 Cowlitz County Board of Commissioners Minutes August 25, 2015 Vol. 518 Michael A. Karnofski, Chairman Dennis P. Weber, Commissioner Joe Gardner, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Karnofski called the regular meeting to order at 9:00 a.m. Commissioner Weber and Commissioner Gardner were present. Pledge of Allegiance Led by Commissioner Karnofski. Commissioner Karnofski noted Agenda Item #10 was pulled from the Agenda. The Board of Health is cancelled for today. The Board of Health regularly meets the fourth Tuesday of the month at 10:00 a.m. The next meeting is September 22, 2015 at 10:00 a.m. Approval of Minutes of August 18, 2015 and Consent Agenda of August 25, 2015 Commissioner Weber moved to approve the minutes of August 18, The motion carried. Commissioner Gardner moved to approve the Consent Agenda of August 25, The motion carried. County Program Agreement No. DD-16 with State of WA Department of Social & Health Services for the delivery of developmental disability employment and birth to three services for the period of July 1, 2015 to June 30, 2016; maximum program amount is $1,416,277 Personal Services Agreement No. AO-DD 16 with Another Option, Inc. for the delivery of developmental disability employment services for the period beginning July 1, 2015 through June 30, 2016; maximum contract amount not to exceed $105,000 Personal Services Agreement No. GW-DD 16 with Goodwill of the Olympics and Rainier Region for the delivery of developmental disability employment services for the period beginning July 1, 2015 through June 30, 2016; maximum contract amount not to exceed $48,000. Personal Services Agreement No. Contract No. LW-DD 16 with Lifeworks for the delivery of developmental disability employment services for the period beginning July 1, 2015 through June 30, 2016; maximum contract amount not to exceed $349,000 Contract No. SLS-DD 16 with SL Start & Associates, LLC provides for the delivery of developmental disability employment services for the period beginning July 1, 2015 through June 30, 2016; maximum amount not to exceed $126,000 Personal Services Agreement No. PC-DD-16 with Progress Center for the delivery of developmental disability birth to three services for the period beginning July 1, 2015 through June 30, 2016; maximum contract amount not to exceed $122,569

2 Commissioners Minutes Vol. 518 Page 2 Carlos Carreon, Health and Human Services; stated this is the beginning of the grant cycle. First is the contract with the state. These are funds we manage on behalf of the state. Make sure they are connected to local providers. Preparing folks to get employed and stay employed. Then we subcontract with local providers to make sure the job gets done. Contracts with Another Option, Goodwill, Lifeworks and SL Start are related to adults. The contract with Progress Center is for birth to three year. Health Department monitors how many are being treated and how the funds are use. Went out for a Request for Proposals for providers months ago. These are specialized services. Need to deliver according to statement of work. Commissioner Weber moved to approve and execute the agreements with State of WA Department of Social and Health Services, Another Options, Inc., Goodwill of the Olympics and Rainier Region, Lifeworks, SL Start & Associates, LLC and Progress Center. Rick Von Rock, Kelso; asked to see the results. Wants to know how many people are helped. What type of help was delivered. Did the people who receive this help move on. Commissioner Karnofski requested Carlos give a summary of the programs and results of the previous year or year to date at the next Board of Health meeting. The motion carried. Interlocal Agreement No. SA Tx 16 with State of WA Department of Social and Health Services for support to the County in providing substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum consideration should not exceed $630,397 Personal Services Agreement No. AFP-SA 16 with C&R Executives dba A First Place for substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum amount not to exceed $22,000 Personal Services Agreement No. AWA-SA 16 with Awakenings to support substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum contract amount not to exceed $102,000 Personal Services Agreement No. FHC-SA 16 with Family Health Center for substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum amount not to exceed $69,000 Carlos Carreon, Health and Human Services; stated these contracts are to fund programs for substance use disorder treatment. These are outpatient services. At this point we don t have a clear picture of the relapse rate. Commissioner Weber noted we have advisory boards for Substance Abuse, Mental Health and Developmental Disabilities. Would like a report from them. Would like to know if they are satisfied with the programs. If they have ideas for changes. Commissioner Gardner moved to approve and execute the agreements with State of WA Department of Social and Health Services, C&R Executives dba A First Place, Awakenings, and Family Health Center. The motion carried.

3 Commissioners Minutes Vol. 518 Page 3 County Program Agreement Amendment No. SA with State of WA Department of Social and Health Services continues to provide chemical dependency, prevention, intervention and treatment services in Cowlitz County for the period beginning July 1, 2011 through June 30, 2015; maximum consideration should not exceed $3,969,781 a decrease of $35,000 - Carlos Carreon, Health and Human Services; stated this is close out of the 2011 period. Commissioner Gardner moved to approve and execute County Program Agreement Amendment No. SA with State of WA Department of Social and Health Services continues to provide chemical dependency, prevention, intervention and treatment services in Cowlitz County for the period beginning July 1, 2011 through June 30, 2015; maximum consideration should not exceed $3,969,781 a decrease of $35,000. The motion carried. Personal Services Agreement No. LR-SA 16 with Lauri Rowland dba Choices for identifying and evaluating alcohol and drug involved individuals requiring protective custody, detention, or involuntary commitment services, assure provision of secure transport, youth outreach and engagement services, and participate at monthly Continuity of Care Review meetings for the period beginning July 1, 2015 through March 31, 2016; maximum contract amount not to exceed $78,000 Carlos Carreon, Health and Human Services; stated Rowland serves as the county s chemical specialist. Placement in terms of drug court. We don t pay directly for inpatient. She finds the correct place. Folks go into treatment when they make a determination that drugs are not working and they are willing to be sober. Commissioner Weber moved to approve and execute Personal Services Agreement No. LR-SA 16 with Lauri Rowland dba Choices for identifying and evaluating alcohol and drug involved individuals requiring protective custody, detention, or involuntary commitment services, assure provision of secure transport, youth outreach and engagement services, and participate at monthly Continuity of Care Review meetings for the period beginning July 1, 2015 through March 31, 2016; maximum contract amount not to exceed $78,000. The motion carried.

4 Commissioners Minutes Vol. 518 Page 4 Contract #E with State of Washington Military Department for Reimbursement of FY2016 WAC Eligible Enhanced 911 Expenses in the amount of $47,754 for the contract period of July 1, 2015 through June 30, Also authorize the Chair and/or the Cowlitz County E911 Director to sign all requests for reimbursement related to this contract Commissioner Gardner moved to approve and execute Contract #E with State of Washington Military Department for Reimbursement of FY2016 WAC Eligible Enhanced 911 Expenses in the amount of $47,754 for the contract period of July 1, 2015 through June 30, Also authorize the Chair and/or the Cowlitz County E911 Director to sign all requests for reimbursement related to this contract. The motion carried. Personal Services Agreement with PUSH Enterprises Inc. to provide services for the Thunder Mtn Pro Rodeo, Bull Riding Challenge of Champions on August 29, 2015; total amount of $16,985 Kim Cooper, Event Center; stated the Thunder Mountain Pro Rodeo Challenge of Champions will take place August 29, 2015 at 7:00 p.m. This will be the last stop before finals. Have 30 bull riders and bulls participating. Rodeo Board hopes to have a fundraiser for rodeo grounds. The contract with Push Enterprises is covered with sponsorships. Commissioner Weber moved to enter into the Personal Services Agreement with PUSH Enterprises Inc. to provide services for the Thunder Mtn Pro Rodeo, Bull Riding Challenge of Champions on August 29, 2015; total amount of $16,985. The motion carried. Personal Services Agreement with Westwood Pharmacy to provide inmate pharmacy services to the Cowlitz County Corrections Department for the term of September 1, 2015 to December 31, The contract may be renewed for up to three additional one year periods Chris Moses, Corrections; stated this company is the most advantageous to the county for pharmacy services. They can order supplies by 4:00 pm and receive them the next day by 10:00 am. The amount depends on the medication being ordered. Rick Von Rock, Kelso; asked who pays for the cost of the medication and if the county does how much. Moses stated they look for insurance first, but that doesn t happen very often. There is a $10 co-pay for the prisoner. Commissioner Gardner moved to approve and execute Personal Services Agreement with Westwood Pharmacy to provide inmate pharmacy services to the Cowlitz County Corrections Department for the term of September 1, 2015 to December 31, The contract may be renewed for up to three additional one year periods. The motion carried. Amendment No. 4 to Lower Columbia Fish Recovery Board Interlocal Agreement between Clark, Cowlitz, Lewis, Skamania, and Wahkiakum Counties through December 31, 2020 Commissioner Weber noted they are very involved to try to increase the salvation of endangered species. Commissioner Weber moved to approve Amendment No. 4 to Lower Columbia Fish Recovery Board Interlocal Agreement between Clark, Cowlitz, Lewis, Skamania, and Wahkiakum Counties through December 31, The motion carried.

5 Commissioners Minutes Vol. 518 Page 5 Consent Agenda Agreements Letter of Understanding and Memorandums of Understanding between Cowlitz County and AFSCME Local #334 regarding Wastewater Treatment Plant Operator III certification, and exclusion of the ASE Mechanic Foreman and Road Foreman from bargaining unit signed by Local 334 and Cowlitz County Board Chairman Michael A. Karnofski on August 17, Washington State Department of Commerce Housing Opportunities for Persons with AIDS Local Government Certification. Notice of Grant Award from U.S. Department of Transportation, Federal Aviation Administration of federal funding for the Southwest Washington Regional Airport in the amount of $294,777. Letter dated August 5, 2015 to the BOCC from Rebecca Smith, Director Licensing and Regulation, WA State Liquor and Cannabis Board; regarding new notification process for marijuana and liquor license applications effective October 1, Letter dated August 10, 2015 to the BOCC from Chad Connors, Superior Court; applauding the Auditor's Office for securing the financial and technical means to prepare and scan legal files. Cowlitz County Finance Committee Meeting Minutes of August 19, 2015 and authorization for the Treasurer to invest the Cash Flow Funds in various securities, amounts and maturity dates.
