1 Hancock County Council August 8, 2018 COUNTY COMMISSIONERS COURTROOM 111 American Legion Place Greenfield, Indiana The County Council of Hancock County, Indiana, met in the Commissioner Court in the Courthouse Annex, Greenfield, Indiana, on the 8th day of August 2018 at the hour of 8:31 A.M. in accordance with the rules of the Council. Council Members William Bolander, James Shelby, Debra Bledsoe, Kent Fisk, Jeannine Gray, Martha Vail and Randy Sorrell were in attendance. Also attending, County Attorney Ray Richardson, Auditor Robin Lowder, Deputy Auditor Mary Bowmer and Deputy Auditor Trish George Minutes President Bolander opened the meeting with Pledge of Allegiance and a moment of silence Council Budget Discussion Councilmember Shelby discussed the 2019 Budget. Council approval was given to the Auditor to upload the 2019 Budget to Gateway. Councilmember Shelby noted no changes at this time. Expected increases depending on revenues from the interest and the Judicial/Jail income looking at up to $ Million housing Level 6 Fellons. Continuing to get a strong income from the Recovery Works Programs. Probation hired an additional employee. Greg Guerrettaz the Financial Advisor stated General Fund at $19,562,000 includes Circuit Breaker of $475,000 making our $19 Million target. Several sources of revenue are depended on in order to support this budget. Funding Medical with $1 Million in other funds is not sustainable. Per our FA E-911 will need approximately $110,00-130,000 this year to break even. Next year E- 911 will have a shortfall of $380,000-$400,000. There is no revenue available unless the Council

2 increases LIT Public Safety Tax PSAP for E-911 by 4 basis points. This tax would only go to the county for funding of E-911. The proposed ordinance for increase of LIT Public Safety income tax has been sent to Councilmembers by Attorney Richardson. A separate Fund will be needed to distribute the income tax. Councilmember Shelby discussed placement of funding for a GO Bond in the 2019 Budget. This bond would need to be issued by December 31, 2018 or it will be eliminated. This is not a commitment, just a safeguard in case the County decides to bond. Councilmember Gray motioned to place funding in the 2019 Budget for a $5 million GO Bond. Councilmember Sorrell seconded the motion. Motion carried 7-0. Attorney Richardson said action needed to be taken immediately for E-911 LIT Public Safety Tax with all income going to county E-911. A public hearing September 12 th is needed for this to be adopted in October. Councilmember Sorrel introduced Ordinance 2018-D Ordinance Modifying Local Income Tax Rates Hancock County. Councilmember Vail seconded. Motion carried 7-0. Councilmember Sorrell made a motion to have a Public Hearing to increase LIT Public Safety Tax for PSAP with 4 basis points at the next Council meeting September 12 th at 9:15 a.m. Councilmember Bledsoe seconded. Motion carried 7-0. Public Hearings Additional Appropriations Open Public Hearing 9:08 a.m. State CASA/GAL Fund 1213-State of Indiana $20, No public comment Closed Public Hearing 9:08 a.m. Councilmember Fisk motioned. Councilmember Sorrell seconded. Motion carried 7-0. Open Public Hearing 9:09 a.m. CCD Fund 1138 Courthouse Roof/Prosecutors s Repairs $100,000 ($80,000-$20,000). Food & Beverage Tax Fund 7201 Courthouse Roof repairs $198,500. Public Commit: George Langston said he was confused because it looked like the Courthouse roof was being additionally appropriated twice. He was reassured it wasn t and was told it would be explained during the hearing. Public Hearing closed 9:11 a.m. Councilmember Shelby made a motion to not additionally appropriate the $80,000 from the CCD 1138 Fund for Courthouse Roof repairs but additionally appropriate $20,000 for Prosecutor s Repairs. Also to additionally appropriate $198,500 from

3 Food & Beverage Tax Fund 7201 for Courthouse Roof repairs. Councilmember Sorrell seconded. Motion carried 7-0. Approve Council Minutes Councilmember Bledsoe made a motion to approve Council Minutes 6/27/18, and Councilmember Fisk seconded. Motion carried 7-0. Approve advertisement of reduction of additional appropriations Reduce: $253, (2 jail correction officers 9 pays in 2018 $46, total) in General Fund 1001 and $100,000 in CCD Fund Councilmember Bledsoe motioned. Councilmember Gray seconded. Motion carried 7-0. Commissioner 144 Recommendations/per State Statute Commissioner Armstrong only revisions were from 2% to $1,000 salary increase for all elected officials and recommended 4 Jailers instead of two 2. Shear MC2,LLC Application Tax Abatement/Proposed Resolution Larry Siegler presented 4 new buildings on the Celadon sight. Expect buildings to be 100% full. Quest Nutrition and Integrated Supply Network (ISN) supply parts. Expecting to have employees. Councilmember Shelby introduced Resolution Councilmember Fisk made a motion to pass Resolution Councilmember Gray seconded. Motion carried 6-0. Set public hearing for September 12, 2018 at 9:30 a.m. for Resolution Brad Burkhart Sheriff s Department Brad Burkhart requested an additional appropriation for fuel budget mostly depleted by end of September. Funds are needed for October thru December for $55,000. Councilmember Shelby motioned to use the Food and Beverage Fund for the $55,000 in additional fuel costs. Councilmember Gray seconded. Motion carried :36 a.m. Councilmember Debbie Bledsoe left meeting Bridget Cook Jones Tourism Budget Greg Guerrettaz, Financial Consultant thought possibly Tourism is over spending. The revenue is Innkeeper tax dollars. Revenue is up considerably from past years. Brigette reported they now have an active Treasurer, a CPA and someone to keep the books. Their advertising is increasing

4 and a new hotel is being built. Councilmember Shelby would like to have enough money budgeted so Tourism doesn t have to request money transfers monthly. No action required at this time. Tourism Commission Budget Transfers George Langston, Tourism Commision request 2 budget transfers. Move $9,000 plus $1,000 from one account category to another $10,000 total Councilmember Shelby motioned. Councilmember Fisk seconded. Motion carried 6-0. Andy Everett W/Shirley and Bob Holland W/Green Volunteer Fire Departments Andy Everett (w/shirley) and Bob Holland (w/green) Fire Departments are requesting to update radios, hose and hose testing. Councilmember Gray made a motion to provide Green Township and Shirley Fire Departments with a total of $50,000 from Food and Beverage to cover updating equipment. Green Township Fire Department radios and computers $20,000. Shirley Fire Department radios, fire hose testing and hose replacements. Council requests their trustees seek special legislation to cover these costs in the future. They need to do it at this time, since it is time sensitive. Councilmember Vail seconded. Motion carried 6-0. Councilmember Fisk strongly desires for Shirley and Green Township to go to the legislature and their township trustees have to be the ones to initiate the process. Estimated Tax Levy Limits and Estimated Reductions due to Circuit Breakers. The Councilmembers reviewed Estimated Tax Levy Limits and Estimated Reductions due to Circuit Breakers for all Taxing Units. The Council approved mintues will be distributed to all Taxing Units per IC Councilmember Shelby discussed having too many additional appropriations is detrimental and not helpful to the budget. He would like to try to cut down in Salary Amendment Ordinance A Councilmember Fisk made a motion to adopt Salary Amendment Ordinance A for 2 Jailers/JCO. Councilmember Gray seconded. Motion carried 6-0.
