3 C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION February 11, 2016 PAGE 62 A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the payment of the required County Bills, which are included in the list of the ACCOUNTS PAYABLE CHECK REGISTER - Athens County, Date: February 11, 2016 and the bills are hereby the same and authorize the County Auditor to issue warrants on the County Treasurer for payment in the same. Complete list of bills maintained in the Auditor s office. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following new hires: Joe McGowan, as a Social Service Supervisor 1, rate of pay $23.41 per hour. Recommended starting date February 16, 2016 Crystal Howard, as a Community Relations Coordinator, rate of pay $20.47 per hour. Recommended starting date February 22, 2016 Tammy Collins, as a Social Service Supervisor 2, rate of pay $26.92 per hour. Recommended starting date February 22, 2016 A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Athens County Dog Shelter agreement release of liability for volunteers, as recommended by Shane Montgomery, Athens County Dog Warden. Signed volunteer forms kept on file at the Dog Shelter. A motion was made by Mr. Adkins and seconded by Mr. Chmiel approving and authorizing the signature of Commissioner Eliason on the Economic Development RLF Semi-Annual Report as of December 31, 2015, submitted by Sara Marrs-Maxfield, Director - Athens County Economic Development Council. (Copied to page 60). ~ Mandatory Training for Board Appointments - Discussion regarding possible mandatory training for new appointees to boards and also requiring refresher training courses once every term. ~ Brittany Mendez, Extension Office presented the Athens County H Program Updates A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Preventative Maintenance Service Agreement with Trane for the Air-Cooled Chiller, Scroll Compressors located at the Courthouse. Trane agrees to inspect and maintain the above mention Covered Equipment according the terms of the agreement. (Copy of agreement on file in Commissioner s Office) Contract Year Annual Amount Payment Payment Term Year 1 $3, $ Quarter A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Public Defender Contract - Addendum:

4 C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION February 11, 2016 PAGE 63 The parties herein, being Athens County, herein after referred to as County, City/Village, previously entered into an agreement on the 1st day of July, 2015, for the provision of legal counsel to indigent defendants. The parties, pursuant to Paragraph 5 of that agreement, hereby mutually extend the agreement to provide legal representation for indigent person from December 31, 2015, through June 30, All the terms of the agreement signed between the parties of July 1, 2015, shall remain in full force and effect and are incorporated herein. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Commissioner Meeting date change from Tuesday, March 1 st, to Thursday, March 3 rd, 2016 A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following County Property Declared Surplus: Juvenile Court - OKI Printer - Model #B4350 Serial#BBT1o14541CO A motion was made by M. Adkins and seconded by Mr. Eliason approving the following list of County Property Declared Surplus from ACDJFS: (Copied to page 61). The roll being called upon for adoption, the vote resulted as follows: Mr. Eliason, yea; Mr. Adkins, yea; Mr. Chmiel, absent. (Stepped out). A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following requests to purchase equipment as recommended by the Athens County Data Processing Board: Athens County Board of Developmental Disabilities - Request for the following equipment: 1 ThinkCentre E73 Desktop Computer, Data Entry, Bus $ Microsoft Surface Pro, Data Entry, SSA $ Microsoft Surface Pro Keyboard, Data Entry, SSA $ Microsoft Surface Pro Keyboard Docking Station, Data Entry, SSA $ StarTech Mini DisplayPort Adapter Cable, Data Entry, SSA Office $ HP SB 650 G1 Data Entry PPL, each, 12/$7, HP SB Docking Station, Data Entry, PPL $185.24, 2/ $ TOTAL 9, Athens County Coroner Mr. Ben Ashcraft presented a quote for a new laptop for the Coroner's Office. Total cost would be $ and will be purchased from EROS Technology Corp. Only one quote was presented. A motion was made by Mr. Adkins and seconded by Mr. Chmiel authorizing Commissioner Eliason s signature on the Agreement between the Athens County Children Services Board and the Athens County Prosecuting Attorney. Whereas, ACCSB desires to have assistant prosecuting attorney (APA) exclusively or partially exclusively dedicated to handle child welfare matters, and

5 C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION February 11, 2016 PAGE 64 Whereas the County Prosecutor desires to be able to dedicate APA to handle child welfare matters and to have ACCSB cover the expense of providing these dedicated APA and associated costs. Agreement effective January 1, 2016 until December 31, The ACCSB agrees to reimburse the County Prosecutor the applicable level. The maximum amount for salary and fringe benefits payable under this agreement for the one (1) assigned Assistant Prosecutor will not exceed $90, and will be actual cost. (Copy of agreement on file in Commissioner s office). A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Transfers: Coroner $3, from Contract Services, into Salaries Employees A motion was made by Mr. Chmiel and seconded by Mr. Adkins acknowledging receipt of the Amended Certificate, dated: February 11, 2016 prepared by Jill Thompson, Athens County ~ Community Energy Savers Program- Commissioner Chmiel stated that the goals have been met for this program and the winner of the $85, award will be presented to the Athens County Library system. Commissioner Chmiel will get more information and forward it to the other Commissioners regarding the presentation. ~ Members of the Athena-Hockhocking Bikeway Committee, Linda Watkins and Tim Kramer were present to discuss the Bikeway Donation Program budget funds and expenditures. Also discussed was the possible formation of a Memorandum of Understanding with the Commissioners for any future donations and expenditures. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving and authorizing Commissioner Eliason s signature on the Buckeye Hills - Studios At The Barn Grant paperwork and the following Resolution for the renovation project at the Dairy Barn: Resolution Acceptance of a Grant from the Governor's Office of Appalachia for the Dairy Barn as it Relates to the Renovation Project. Whereas the Athens County Commissioners approved the application for a grant in the amount of $250,000 to Athens County Commissioners for the Dairy Barn Renovation Project; Whereas the Athens County Commissioners has agreed to comply with the rules and regulations set forth in the grant agreement; Whereas as the Athens County Commissioners has voted affirmatively to accept the grant in the amount of $250,000; Be It Hereby Resolved that the Athens County Commissioners accepts the Governor's Office of Appalachia grant award in the amount of $250,000 for the completion of the Dairy Barn Renovation. /s/ Lenny Eliason, President, Athens County Commissioner /s/ Chris Chmiel, Vice-President, Athens County Commissioner /s/ Charlie Adkins, Commissioner

Total cost: $18, Tower site locations: Athens Co. 911, Peach Ridge Tower Site - TR213 Athens - $4, Verizon Tower on Peach Ridge TR213 Athens - $5, Albany Water Tower, 619 Marion-Johnson Rd. Athens - $8, ~ Commissioner Adkins discussed the possible purchase of a Pro Press machine, cost $3,100.00, that can be split with ACDJFS Department for shared usage. Commissioner Adkins will discuss this with Bob Gallagher, DJFS Director to see about this possibility. A motion was made by Mr. Chmiel and seconded by Mr. Adkins to adjourn the above meeting.
