1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA, HELD ON TUESDAY, JANUARY 19, 2016 The Commissioners of the Housing Authority of the City of Michigan City, Indiana held a regular board meeting on Tuesday, January 19, 2016 at 4:30 p.m. The meeting was held at the Michigan City Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana The regular board meeting began at approximately 4:30 p.m. Commissioners who attended the meeting included Chairperson Carla Mock, Vice Chairperson Yolanda Thomas-Davis, Commissioner William Fine, Commissioner Colleen Babb, and Commissioner David McCray. Commissioner Virginia Keating and Commissioner Lester Norvell did not attend this meeting. Housing Authority Attorney Nelson Pichardo attended this meeting. Public in attendance included General Insurance Services Representative Dan Nole, ALCO Representative Andre Steele, and Housing Authority Liaison, City Council 5 th Ward Sharon Carnes. Housing Authority personnel attendees included Executive Director Norma Thomas and Finance, Human Resource Robin Fly. APPROVAL OF MINUTES: December 21, 2015 Chairperson Mock called for approval of minutes dated December 21, Commissioner Fine motioned approval of the minutes as presented to the Board. Commissioner Babb seconded the motion. APPROVAL OF BILLS: Workers Compensation Insurance and Business Owners/ EPL Insurance Chairperson Mock called for the approval of the workers compensation and business owners insurance premiums. General Insurance Services (GIS) Representative Dan Nole informed the Board that this year s workers compensation premium is $19, and last year s premium was $19, He said that the premium is based upon the Housing Authority s payroll and audit results with a future audit increase adding to the premium amount or a future audit decrease resulting with a credit. In regards to premium calculation Mr. Nole said that last year s rate was $2.75 and this year s rate is $3.05 which rate is set by the State of Indiana, and that the rate increase resulted in an increase of the premium amount. He said that the Housing Authority maintained the experience mod at.730 due to no losses, received a premium discount because the premium amount exceeds $20,000, and received a multi-policy 6 percent discount which resulted in a decreased premium from $28,357 to $19,985.

2 2 Commissioner Fine clarified that workers compensation policy has two different rates, one for carpentry and construction which did not change. In reply, Mr. Nole said that although the carpentry and construction rate did not change much, the clerical, salespersons, and drivers rate changed substantially. He said that the workers compensation policy is effective January 22, 2016 to January 22, 2017 and remains under Auto Owners Insurance. In reference to the second policy, business owners, Mr. Nole explained to the Board that this policy provides building contents coverage at the Housing Authority s main office building located at 621 East Michigan Boulevard, 226 Merrihill Drive location, and 1007 E. 8 th Street location. He said that last year s initial premium amount was $2,646.96, and that a new Employment Practices Liability (EPL) policy ($892.27) was added to the premium amount for a total premium of $3, This year the total premium amount is $3, with inclusion of EPL coverage premium in the amount of $883.44, and according to Mr. Nole, the difference in this year s and last year s premium amount is approximately $100. He said that there is no audit for business owners. Mr. Nole introduced to the Board Cyber Insurance coverage with Risk Placement Services, Inc. (RPS) as the cyber liability carrier. He said that he would submit a packet with a quote from RPS for $1,000,000 of coverage on behalf of the Housing Authority. With no further discussion, Vice Chairperson Davis motioned approval to pay the workers compensation insurance premium effective January 22, 2016 to January 22, Commissioner Fine seconded the motion. Commissioner McCray motioned to renew the business owners insurance policy effective January 22, 2016 to January 22, Vice Chairperson Davis seconded the motion. APPROVAL OF MANAGEMENT REPORTS: Chairperson Mock called for approval of the management reports. She asked for an update status on the rehabbing and occupancy of units. Executive Director Thomas stated that last week there were 8 vacant units and 2 units completed with Housing Manager Webster in the process of housing those units. She explained to the Board that there are additional vacant units because the Housing Authority has an annual reevaluation of families housed with some families over housed and transferred to a smaller unit and some families under housed transferred to a larger unit. Maintenance Department indicated that the units are turning around pretty quickly according to Executive Director Thomas. With no further discussion, Commissioner Babb motioned to approve the management reports are presented to the Board. Vice Chairperson Davis seconded the motion.

3 3 Commissioner Babb inquired about the status of hiring maintenance personnel. Chairperson Mock stated that upon her conversation with Executive Director Thomas last week there is an individual that the Housing Authority is considering hiring after background check passes within the next couple of weeks. Executive Director Thomas explained to Board that the Housing Authority reviewed a total of 3 applications with 2 applications remaining in the files. COMMITTEE REPORTS: Chairperson Mock asked that committees meet with Executive Director Thomas in February OLD BUSINESS: NEW BUSINESS: Schedule of Payment Standards and Fair Market Rents Chairperson Mock called for approval of schedule of payment standards and fair market rents. Executive Director Thomas informed the Board that HUD had initially approved of a schedule of payment standards and fair market rents effective October 1, She said HUD has since then made additional changes and has release a revised schedule of payment standards and fair market rents effective December 11, 2015 for Board approval with the Housing Authority payment standard at 90 percent. With no further discussion, Vice Chairperson Davis motioned to approve the schedule of payment standards and fair market rents as presented to the Board. Commissioner Babb seconded the motion. RESOLUTION NUMBER A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE THE ANNUAL SCHEDULE OF PAYMENT STANDARDS AND FAIR MARKET RENTS AS ISSUED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WITH THE HOUSING AUTHORITY IMPLEMENTING A 90 PERCENT PAYMENT STANDARD EFFECTIVE DECEMBER 11, AYES Carla Mock Yolanda Thomas Davis William Fine Colleen Babb Dave McCray NAYS

4 4 Commissioner Virginia Keating and Commissioner Lester Norvell did not attend this meeting for a vote. Newly-appointed City Council Housing Authority Liaison Chairperson Mock introduced Sharon Carnes as the City Council Liaison for the Michigan City Housing Authority. Ms. Carnes explained to the Board that if there are any questions or comments, the Board should feel free to bring those concerns to her to present to the City Council. Ms. Carnes informed the Board that she brought information about Indiana Plan study sessions to pass the TABE Test to be held at City Hall, and encouraged the Board to distribute out this information and to place this information on the bullet boards. She said that the Housing Authority may contact herself or the Human Rights Department at City Hall to address any questions. Housing Authority Insurance Chairperson Mock informed the Board about term life insurance from Housing Authority Insurance (HAI) made available to the Board of Commissioners at no cost. She said if anyone on the Board is interested, he or she may contact Executive Director Thomas. Executive Director Thomas said that the deadline for submission is at the end of this month. 5 RESOLUTION NUMBER A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE THE ANNUAL SCHEDULE OF PAYMENT STANDARDS AND FAIR MARKET RENTS AS ISSUED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WITH THE HOUSING AUTHORITY IMPLEMENTING A 90 PERCENT PAYMENT STANDARD EFFECTIVE DECEMBER 11, WHEREAS, on an annual basis the United States Department of Housing and Urban Development (HUD) issues an update of its Schedule of Payment Standards and Fair Market Rents (FMR), and WHEREAS, the Housing Authority of the City of Michigan City will adhere to 90 percent of the 100 percent payment standard of the FMR as referenced in the attached Exhibit A, and WHERAS, HUD had released a Schedule of Payment Standards and Fair Market Rents effective October 1, 2015 and then revised such schedule. NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners of the Housing Authority of the City of Michigan City, Indiana approved the Schedule of Payment Standards and Fair Market Rents effective December 11, 2015 with the Housing Authority enacting a 90% payment standard.
