3 AGENCY AND UNIVERSITY ANALYSIS This reprt analyzes the N.C. State Gvernment wrkfrce within tw sectins: agency and university system. The agency sectin includes infrmatin n all Cabinet and Cuncil f State agencies. The university system cnsists f the 16 universities in the N.C. System as well as UNC General Administratin and the Schl f Science and Math. References t ther minrity grups include Asian, American Indian, and Hispanic emplyees. Ttal number f emplyees, subject t the State Persnnel Act (SPA), within each area includes: REPRESENTATION ANALYSIS: The State f Nrth Carlina reprted 1,543 full-time, permanent SPA emplyees as f December 31, 2. This represents a decrease f 1, emplyees frm 28. Emplyee decreases were experienced in bth the agency and university systems. Ttal Other Minrity Emplyees Detailed: The emplyees labeled as ther minrity males and ther minrity females include Hispanic, American Indian and Asian emplyees. 1. Hispanic emplyees f Cuban, Mexican, Puert Rican, Suth r Central American, r ther Spanish culture r rigin. 2. Asian emplyees having rigins in any f the riginal peples f the Far East, Sutheast, Asia, r the Indian subcntinent, including Native Hawaiians and ther Pacific Islanders. 3. American Indian emplyees having rigins in any f the riginal peples f Nrth and Suth America, and wh maintain tribal affiliatin r cmmunity attachment. Cmbined, these emplyees represented 4.4% f the entire wrkfrce r 4,4 emplyees (an increase f 27 since 28). Within the agency wrkfrce, American Indian emplyees represented the largest ther minrity grup. Within the university wrkfrce, Asian emplyees represented the largest ther minrity grup. 5 OMF OMF Agency Occupatinal Categry Overview: As f December 31, 2, Nrth Carlina State agencies emplyed 6,185 emplyees. In rder t evaluate these emplyees based n similar jb grupings, each psitin ccupied by an emplyee is placed in ne f eight ccupatinal categries. These categries prvide a mre detailed level f analysis regarding the demgraphic representatin f agency emplyees. 1. Officials and Administratrs Includes tp and middle management cncerned with achieving the verall bjectives f the rganizatin. Usually these are plicy making, highly visible psitins. Wmen accunted fr 45% f these emplyees, but minrity females represented nly 11% f the ttal. Of the minrity wmen, 1% were black females. Overall, minrity males and females accunted fr nly 1% f these emplyees, their lwest representatin level in any ccupatinal categry Management Related - Includes ccupatins cncerned with planning and administering prgrams in areas such as accunting, budgeting, human resurces, purchasing, inspectrs, and marketing. Wmen accunted fr 63% f these emplyees, and 22% f the female emplyees were minrities. Men accunted fr 37% f these emplyees, but nly 8% f the male emplyees were minrities. White and black female emplyees exceeded bth their representatin in the labr frce and the NC ppulatin v

These include engineers, lawyers, teachers, nurses, physicians, veterinarians, pharmacists, cmputer prgrammers, and librarians. Wmen accunted fr 54% f these emplyees and men accunted fr 46% f these emplyees. This represents the ccupatinal categry with the mst even distributin f male and female emplyees. Minrities represented 2% f the emplyees in this categry, 15% were black females, % were black males and 5% were cmbined male and female ther minrities. Five percent was the highest cmbined representatin level f ther minrity emplyees (als in Technicians). White male emplyee representatin was clsely aligned with their rates in the labr frce and the NC ppulatin. Hwever, white female representatin was lwer than their rates in the labr frce Technicians - These are ccupatins cncerned with prviding technical assistance in the fllwing fields: health, engineering, science, and all remaining technicians and technlgists. Wmen accunted fr 37% f these emplyees, with 12% being minrity wmen. Minrities represented 22% f these emplyees, and 5% were cmbined male and female ther minrity emplyees. Five percent was the highest cmbined representatin level f ther minrity emplyees (als in Prfessinals). White male emplyees exceeded their representatin in the labr frce and the NC ppulatin. Female emplyees, bth white and minrity, were emplyed at rates less than the labr frce vi

Wmen represented 87% f all these emplyees, their highest representatin level in any ccupatinal categry. Males cnsisted f nly 13% f these emplyees, and nly 5% f the males were minrities. Males, bth white and minrity, were emplyed at rates less than their representatin in the labr frce f the NC ppulatin. Minrities represented 36% f these emplyees, but 2% f this ttal was cmprised f black females. Black females exceeded their representatin in the labr frce and the NC ppulatin. By cmparisn, white females exceeded their representatin in the NC ppulatin but nt the labr frce Law Enfrcement - These ccupatins are cncerned with prviding prtectin against fire and accidents, maintaining law and rder, and directing custdy f prisners in jails and refrmatries. Minrity males and females were almst evenly divided in this categry, as minrity males cnsisted f 22% f the emplyees and minrity females cnsisted f 17% f the emplyees. Minrity emplyees cnsisted f 3% f the emplyees, their secnd highest representatin level in any ccupatinal categry. White males and females were nt evenly divided, as white males cnsisted f 51% f the emplyees and white females cnsisted f 1% f the emplyees. Black male emplyees had their highest level f representatin, at 1%, in any ccupatinal categry. This level f representatin exceeded bth their representatin in the labr frce and the NC ppulatin vii

The majrity f these ccupatins receive lw pay. Wmen and minrity emplyees dminated this ccupatinal categry, as wmen represented 6% f all the emplyees and minrities represented 63% f all the emplyees. Of the emplyees, 44% were minrity females and cmpared t 1% minrity males. Black female emplyees had their highest level f representatin, at 43%, in any ccupatinal categry. White males cnsisted f 13% f the categry and white females cnsisted f 24% f the categry, their lwest cmbined representatin in any categry. White emplyees, bth male and female, were represented at rates belw the labr frce and the NC ppulatin. Cnversely, black emplyees, bth male and female, were represented at rates abve the labr frce and the NC ppulatin Craft and Prductin - These ccupatins are cncerned with prductin, maintenance, and inspectin. It includes ccupatins in farming, frestry, mechanical, inspectins, and transprtatin. This ccupatinal categry is male dminated, as nly 5% f the emplyees were female. White male emplyees had their highest level f representatin, at 77%, in any ccupatinal categry. Minrity males accunted fr 2% f the categry. Female emplyees, bth white and minrity, were represented at levels belw the labr frce and the NC ppulatin viii

The verall demgraphic representatin in this ccupatinal categry clsely mirrred that in the agency wrkfrce. White male emplyees were represented at levels abve their representatin in the labr frce and the NC ppulatin x

White emplyees, bth male and female, were emplyed at levels belw their representatin in the labr frce and the NC ppulatin. Black emplyees, bth male and female, were emplyed at levels abve their representatin in the labr frce and the NC ppulatin Craft and Prductin - These ccupatins are cncerned with prductin, maintenance, and inspectin. 13 NEW HIRE AND PROMOTION ANALYSIS: During calendar year 2, state agencies hired 2,768 new SPA emplyees t the wrk frce. Of these new hires, 31% were white male emplyees, representing the largest demgraphic grup hired. The university system hired 4 new emplyees during the same time frame. Of these new hires, 61% were female emplyees. State agencies prmted 1,52 SPA emplyees during calendar year 2. Of these emplyees, 35% were white males and 28% were white females, accunting fr 63% f all prmtins. Within the university system, 24 SPA emplyees received a prmtin during 2. Of these emplyees, 48% were white females and 16% were black females. Cmpared t new hires in the university system, white females were prmted at a higher rate than hired and black females were prmted at a lwer rate than hired. 14 EEO PLAN COMPONENTS: Pursuant t G.S , all state agencies and universities are required t submit an Equal Emplyment Opprtunity (EEO) plan t the Office f State Persnnel each year. These plans are t be reviewed fr EEO prgram cmpnents which include plicy statements, prgram initiatives as well as data review. After the plans are reviewed t ensure cmpliance with established standards, agencies and universities are ntified f their apprval and a reprt is t be submitted t the NC General Assembly detailing the status f all EEO plans. The EEO plans are required t include the fllwing elements: NC Plicy Statement Agency r Plicy Statement Respnsibility and Accuntability Disseminatin f EEO Plicy and Plan (Internal and External) Wrkfrce Analysis including establishment f Emplyment Objectives Prgram Activities Recruitment Selectin and Hiring Jb Structuring (Optinal) Training and Develpment (Emplyee and Management) Upward Mbility Perfrmance Appraisal Transfer and/r Separatin Cmpensatin Prgram Evaluatin Emplyment Objective Overview: This is a review f the achievement f bjectives established in agency and university EEO Plans. Agencies: All required Nrth Carlina state agencies submitted an EEO Plan fr the 21 planning cycle. Of the 32 state agencies submitting EEO Plans, 28 agencies r 87.5% established emplyment bjectives. The agencies that did nt establish emplyment bjectives cited cncerns related t the Reductin-in-Frce (RIF) and limitatins n hiring due t budgetary cnstraints. Overall, these emplyment bjectives were established in all eight f the ccupatinal categries, althugh nt all agencies established bjectives in each f the eight ccupatinal categries. During the 2 EEO planning cycle, 25 agencies r 78.1% were able t fully r partially achieve their emplyment bjectives. Universities: All 17 institutins within the f Nrth Carlina (UNC) system, as well as UNC General Administratin, submitted an EEO Plan fr the 21 planning cycle. Of the 18 entities submitting EEO Plans, 16 universities r 88.8% established emplyment bjectives. The universities that did nt establish emplyment bjectives cited cncerns related t the Reductin-in-Frce (RIF) and limitatins n hiring due t budgetary cnstraints. During the 2 EEO planning cycle, 16 universities r 88.8% were able t fully r partially achieve their emplyment bjectives. In additin t the EEO plan, the Office f State Persnnel als reviews each agency and university Unlawful Wrkplace Harassment Preventin plan. xiv
