("Enbridge") is proposing to replace and abandon a segment of 30 inch natural gas main (the Project ) that supplies the City of Toronto, as the crossing could be subject to risk from significant weather events. The segment is located partially on a bridge owned by Enbridge that spans the Don River. Where possible, the proposed pipeline will be located within the right-of-way of previously disturbed municipal roads and entirely below ground eliminating the bridge crossing. In accordance with the Ontario Energy Board s Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipeline and Facilities in Ontario, 6th Edition 2011, Enbridge has retained the services of Stantec Consulting Limited ( Stantec ), an independent environmental consultant, to complete an environmental assessment for the proposed project. Enbridge is submitting the environmental report for the Project for Ontario Pipeline Coordinating Committee review. Due to the size, an attachment of the Report itself has not been included with this . We will be installing the proposed natural gas pipeline with trenchless technology below the Don River to mitigate any impacts to the stream bed, banks and riparian zone. As part of our Environmental Protection Plan and in accordance with any permits or approvals we may receive, we will implement and install proper erosion and sediment controls and develop an emergency spill response plan that will also help to limit the amount of disturbance to sensitive features. As part of this project we have had extensive consultation with the Toronto and Region Conservation Authority (TRCA) regarding the proposed work. As a result of TRCA s concern and protection of the West Don Flood Protection Landform Feature (FPL) we have changed our Preliminary Preferred Route to one of our Alternative routes that avoids the FPL. We are continuing to work with the TRCA on obtaining necessary approvals and permits before beginning construction. If you have any questions or concerns please feel free to contact me. We recommend that you avoid/minimise adverse impacts to stream bed and banks and the riparian zone by ensuring that an emergency mitigation has been considered for any accidental spills, and that you implement sediment and erosion controls during the duration of the works until the site has been stabilized. Additionally, the MNRF recommends that you consult the Conservation Authority regarding your project.

We are currently in the process of engaging an Environmental Consultant to develop a Cultural Heritage Evaluation Report as per the recommendation from the Criteria Checklist for Evaluating Potential for Built Heritage Resources and Cultural Heritage Landscapes. If the recommendation is made to develop a Heritage Impact Assessment we will commit to doing this and implementing any mitigation measures recommended to protect the surrounding built heritage and cultural heritage features. The Cultural Heritage Evaluation Report will be submitted to the Ministry of Tourism, Culture and Sport for review and approval prior to finalization of detailed design and the commencement of construction. At this stage we are planning to abandon our gas main in place, which means we will be leaving it on the utility bridge just north of the potential heritage resource spanning the don river. We will not be demolishing or modifying the bridge at this time. If in the future we plan to remove the bridge we will reassess the potential impact and develop a new Heritage Impact Assessment based off of the potential construction impacts of construction on the bridge. Based on the information in the report (Table 4-4 in Chapter 4, and Appendix E), cultural heritage resources have been identified, as well as the potential for impacts, but insufficient information has been provided in this study in order to understand those impacts. It is our advice that technical heritage studies are conducted as early as possible in the process, before detailed design so that their recommendations can inform the project design. My of December 22, 2017 identified the existing structure that crosses the Don River as a potential heritage resource. What are the options that are being considered for this structure when the existing pipeline is abandoned? Thank you for the opportunity to comment. As the OPCC Review period has ended, and to ensure timely execution of the work, Enbridge will file its LTC application and continue to work with the TRCA to address any concerns with the Project prior to obtaining the permit. Enbridge will be contacting the TRCA to arrange for a meeting in order to discuss the next steps in relation to the commitments raised in the TRCA letter. In regards to the six commitments, Enbridge has provided a response below: 1. Removal of Existing Concrete Utility Bridge: The removal of the bridge has been identified in EGD s asset plan 1. Prior to the removal of the bridge, Enbridge requires a third party assessment to determine the exact scope and nature of bridge removal. 1 The Asset Management Plan is the Company s policy and strategies for achieving effective asset management for all assets within the Company s regulated operations.

Location to Existing West Don Flood Protection Landform (FPL): Enbridge would like to review the need for the 6 m setback with TRCA and determine how to accommodate the setback from the existing FPL footprint for the proposed works on the west side of Bayview Avenue. Appropriate studies will be provided to the TRCA to support the location of the shaft and the proposed construction activities to address the integrity, form and function of the FPL. 3. Future Implications: Enbridge will work with the TRCA and document the responsibilities and accountabilities of both parties. 4. Impact Monitoring associated with the West Don FPL: Enbridge is currently working on a Settlement monitoring Plan that will be presented along with the design drawing to the TRCA. 5. Construction of the Proposed Broadview Eastern (BE) Flood Protection solution: The proposed Eastern Broadview Flood Protection Solution is currently in the preliminary concept stage and the exact location and footprint of the FPL is not known at this time. Enbridge will continue to work with TRCA to ensure that our location will not impact the development of TRCA s BE Flood Protection solution. 6. Official Plan Amendment (OPA): The route will require permanent easements which are designated as Parks and Open Space Areas in the Official Plan Land Use Map. Enbridge may apply for an amendment to the Official Plan to permit permanent easement of a defined portion of a particular park, as outlined in the City of Toronto letter from June 11, Enbridge Land department will continue to work with TRCA and City of Toronto Land departments to define the details and conditions of a potential temporary permit.
