( Enbridge ) has identified the need to eliminate two bridge crossings over the Don River in the City of Toronto. This is a Replacement project. This would not have required a Leave to construct application at the Ontario Energy Board except that new easements are required along the proposed pipeline route. Specifically a new easement is required for a feeder station, approximately 0.06 km x 0.04 km, and will most likely be acquired from Infrastructure Ontario. Where possible the proposed pipeline will be located on previously disturbed municipal right-of-way in highly urbanized Toronto. Upon completion of the project the proposed pipeline will be located below ground eliminating the need for the two above ground bridge crossings. The project consists of two parts: A. Installation of approximately 300 meters of NPS 30 (Nominal Pipe size 30 inch diameter) Extra High Pressure (XHP) steel natural gas main ( Segment A ) underneath the Don River from Bayview Ave to Sunlight Park Road and the decommissioning of approximately 250 meters of the existing NPS 30. B. Installation of approximately 500 m of NPS 20 XHP main along Bayview Ave to Mill Street; installation of approximately 600 m of NPS 20 High Pressure (HP) from Mill Street to Cherry Street (together Segment B ); installation of a feeder station in the vicinity of Cherry and Mill Street; and the decommissioning of approximately 1.6 km of NPS 20 HP gas main from Station B to Cherry Street. Enbridge has identified two potential routes to replace Segment A and three potential routes to replace Segment B. These routes will be evaluated by an environmental consultant as part of the Environmental Assessment, to select one that is preferred from an environmental and socioeconomic perspective; refinement of the routes based on stakeholder input is possible. Project construction is anticipated to begin in Q with commissioning in late Q or Q System Overview Enbridge currently operates more than 37,000 kilometers of underground natural gas distribution pipelines serving more than 2 million customers. Figure 1 below shows the study area of the proposed location of Segment A and Segment B in relation to Enbridge s existing Extra High Pressure and High Pressure distribution network in the Greater Toronto Area. Please note this map is representative of only the Extra High Pressure and High Pressure distribution pipelines within the GTA.

It then heads east to cross under the Don River and Don Valley Parkway, connecting into the existing NPS 30 XHP steel natural gas main on Sunlight Park Rd. Alternative Route 2 Installation of NPS 30 XHP Steel Natural Gas Main The second route alternative begins at Bayview Ave approximately 100 m south of Eastern Ave and heads east to cross under the Don River and Don Valley Parkway to connect into the existing NPS 30 XHP steel natural gas main north of Sunlight Park Rd. Please note that only one of the proposed routes will be selected for the NPS 30 XHP steel natural gas main installation. 1.3 Segment B - Replacement of NPS 20 HP Steel Natural Gas Main Enbridge has identified three route alternatives for the NPS 20 HP steel natural gas main replacement. Please reference Figure 3.

It then follows Bayview Ave and Mill Street crossing under the railway corridor and Gardiner Expressway east of Cherry St where it connects into the existing NPS 20 HP steel natural gas main at Cherry St. Alternative Route 2 Installation of NPS 20 HP Steel Natural Gas Main The second route ties in at Station B (405 Eastern Avenue) and heads west on Sunlight Park Rd and crosses the Don Valley Parkway and Don River, paralleling the NPS 30 XHP river crossing. It then follows Bayview Ave and Mill Street crossing under the railway corridor and Gardiner Expressway east of Cherry St where it connects into the existing NPS 20 HP steel natural gas main at Cherry St. Alternative Route 3- Installation of NPS 20 HP steel Natural Gas Main The third route alternative follows the existing NPS 20 HP steel natural gas main and begins at

Please note that only one of the proposed routes will be selected for the NPS 20 HP natural gas main installation. 2.0 AUTHORIZATIONS REQUIRED An environmental study following the regulatory framework established by the Ontario Energy Board (OEB) is being initiated. Pending confirmation from the detailed study, potential permits from the following are expected. Federal approvals may include the following: Transport Canada Fisheries & Oceans Canada Provincial approvals may include the following: Ontario Energy Board Infrastructure Ontario Ministry of Natural Resources and Forestry Ministry of Environment and Climate Change Municipal approvals may include the following: Permit to secure easement for installation of pipeline in designated road rights-of-way and for crossing of other infrastructure (i.e., water mains, sewers). Noise By-Law exemptions if work is to be completed outside of permitted hours specified in the by-law. Permit to Injure and/or Remove Trees (woodlands/woodlots) for each municipality, as applicable. Toronto Parks Other notifications, permits and/or approvals that may be required prior to construction are: Toronto Region Conservation Authority Hydro One Networks Incorporated Canadian National Rail/Canadian Pacific Rail/Metrolinx Crossing of other pipelines

8 Filed: , EB , Exhibit F, Tab 1, Schedule 1, Attachment 1, Page 8 of PROJECT ACTIVITIES PLANNING/APPROVALS Planning activities for the project commenced in late 2016 and will continue into 2017/2018 to prepare for construction in Pre-consultation is currently underway along with a review of potential routes. Once a preferred route is defined, Enbridge will commence the design and procurement phase. The design process involves the selection of a specific running line location, appropriate materials, valves/fittings, and location(s) for trenchless activities. Information on ground conditions and existing infrastructure will be gathered and factored into the pipeline design. Site activities typically involved in pipeline design include: Geotechnical analysis, including borehole sampling along the route to assess ground conditions and excavations in the proximity of the Gardiner Expressway; Subsurface utility engineering, to identify the location and depth of existing utilities; and, Soil sampling and testing, to identify suspect soil that might be encountered. Engineered drawings will be produced with the final design and issued to local municipalities and other regulators for approval. With all approvals obtained, the final engineered drawings will be issued for construction. CONSTRUCTION The pipelines and associated facilities may be installed via both open-trench and trenchless technologies. Normal depth of ground cover over the pipeline will be 1.2 m; however, it may be installed deeper to provide additional protection in areas where it crosses underneath existing or proposed infrastructure (roads, sewers, rail lines) and at a reduced cover in order to preserve the flood plain landform and other sensitive environmental and/or socio-economic features. The existing pipe to be decommissioned will be abandoned in accordance with Enbridge s Construction and Maintenance Manual OPERATION Operation of the project will include commissioning of the pipelines and station, and initiation of Enbridge s regular maintenance and monitoring program. The pipeline will be hydrostatically tested and qualified for operation. Enbridge will energize the pipeline with natural gas by connecting to existing, operating pipelines at each end. 4.0 POTENTIAL ENVIRONMENTAL EFFECTS AND MITIGATION MEASURES A detailed environmental and socio-economic effects assessment will be completed as part of the Environmental Assessment for the preferred and alternative routes. The objective of the assessment will be to: Choose a preferred route for construction based on environmental and socio-economic factors

9 Filed: , EB , Exhibit F, Tab 1, Schedule 1, Attachment 1, Page 9 of 9 Predict and analyze the nature and extent of project effects; Identify mitigation measures to protect significant features; and, Determine the significance of any effects remaining following mitigation (net effects), including the significance of combined effects (where applicable). It is anticipated that the majority of adverse environmental and/or socio-economic effects will be construction-related, temporary and transitory, and likely avoided by locating the proposed pipelines within existing, previously disturbed municipal rights-of-way and in other previously disturbed areas/corridors. The pipelines will also be underground once constructed further limiting the potential for any long-term effects. The facilities will be developed to minimize long term impacts. Mitigation measures will be recommended as part of the Environmental Report to minimize potential adverse effects to the environment. These recommendations, in combination with the Enbridge s Construction and Maintenance Manual (2017), should effectively serve to protect environmental features along the preferred route. The mitigation recommendations will be provided in an Environmental Report, along with the Enbridge construction policies, and are anticipated to be included in the contract specifications. Mitigation measures will be based on: Enbridge s Construction and Maintenance Manual (2017); Professional judgment and past experience of the project team; Industry best practices as well as the relevant permitting authority requirements; and, Feedback received as part of the consultation program. 5.0 PROJECT BENEFITS This project is needed to address the current risks and will ensure the continued safe and reliable delivery of natural gas to Enbridge s customers in the Greater Toronto Area. On October 10, 2017 Enbridge Gas Distribution Inc. ( Enbridge ) provided to the Ministry a project description for the Don River Replacement Project. Subsequently, on November 14, 2017 Enbridge informed the Ministry via that the Don River Replacement Project would be split into two separate projects: NPS 20 Don River Replacement Project (previously segment B) and NPS 30 Don River Replacement Project (previously segment A). On November 29, 2017 the Ministry issued a letter which delegated the procedural aspects of duty to consult for both projects to Enbridge. The purpose of this letter is to inform the Ministry that Enbridge has determined that the pipeline routing for the NPS 20 Don River Replacement Project has changed from that originally outlined in the October 10 th project description. The routing and timing for the NPS 30 Don River Replacement Project has not changed from that described in the October 10 th letter. Attachment 1 contains an updated description of the NPS 20 Don River Replacement Project s characteristics and its location for the Ministry s review and to assist it with its determination as to whether the determination made in the Ministry s November 28 th letter remains valid.

( Enbridge ) is proposing to replace a segment of existing Nominal Pipe Size ( NPS ) 20 inch High Pressure ( HP ) gas main and eliminate an existing bridge crossing in the City of Toronto. Enbridge will be filing a Leave to Construct application with the Ontario Energy Board for the replacement pipeline (the Project ). Enbridge has identified three potential routes and one alternative north tie-in location for the Project. These routes will be evaluated by an environmental consultant as part of the Environmental Assessment ( EA )for the Project. The EA will select the route that is preferred from an environmental and socio-economic perspective. The project consists of: Installation of approximately 1220 m to 1460 m of NPS 20 Extra High Pressure ( XHP ) natural gas pipeline from the existing NPS 30 XHP main on Bayview Avenue; the installation of approximately 540 m to 980 m of NPS 20 HP natural gas pipeline; the installation of a feeder station; and the decommissioning of approximately 1.6 km of NPS 20 HP natural gas pipeline from Station B to Cherry Street. See Figure 1 for details of the proposed route alternatives. Alternative Route 1- Installation of NPS 20 Natural Gas Main The first route alternative begins with the installation of NPS 20 XHP natural gas pipeline at the existing NPS 30 XHP natural gas steel pipeline on Bayview Avenue at Old Brewery Lane. It heads south on Lower River Street and continues in the southerly direction tying into the proposed feeder station at Trinity Street. From the proposed feeder station NPS 20 HP natural gas pipeline will be installed traveling south on Trinity to Mill Street; west on Mill Street to Parliament Street; and south on Parliament Street to tie in at Lakeshore Blvd East. Alternative Route 2 Installation of NPS 20 Natural Gas Main The second route alternative follows the same route as Alternative 1 for the NPS 20 XHP proposed pipeline but differs in the proposed route for the NPS 20 HP pipeline. From the proposed feeder station at Trinity Street the proposed NPS 20 HP pipeline heads south on Trinity Street to Mill Street; East on Mill Street to Tannery Road; South on Tannery extension to tie in at Lakeshore Blvd East. Alternative Route 3- Installation of NPS 20 Natural Gas Main The third route alternative begins with the installation of NPS 20 XHP natural gas main at the existing NPS 30 XHP natural gas steel pipeline on Bayview Avenue at Old Brewery Lane. It heads south on Lower River Street and continues in the southerly direction until the alternative location for the proposed station at Tannery Road. From the proposed feeder station NPS 20

Alternative Tie in- Installation of NPS 20 Natural Gas Main An alternative north tie-in location for all three of the above proposed alternatives has been proposed, should the land between Queen Street and King Street not be feasible. For this alternate north tie-in point the proposed NPS 20 XHP natural gas main would tie in to the existing NPS 30 XHP natural gas pipeline on Bayview Avenue, then head west along Labatt Avenue to River Street and south on River Street where it would tie-in to the existing above route alternatives on River Street. Where possible the proposed pipelines will be located within existing road allowances. Other corridors may be used if needed. Temporary working space and laydown areas may also be required adjacent to these areas to facilitate the movement and storage of equipment necessary for construction. Enbridge will work with regulators and landowners to identify and secure appropriate working space as required. The ER will identify the potential authorizations required. The objective of the assessment will be to: Choose a preferred route for construction based on environmental and socioeconomic factors Predict and analyze the nature and extent of project effects; Identify mitigation measures to protect significant features; and, Determine the significance of any effects remaining following mitigation (net effects), including the significance of combined effects (where applicable).

20 Filed: , EB , Exhibit F, Tab 1, Schedule 1, Attachment 4, Page 6 of 8 It is anticipated that the majority of adverse environmental and/or socio-economic effects will be construction-related, temporary and transitory, and likely avoided by locating the proposed pipelines within existing, previously disturbed municipal rights-of-way and in other previously disturbed areas/corridors. The pipelines will also be underground once constructed further limiting the potential for any long-term effects. The facilities will be developed to minimize long term impacts. Mitigation measures will be recommended as part of the Environmental Report to minimize potential adverse effects to the environment. These recommendations, in combination with the Enbridge s Construction and Maintenance Manual (2017), should effectively serve to protect environmental features along the preferred route. The mitigation recommendations will be provided in an Environmental Report, along with the Enbridge construction policies, and are anticipated to be included in the contract specifications. Mitigation measures will be based on: Enbridge s Construction and Maintenance Manual (2017); Professional judgment and past experience of the project team; Industry best practices as well as the relevant permitting authority requirements; and, Feedback received as part of the consultation program. 6.0 PROJECT BENEFITS This project is needed to address the current risks and will ensure the continued safe and reliable delivery of natural gas to Enbridge s customers in the Greater Toronto Area. We understand that the history of Indigenous peoples in both Canada and the United States has included social and economic exclusion, and Enbridge recognizes the importance of reconciliation between Indigenous communities and broader society. Positive relationships with Indigenous peoples, based on mutual respect and focused on achieving common goals, will create constructive outcomes for Indigenous communities and for Enbridge. Enbridge commits to pursue sustainable relationships with Indigenous communities in proximity to where Enbridge conducts business. To achieve this, Enbridge will govern itself by the following principles: We recognize the legal and constitutional rights possessed by Indigenous peoples, and the importance of the relationship between Indigenous peoples and their traditional lands and resources. We commit to working with Indigenous communities in a manner that recognizes and respects those legal and constitutional rights and the traditional lands and resources to which they apply, and we commit to ensuring that our projects and operations are carried out in an environmentally responsible manner. We recognize the importance of the United Nations Declaration on the Rights of Indigenous Peoples in the context of existing Canadian law and the legal and constitutional obligations governments in both Canada and the US have to protect those rights. We engage in forthright and sincere consultation with Indigenous peoples about Enbridge's projects and operations through processes that seek to achieve early and meaningful engagement so their input can help define our projects that may occur on lands traditionally occupied by Indigenous peoples. We commit to working with Indigenous peoples to achieve benefits for them resulting from Enbridge's projects and operations, including opportunities in training and education, employment, procurement, business development, and community development. We foster understanding of the history and culture of Indigenous peoples among Enbridge's employees and contractors, in order to create better relationships between Enbridge and Indigenous communities. This commitment is a shared responsibility involving Enbridge and its affiliates, employees and contractors, and we will conduct business in a manner that reflects the above principles.
