1 MARIN MUNICIPAL WATER DISTRICT DEFINITION RISK MANAGEMENT ANALYST I/II/III Under general supervision, performs technical, professional and consultative duties related to the District s risk management activities including general liability, workers compensation, and overall insurance program administration. Performs risk analysis studies and makes sound recommendations to maintain maximum protection of the District s assets. Reviews and revises contracts and agreements with providers, contractors and vendors to assure documents are complete and contain all required elements, including insurance coverage. DISTINGUISHING CHARACTERISTICS I/II/III is a flexibly-staffed mid manager classification series. I is the entry-level of the series and incumbents perform technical and professional risk management activities. Incumbents perform or assist in the performance of a wide range of risk management and related duties including claims monitoring and contract administration; making preliminary recommendations on claims, insurance and other risk-related issues. As experience is gained, assignments gradually become more diversified and complex. Incumbents may advance to a higher level after gaining experience and demonstrating proficiency which meets the qualifications of the higher level class. II is the journey-level of the series and incumbents are fully competent to perform complex technical and professional analytical assignments within general policy and procedural guidelines. Responsibilities require the use of independent judgment, the application of analytical processes and the evaluation of alternative courses of action. Incumbents may be assigned to a specialty area. This class differs from the III class in that the latter performs the most complex assignments within the series with considerable independence and the use of a higher degree of professional judgment. III is the advanced journey-level of the series, and incumbents have latitude for independent judgment and action and perform a
2 Page 2 of 7 wide variety of professional and the most complex risk management activities within the series which require substantial knowledge of risk management procedures. Incumbents may train and supervise subordinate staff, and assist District Management (including Finance Manager, General Counsel, Risk Manager or other managers as required) with high level risk management activities, contractual agreements and related programs. At all levels, the supports the District's risk management and loss control programs, workers' compensation, liability, insurance programs, and investigates, analyzes and recommends the settlement of claims within areas of responsibility. Incumbents monitor and ensure contractor and vendor compliance with all District insurance and indemnification requirements, and perform related duties as required. EXAMPLES OF DUTIES For I, duties are performed at the entry level; for Risk Management Analyst II, duties are performed at the journey-level, and for Risk Management Analyst III, duties are performed at the advanced journey-level. Typical duties may include, but are not limited to, the following: Assists in the development, design and implementation of programs, policies and procedures in areas related to risk management and loss control including liability and casualty insurance. Assists in administering the District s workers compensation program;. Reviews all liability claims received by the District; and with appropriate authorization sets claims reserves or audits to ensure reserves; generates and audits accuracy of claims reports; prepares reports in accordance with Governmental Accounting Standards Board Statement No. 10; Tracks the status of open claims; negotiates claims payments and settlements, facilitates claims to closure and resolution; Receives and examines documents, facilitates required investigations, and files a variety of reports, incidents and claims; reviews claims for completeness, timeliness, veracity and compliance with District administration policies and procedures; Acts as liaison and resource for departments, employees, and other interested parties regarding claims procedures; and other risk management programs;
3 Page 3 of 7 Refers any possible need for correction of facilities problems and/or requests investigation of incidents to applicable departments; Accepts or denies claims liability in consultation with District Management and Risk Management Committee; Conducts contract reviews, analyzes insurance coverage information and documentation for all agreements, leases, District issued permits and purchase orders; periodically works directly with brokers and carriers to clarify District requirements and seek resolution of complex issues; provides notice to proceed when insurance compliance is achieved; Analyzes, evaluates and communicates with the public, District personnel and third party administrators/insurance companies/broker representatives to resolve various insurance issues and procedures related to accidents, incidents and claims; Designs and generates a variety of statistical and financial reports for use by the District to review and analyze risk management programs; identifying risk and loss trends and making recommendations on appropriate courses of action to mitigate or eliminate loss; Manages software used to track claims and costs; maintains system, trains staff on the systems uses and operations; Assists the Finance Division, District Counsel, the Risk Management Committee and contract attorneys in managing claims, litigation preparation and analysis and collaborates with governmental agencies, community groups, or in court as directed; and Performs other duties as required. QUALIFICATIONS FOR EMPLOYMENT Knowledge of: Principles and practices of risk management, loss control, liability management and asset protection programs; Principles and practices, legal statutes, civil procedures, and administrative regulations relating to liability claims, occupational health and safety, workers' compensation, disability management and related programs; Principles and practices of contract administration, risk funding and insurance, indemnification and underwriting; Legal, medical and technical terminology used in liability claims, individual injury cases and claims management; Investigation and adjustment techniques necessary to carry management of claims from initial report to settlement or closure;
4 Page 4 of 7 Operations and functions of governmental agencies, including budget methods, program analysis, employee relations, and group dynamics; Written and oral communications, research methodology, report writing, basic statistics, and actuarial principles and appropriate applications; Modern technology, systems and software designed to assist in the computerized management of information; Basic principles of supervision, training, and performance evaluations (applicable for advanced journey-level incumbents). Ability to: Perform a full range of responsible analytical duties in support of assigned programs and functions, involving the use of independent judgment and personal initiative; Research, understand, interpret, and apply specific rules, laws, ordinances, and policies to applicable risk management; Plan and organize research and statistical reports relating to various aspects of risk management, budget, general management matters, or accident causation and safety conditions; Analyze a variety of information and issues, evaluate alternatives, reach sound conclusions and make appropriate recommendations to management, Board members and advisory committees; Analyze contract and agreement documents to ensure compliance with District insurance and indemnification requirements; Understand, interpret, explain and apply District policies and procedures and applicable local, state and federal legislation; Use tact and diplomacy in dealing with sensitive and confidential issues and situations; Prepare informational materials to communicate complex regulations and data to employees management staff, and Board members; Work with appropriate managers to organize and develop effective programs for the reduction of occupational hazards and accident prevention; Facilitate consensus and negotiate resolution of complex issues involving claimants, individuals, employee groups, vendors, consultants, carriers and service providers; Establish and maintain effective working relationships with those contacted in the course of work; Integrate technical knowledge with interpersonal and communication skills dealing with the public, Board members, management, employees, attorneys,
5 Page 5 of 7 providers, vendors, and others in a manner consistent with the policies, practices, and procedures of the District; Plan, prepare, and administer budgets; Use sound judgment in unusual and emergency situations; Prepare clear, concise and accurate reports, analytical studies and other written materials; Effectively communicate orally, and present ideas and concepts persuasively; Travel to alternative work locations and offsite meetings; Training and Experience: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Training: For all levels, graduation from an accredited four-year college or university with a degree in risk management, business or public administration, safety or industrial engineering, finance, or closely-related field. Experience: I: Two to three years of professional experience in areas of risk management, workers' compensation, property and liability, risk and loss control, safety, insurance underwriting or brokerage, or self-insured program administration. II: Three to five years of progressively responsible professional experience in areas of risk management, workers' compensation, property and liability, risk and loss control, safety, insurance underwriting or brokerage, or self-insured program administration. III: Five or more years of professional experience in areas of risk management, workers' compensation, property and liability, risk and loss control, safety, insurance underwriting or brokerage, or self-insured program administration with responsibility for analyzing risk exposures and developing and implementing appropriate risk management responses; including one year as a lead or supervisor. At all levels, directly-related professional experience may be substituted for the required education on a year-for-year basis. Current certifications from the The Institutes as an Associate in Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), Associate in Claims (AIC) or similar risk management/insurance industry professional designation are preferred.
6 Page 6 of 7 OTHER REQUIREMENTS Per California Government Code, Title 1, Division 4, Chapter 8, Section 3100 all public employees are hereby declared to be disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law. LICENSES AND/OR CERTIFICATIONS Possession of or the ability to obtain an appropriate California driver's license issued by the State Department of Motor Vehicles and satisfactory driving record. PHYSICAL DEMANDS AND WORKING CONDITIONS While performing the duties of this job, an employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to finger, handle, feel or operate computers and standard office equipment; and reach with hands and arms. An employee is frequently required to stand and walk. Specific vision abilities required by this job include close vision and the ability to adjust focus. An employee is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret people and situations; perform work on multiple concurrent tasks; work with frequent interruptions, and interact with managers, supervisors, employees, claimants, insurance carrier/broker representatives, the public and others who may be upset, dissatisfied and/or abusive. The employee is occasionally required to lift and carry short distances objects such as reams of copier paper, office supplies, files, books, printed materials and other packages or equipment weighing up to 10 to 25 pounds. The noise level in the work environment is quiet to moderate noise. The employee is sometimes exposed to outdoor temperature, humidity, wetness and dust. Employees who drive on District business to carry out job-related duties must possess a California driver s license for the class of vehicle driven and meet automobile insurability requirements of the District including review of a recent
7 Page 7 of 7 DMV history. In order to drive, individuals must be physically capable of operating the vehicles and equipment safely.
