General Summary of Function/Purpose of Position This position functions as the director of the Human Services Budget Office. The position has lead responsibility for the development, coordination, implementation and monitoring of the Human Services multi-billion dollar budget. These functions include developing the annual Human Services budget request to the State Budget Office for inclusion in the Governor s Executive Budget recommendation, working with program areas to develop detailed spending plans, monitoring expenditures to in relation to the annual appropriations; developing financial projections to monitor and forecast revenues and expenditures; and preparing appropriate budgetary adjustment requests. The office is also responsible for routine and ad hoc data reports and data policy analysis. 15. 2 Duty 1 General Summary: Percentage: 25 Direct, manage, and coordinate the Human Services annual budget development process. Responsible to develop the Human Services budget request, identify spending priorities working with department leadership and the State Budget Office; and prepare budgetary presentation materials for the Legislature. Provide direction to management on all aspects of the Human Services budget development process. Coordinate with department management to develop supporting financial and programmatic documentation required for the budget request. Direct and coordinate the development of the budget request. Direct and coordinate the development of caseload statistics and caseload projections for use in budget development activities. Identify budget issues, including budget-related legal and operational issues and advise the Bureau of Budget Director to resolve. Work closely with the State Budget Office to provide financial information or analyses, programmatic information, or other requested information to support the Human Services budget request. Attend meetings between the State Budget Office and department management to finalize the annual Human Services budget request for inclusion in the Governor s Executive Budget Recommendation. Work with department management and administrators, as well as other state and federal agencies to identify changes at the state or federal level that impact the budget. Develop a wide variety of budgetary presentation materials for MDHHS senior management, the State Budget Office and the legislature to support the Governor s Executive Budget Recommendation. Provide financial information or analyses; programmatic information; or other requested information to support the Human Services budget request with the legislative fiscal agencies or with legislative staff. Provide testimony to the legislature and attend meetings with legislative staff as deemed necessary to finalize the annual budget/appropriation bill. Duty 2 General Summary: Percentage: 25 Serve as liaison for Human Services budgetary issues with MDHHS management, the State Budget Office, the legislative fiscal agencies, the legislature, federal agencies, and vendors. Coordinate responses requiring financial or programmatic research and reporting, bill analyses, and interpretation of state/federal guidelines. Direct and coordinate research on a wide variety of complex financial and programmatic data to analyze the financial impact of proposed policy or statutory changes and determine compliance with state/federal statutes and regulations. Direct and coordinate research on a wide variety of complex financial and programmatic data to analyze long-term trends and potential impacts of proposed budgetary adjustments. Direct and coordinate policy analysis activities to assess the impact of proposed policy and/or legislative changes. Provide supporting documentation to the State Budget Office or the legislature for legislative transfers, supplemental appropriations, executive orders, or other proposed budgetary adjustments. Provide technical assistance to management on Human Services budgetary issues. Duty 3 General Summary: Percentage: 20 Direct and coordinate the development of Human Services annual spending plans and forecasting/projection reports for the current budget. Develop spending priorities for the Human Services functions consistent with the goals and objectives of the department. Direct and manage the development of Human Services spending plans for each appropriation. Work closely with program management to develop detailed spending plans using an in-depth knowledge of the program's historical spending and programmatic goals. Review requests from program management to hire staff, enter into contracts, and make major purchases consistent with the approved spending plan and available resources. Work closely with department management and administrators, as well as other state and federal agencies to address actual or potential policy or budgetary changes affecting the current year. Direct and coordinate the preparation of annual allotment schedules, monitor spending against allotments, and make appropriate allotment adjustments. Direct and coordinate requests for Human Services budgetary adjustments such as supplemental appropriation requests, transfers, and executive orders. Duty 4 General Summary: Percentage: 15 Direct budget-related activities related to the administration, monitoring and evaluation of state plans and federal grants. Advise program offices on the writing and content preparation for grant applications. Assist program management with grant-related financial reporting requirements. Respond to inquiries related to grant availability, the grant application process and other general grant information.

3 Duty 5 General Summary: Percentage: 10 Direct and oversee staff Direct the work assignments and activities of the Human Services budget staff. Provide training to staff and identify and support staff development needs. Evaluate staff performance. Assure equal employment opportunity. Assure proper labor relations are maintained. Duty 6 Percentage: 5 General Summary: Other duties as assigned. Serve on task forces and committees. Participate in strategic planning activities. Complete research assignments. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Many decisions are made independently based upon knowledge of the Bureau of Budget s goals and policies or interpretation of state/federal guidelines. Types of decisions include the relative priorities of concurrent office activities; decisions regarding the resolution of technical budget issues; decisions regarding when a question or issue should be referred to the Bureau of Budget director for either resolution or endorsement of a Budget Office recommendation; decisions related to providing financial information to the State Budget Office, the legislature and the public; decisions related to providing financing recommendations to management; and the development of financial reports. 17. Describe the types of decisions that require the supervisor's review. Decisions regarding the specific options or recommendations to be submitted to top management which can significantly influence ultimate decision-making. Decisions regarding assumptions to be used in analyses with major financial or political implications. Decisions related to the release of extremely confidential and/or sensitive information to outside contacts or final implementation of major policy/legislative changes or new major programs. 18. This position functions as the director of the Human Services Budget Office responsible for managing and directing the multibillion dollar Human Services budget. This position is responsible for developing the annual budget request for Human Services activities for submission to the State Budget Office for inclusion in the Governor s Executive Budget recommendation. The position is also responsible for developing detailed spending plans and forecasting reports to implement and monitor the annual appropriations; developing and maintaining budgetary control and financial projections reporting processes used to monitor and forecast revenues and expenditures; and for preparing appropriate budgetary adjustment requests. This position is also responsible for routine and ad hoc data reports and data policy analysis. 24. Reclassifying the position from a SDA 17 to a SOA 17 since it no longer functions as a Office Director and is organizationally reporting to a Senior Management Executive What is the function of the work area and how does this position fit into that function? The Budget Bureau is responsible for overseeing, monitoring and administering the MDHHS combined Health and Human Services budgets. This position functions as the director of the Human Services Budget Office to manage and direct the Human Services portion of the combined budget. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Two years of experience as a professional manager or program/staff specialist, or equivalent experience. Alternate Education and Experience Education level typically acquired through completion of high school and three years of safety and regulatory or law enforcement experience at the 14 level; or, two years of safety and regulatory or law enforcement supervisory experience at the 15 level, may be substituted for the education and experience requirements.
