1 Reference Job #6 Manager, Highway Design & Traffic Engineering MINISTRY Transportation MANAGEMENT ROLE: 2 DIVISION: Highway Operations ROLE PROFILE A BRANCH: Engineering Services, South Coast Region POSITION # SUPERVISOR S TITLE Regional Manager, Engineering MANAGEMENT ROLE: POSITION # ROLE PROFILE BUSINESS MANDATE There are three transportation regions in the province, and each region has a similar structure. Engineering Services provides expert professional advice and multidisciplinary specialist support services in highway design and survey engineering, bridge and structural engineering, geotechnical and materials engineering, traffic operations, electrical systems engineering and highway environmental services. Provides value analyses of engineering projects and consultation with other transportation agencies and local governments to ensure that expenditures on the highway system yield a maximum benefit to the motoring public. PRIMARY PURPOSE OF POSITION Direct the provision of highway design and traffic engineering services and advice for a region and for major projects. Develop and maintain collaborative working relationships with all provincial transportation agencies, municipalities, other ministries, other interest groups, to promote an integrated approach to address transportation issues. Provide leadership and direction to subordinate professional and technical specialists. PRIMARY ACCOUNTABILITIES The position is accountable to the Regional Manager, Engineering to: direct the provision of highway design and survey engineering services; plan, organize, prioritize and manage highway surveys and route studies, preliminary and functional highway designs, geometric highway designs and the preparation of plan drawings, construction specifications and contract tender documents direct the provision of traffic management strategy planning, management and operation, traffic impact analysis regarding development approvals and zoning adjacent to provincial highways, highway traffic signal timing design, and traffic and highway safety manage the provision of traffic and highway design engineering advice and approvals to district operations staff; consult with all parties affected by projects; advise planning staff during conceptual planning and route location; provide preliminary, functional, and detailed design; assist project managers with definition and scope for projects administer an operational budget of over $1 Million, consultant design and survey work budget of $10 Million; manage an annual project budget of $5-50 Million; manage budget allocations within budgetary and FTE restraints; reallocate budgets within existing program values to meet regional or ministry objectives and priorities; develop annual estimates; direct cost benefit analysis of projects develop strategic plans and priorities for traffic and highway design applications in conjunction with other Engineering Services managers within the region direct the identification of traffic and highway design deficiencies and recommend improvements; prepare recommendations for improving policy, standards and procedures and for implementing advanced technology solutions in traffic and highway design engineering direct a team of 9 specialized technical and engineering professionals; recommend contract award for professional engineering services, direct the administration of consultant service contracts, inspect consultant s work for quality results
