General Summary of Function/Purpose of Position This position is responsible for assisting the Defined Contribution Trusts and Agencies Division (DCTAD) staff with the oversight, monitoring, and management of assets for the $2.5 billion Trusts and Agencies assets, $8 billion of Defined Contribution (DC) Plan assets, and over $6 billion in Michigan Education Savings Plan, Michigan Advisor Plan and Michigan Education Trust assets in the State of Michigan s 529 Plan. Position assists with the preparation of investment presentations to the various Boards that the DCTAD invests assets for; prepares monthly reports for the DCTAD on asset allocations for the various Trusts and Agencies funds; monitors investment performance to ensure it is accurate and delivered in a timely manner, and assists with monitoring and tracking the alternative investment assets.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 25 Responsible for assisting the DCTAD Senior Investment Manager with the investment reporting requirements for the various board and/or committee meetings DCTAD presents to over the course of the year. Works with DCTAD staff researching topics that may be emphasized during the meeting. Topics may include economic or market outlook, asset valuations, explanations of alternative asset classes, and various portfolio stress tests or simulations. Researches and gathers data for each of the Trusts and Agencies funds approximately one month ahead of when an investment presentation is due. Compiles and prepares Power Point investment presentations for the board and/or committee meeting; verifies for correct content and clarity of message. Verifies information for accuracy, which includes holdings, total assets under management, asset allocation breakdown, performance results, bond duration, and cash flow estimates for the next 12 months. Tracks and monitors when board and/or committee meetings are approaching; maintains appropriate communication with Trusts and Agencies funds representatives. Duty 2 Responsible for performing investment-related tasks as required by the DCTA team. Tasks include day-to-day responsibility for managing the investment data for DCTAD, as well as assisting with any investment analysis decisions required on new investments or portfolio reallocations. Assists with the analysis and written recommendation of any new, proposed alternative investment. This includes a thorough review and analysis of financial statements, identification and analysis of the market and competition, evaluation of management and product, identification of and qualification of other investors, projecting returns on investment, and due diligence. Collaborates with other Divisions within the BOI on the portfolio monitoring and management of the Trusts and Agencies asset classes. Forecasts investment cash flows such as capital calls and distributions; calculates, prepares, obtains appropriate approvals and processes wires. Purchases and sells any mutual funds held in the various portfolios consistent with current guidelines and strategies developed in conjunction with the DCTA Division and the Bureau of Investments. Maintains accurate records, computer spreadsheets used in projecting and recording assigned investment managers important financial data; forwards financial statements to Trust Accounting Division. Duty 3 Responsible for the preparation of monthly reports on asset allocation for Trusts and Agencies funds and comparing to targeted asset allocations.

3 Uses Microsoft Excel and investment knowledge to gather information from the Trust Accounting Division, State Street Bank, and relevant investment managers; confirms the accuracy of the data. With the data gathered, creates monthly reports of asset allocations for each of the Trusts and Agencies funds and compares this information to their targeted allocations. Maintains accurate records, computer spreadsheets, and other relevant information. Duty 4 Responsible for assisting the DCTA team in the oversight of the Defined Contribution Plan investment managers, Michigan Education Savings Trust, and Michigan Advisor Plan. Analyzes various investment options and glide paths for age-based investments, analyzes tuition increases and the ability of each of the investments and/or portfolios to meet the needs of the 529 participants in saving for future college costs. Reads and assimilates financial information on all of the investment managers in the Tier I and II line-up of the DC Plan. Sources of information for this include: the plan administrator s quarterly write up and commentary, individual manager quarterly reports, conference calls and meetings, economic and financial market forecasts, various investment periodicals, and brokerage reports. Acts as a liaison between the DCTAD, Treasury, TIAA, and other Trusts and Agencies. Attends all quarterly investment meetings and provide minutes from these meetings. Duty 5 General Summary: Percentage: 10 Responsible for monitoring and verifying monthly performance calculations for each of the Trusts & Agencies funds. Must have a thorough understanding of calculating investment performance, taking into consideration changes in cash flow, account valuations, and share issuance over multiple periods of time. Reviews and verifies the information which is provided by the Custodian Bank, and calculates the performance of the fund over multiple investment periods, ranging from one month to ten years. Maintains accurate records and computer spreadsheets used in projecting and recording assigned investment managers important financial data. Duty 6 General Summary: Percentage: 5 Responsible for performing miscellaneous investment-related duties, as required. Conducts special projects as assigned. Prepares special studies and reports. Performs related work as assigned. etworks with peers within the BOI and develops relationships and contacts with other investment professionals outside of the BOI. Pursues a continual education of investment related topics and issues through reading, seminars, conferences, or course work through studying for the Chartered Financial Analyst exam.

Recommending changes to policies and procedures relating to the month-end reports, asset allocation reports, and various investment presentations to the various boards and committees. 17. 5 Possession of a bachelor s degree in business administration, accounting, finance, economics, or real estate management/financing. OR Possession of a bachelor s degree in any major and a Chartered Financial Analyst (CFA) designation. EXPERIECE: o specific type or amount is required. KOWLEDGE, SKILLS, AD ABILITIES: The ability to assimilate an inordinate amount of information in a myriad of forms (financial reports, press releases, telephone conversations, company visits) on numerous subjects and to derive productive conclusions. Strong communication skills are necessary. Considerable skill in using Microsoft products such as Excel and Word.
