2 THE POSITION The City of Irvine is seeking an accomplished professional to lead and inspire its team of fiscal professionals as the Manager of Fiscal Services. The ideal candidate for this position will have strong leadership and consensus-building skills, tremendous personal integrity and dedication to superior customer service. The ideal candidate will also be an excellent communicator and a person who thinks in big picture terms to achieve the City s most important objectives. A broad and extensive background in public sector financial services is necessary. Under the direction of the Director of Administrative Services, the Manager of Fiscal Services will plan, organize, review, and direct fiscal operations and staff including treasury, financial reporting, issuing and administering debt, revenue collection, payroll and accounts payable. Specific functions within the division include: annual financial report preparation, financial analysis and account reconciliation, financial and compliance audits, financial administration of grants and banking services, accounts receivable, accounts payable, issuance and administration of City debt issues, assessment district bond issues, reassessment districts and pooled revenue bonds, competitive bid process, contract management, operation of central warehouse, and financial planning support.
3 THE CITY OF IRVINE THE CITY ORGANIZATION The City of Irvine is located 40 miles southeast of Los Angeles and six miles from the ocean in Orange County, California. Irvine encompasses more than 66 square miles and has a current residential population of more than 250,000. Incorporated in 1971, Irvine is recognized as one of America s most successful master-planned urban communities. The City employs almost 800 full-time and more than 500 part-time personnel, and has an operating budget of $172.8 million. The Irvine community features an array of entertainment and recreational opportunities, parks and open space, a nationally recognized school district, a vibrant business environment, and an exceptional quality of life that makes it one of the most desirable cities in which to live and work. The City of Irvine is a charter city, operating under the Council-Manager form of government. The City Manager serves as the Chief Executive Officer and oversees City services through the Assistant City Manager and department directors. The City contracts for fire and medical services with the Orange County Fire Authority and has three independent districts: library, educational and utility services. The City Council and City Manager are supported by several appointed commissions, which include Finance, Planning and Community Services, as well as the Investment Advisory Committe. Ad-hoc committees are created in addition to the standing advisory commissions and committees. The City determines its financial priorities through its Strategic Business Plan. The Plan is updated annually and adopted by the City Council as a component of its budget document. The Strategic Business Plan is a blueprint for the City s future; it defines the City Council s goals and strategies, and projects financial conditions over a five-year period. 4 ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. u Develops and implements fiscal plans and goals. Plans, organizes and directs maintenance of official City financial records. Ensures the timeliness and accuracy of payroll preparation, revenue collection, accounts receivable, accounts payable and general ledger records. u Provides staff support to the Director of Administrative Services, including in his/her role as staff liaison to the Finance Commission. u Supervises fiscal staff. Monitors work. Assigns and directs tasks. Recommends appointment of staff. Provides staff training. Evaluates and monitors performance reviews. Implements discipline. u Develops and approves financial reports and analytical tools. u Prepares a variety of reports regarding financial records and activities as required by ordinance and law, or on request of City officials and appropriate staff. u Provides staff support to the City Treasurer. u Assists in preparation of annual operating budget. Develops special revenue fund budgets. Directs and recommends revenue and expenditure projections. Monitors expenditures, revenues, investments and debt accumulation and payments. u Creates, implements, and administers bond financing mechanisms. u Prepares and presents oral and written presentations. u Develops, evaluates, and enforces fiscal polices and procedures in all fiscal related areas of the City. u Maintains knowledge of current municipal finance administration methods, bond issuance, budgeting and auditing methods, office practices, procedures, methods and equipment, pending and existing legislation affecting municipal finance, ordinances and laws, fiscal forecasting techniques, investment strategy, and organization, administration and personnel management. u Directs audits of City financial records. Provides fiscal information to independent auditors. MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: Bachelor s degree in Finance, Economics, Public Administration or related field with at least six (6) years municipal financial management experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Possess, or ability to obtain, a valid California driver s license. Preferred Qualifications: Master s Degree Certified Public Accountant s licensure
5 THE DEPARTMENT SELECTION PROCESS The Administrative Services Department is comprised of Human Resources, Fiscal Services, Procurement and Budget Management, which account for an annual general fund budget of more than $7.5 million and a total staffing of more than 50 full-time employees. Under the direction and guidance of the Director of Administrative Services, Department staff support and maximize the operating departments ability to deliver high quality services to the community by providing human resources, risk management, accounting, investments, treasury, payroll, budget and strategic planning, contract management, and purchasing services to the organization. The selection process may include one or more of the following: application review and evaluation, performance test, written test, and/or oral interview examination. The successful candidate will be required to take and pass a post-offer medical examination, including drug screening, by a City physician to ensure his or her physical suitability to perform assigned duties. 6 COMPENSATION The City of Irvine offers a highly competitive compensation package. The Manager of Fiscal Services position has an established annual starting salary range of $99, to $154,856.00, dependent upon qualifications. In addition to salary, the City offers a generous benefit package, which currently includes: RETIREMENT: The City offers the CalPERS 2% at 62 formula for new CalPERS members; OR 2% at 55 formula for existing CalPERS members with less than a six-month break in service from another CalPERS or a CalPERS reciprocal agency. MANAGEMENT INCENTIVE COMPENSATION: The City offers additional compensation in the amount of 3% above base salary. CAR ALLOWANCE: The City provides a monthly car allowance of $300. CELLULAR PHONE ALLOWANCE: The City provides a monthly cellular phone allowance of $100. HEALTH PLAN: The City currently offers medical, dental, and vision insurance coverage for employees and their dependents. In addition, the City provides life insurance, a fully paid vision plan, and a disability plan for employees. LEAVE TIME: 120 to 200 hours of annual vacation accrual, depending on years of service; 11 paid holidays per year; 96 hours of sick leave per year; 40 hours of administrative leave per year; and 71 hours of annual personal leave. The City currently operates on a 36/44 hour work week schedule. BENEFITS: Professional Development/Education Reimbursement up to $1,300 per year; Flexible Spending Account that allows pre-tax dollars to pay for eligible medical and dependent care expenses; and a City Wellness program that includes an on-site fitness center.
