2 This position fact sheet is intended to provide general information and assist qualified individuals in determining interest in applying for this position. The information is not allinclusive. About ACWA JPIA The ACWA JPIA (JPIA) is a public entity formed in 1979 by the water agencies of the state of California. Like its members, the JPIA is a special district in the state of California. Its formation and operation are subject to the provisions of the California Government Code, including the Brown Act. It provides risk-sharing pools to meet the needs of its members for property, liability, workers' compensation, and employee benefits coverage. The JPIA is a partnership of water agencies working together to share the risks associated with purveying water. The risk-sharing pools of the JPIA are a cost-effective form of risk management available only to public entities, allowing them to bypass the high cost of commercial insurance. The coverages provided by this risk-sharing arrangement are unique to water agencies; the water agencies themselves--their directors and managers--have selected and refined these coverages. Not all water agencies are accepted in to the JPIA. Prospective members must demonstrate a commitment to effective risk management programs. Becoming a member is just the beginning. Besides handling covered claims for all members, the JPIA provides risk management services and training programs. Risk management consultants who are specialists in the water industry, not generalists, perform on-site visits. Certified treatment plant operators and distribution system operators are on staff. The risk management services includes assistance with Injury and Illness Prevention Programs, ergonomic evaluations, Cal/OSHA regulatory compliance, confined space entry evaluations, noise surveys, and hazard communication programs. In addition, members receive assistance with their personnel policies and procedures as well as help in developing job descriptions and employee handbooks. The JPIA provides a wide variety of training to its members at little or no cost. An extensive website includes model policies, job descriptions, manuals, forms, and resources on many topics. The video lending library, monthly bulletins, member magazine and numerous regional outreach meetings are available at no additional cost. A recent addition to the JPIA menu of services includes Employee Benefits products such as health, dental, vision, life, disability and EAP programs. High level communication and guidance is provided to members as they navigate this complicated arena. The JPIA is managed by the directors and managers of the water agencies it serves. The JPIA is constantly evolving to meet the changing needs of its members. Changes are the result of decisions of the various Committees and Board of Directors. Members have opportunities to influence and control the direction and activities of the JPIA through the democratic process. The JPIA is not an insurance agency or carrier. There are no stockholders, no income taxes, and no property taxes. There is no profit margin, and no sales commissions. Any excess funds, as well as investment income, for a given coverage year are returned to the member agencies

3 instead of being retained as profit. Historically, commercial insurers have entered and left the public entity insurance market like a revolving door, seeking only market share and profit. The JPIA provides a secure, stable and highly cost-effective alternative for protecting the assets, liabilities and employees of public water agencies. Annual Revenues: $150 million Mission Statement: The ACWA JPIA is dedicated to consistently and cost effectively providing the broadest possible affordable insurance coverages and related services to its member agencies. Position Overview ACWA JPIA s Risk Management staff partners with member agencies to control exposures and deliver training targeted to the needs of the water industry. This is a unique opportunity to be a part of this team and to share in our core values. ACWA JPIA is recruiting for either the Risk Control Advisor or Senior Risk Control Advisor level, depending on candidate experience and qualifications. The positions work under the direction of the Risk Management Program Manager, to independently provide risk control and occupational safety and health services to member water agencies. The senior level professional is responsible for delivering an advanced level of safety and risk control programs, and must demonstrate good professional skills and judgement. This field position will be located in Roseville, California, primarily serving water agencies in Northern California. Frequent travel to member agencies is required up to 50% of the time, with overnight travel required up to 30% of the time to service members in the more remote areas of Northern California. Key Responsibilities include but are not limited to the following: Compile facts from on-site risk assessments to evaluate safety programs and best practices, and to identify needs. Provide guidance on safety and risk control program development and technical issues. Organize and present data to the water agency staff during on-site meetings, including an action plan for the implementation of JPIA best practices and a strategic direction for training efforts. Maintain effective partnerships with members. Demonstrate an understanding of the water industry and their unique risk management objectives and needs. Communicate effectively with members regarding the status of service delivery and JPIA resources relevant to the agency safety concerns. Develop and deliver on-site safety training programs demonstrating an understanding of the adult learner.

4 Pursue professional development and demonstrate a willingness to develop and implement new approaches with assigned water agencies. Participate in evaluating and onboarding new member agencies to support JPIA growth. Develop website content, newsletter articles and other member resources and communications. Preferred Qualifications include: Self-starter with a demonstrated ability to work independently in the field with minimal supervision Advanced knowledge and experience in the principles and methods of risk control, safety, risk management, and public administration Knowledge of state and federal laws relating to occupational health and safety; industrial hygiene; and, tort liability Ability to deliver multiple projects with an understanding of the priorities for the Risk Management Department and the JPIA organization Understands how to maintain effective working relationships and communication from the field Organized and efficient in planning service delivery and required travel Be proficient in computer systems and Microsoft Office applications associated with the performance of assigned work Write reports, business correspondence, training materials, policies and procedures. Salary, Education and Experience Bachelor s degree (B.S., B.A.) from an accredited college or university in occupational safety and health, industrial hygiene, safety management, safety engineering, or a related field. A Master s degree is preferred for the senior level position. Risk Control Advisor Non Exempt, $56, 054-$84,081- Requires a minimum of three (3) years of increasingly responsible experience as a field safety professional, preferably in a public entity. Senior Risk Control Advisor Exempt, $77,271-$115,906 - Requires a minimum of five to ten years of experience with increasingly responsible work, preferably in a public entity. Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is required, or the candidate must receive the designation within one year of employment at the JPIA.
