1 SUPERIOR COURT OF CALIFORNIA COUNTY OF MARIN SPANISH COURT INTERPRETER FULL-TIME Salary: $2, $ (Biweekly) $76, $ (Annually) Final Filing Date November 28, 2017 at 6:00 p.m. DEFINITION Under general supervision, provide an essential public service by giving assistance to non-english speaking parties; perform a wide variety of language interpretation activities on an assigned and as needed basis for the court and for parties to proceedings, other court personnel and the public; and perform other job related duties as required. DISTINGUISHING CHARACTERISTICS This is a single level classification. Employees in this classification perform consecutive and simultaneous interpretation of courtroom proceedings and other related interpreting services as needed. The employee may also perform sight translation (reading written texts and giving an oral translation of text). This class reports to the Chief Operations Officer or designee. TYPICAL TASKS - Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive. 1. Interprets from and into English and the applicable non-english language using simultaneous and consecutive modes at court proceedings and for other court-related departments at the direction of the court. 2. Makes sight translations for the benefit of the court of documents including, but not limited to, court petitions, reports, waivers, felony disposition statement forms, and other documents. 3. Interprets for judges, attorneys, court staff, and other court-related departments at the direction of the court. 4. Interprets between languages in court proceedings.
2 5. Brings to the court s attention any items that may impede the interpreters performance. 6. Researches and understands legal terminology used in court and functions of the court. 7. Receives daily calendar assignments from the Court Interpreter Coordinator or Manager/Supervisor and accurately completes daily activity logs, or other documentation as required. 8. Work collaboratively with other interpreters as well as the interpreter coordinator and/or manager to cover assignments. 9. Work as a team with other interpreters to provide adequate coverage for long hearings and trials. QUALIFICATIONS Certificate/License: Possession of a valid certificate as a Certified Court Interpreter issued by the Judicial Council of California on behalf of the State of California, or registered as a Court Interpreter by the Judicial Council of California on behalf of the State of California. A valid California Class C driver s license or the ability to utilize an alternative method of transportation when needed to carry out job related essential function. Experience: Requires one year of experience in a position requiring extensive public contact and interpretation/translation work. KNOWLEDGE, SKILLS and ABILITIES Knowledge of: English and applicable non-english grammar and vocabulary provided the source speaker is using correct grammar and vocabulary; legal concepts and forensic terminology in both English and non-english language specified; the general range of regional and cultural variations in the specified language; interpreter ethics and standards, as stipulated in California Rules of Court, Rule 2.890, Professional Conduct for Interpreters. Skill in and Ability to: Orally convey the meaning from and into English and the applicable non- English language by interpreting in the simultaneous, consecutive, and sight translation modes, conveying the meaning accurately, not editing, summarizing, adding meaning, or omitting; concentrate and deliver interpreting services in a busy and fast-paced environment; adjust to speakers with differing voices and accents at varying rates of speed; interpret accurately and remain impartial including in sometimes adversarial and emotionally charged situations; conduct ongoing research into variations in terminology and usage of the specified language; use office equipment, including computer, telephone, and copiers, as required by the assignment; and transmitter and receiver equipment provided by the court for simultaneous
3 interpretation; understand and adhere to California statutes, rules of court, and applicable personnel rules concerning court interpretation; interact professionally and cooperatively with those contacted in the course of work. WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Work is performed in the courtroom and related court facilities and includes, but is not limited to, contact with judges, staff, attorneys, other court users and public. Interpreters come into contact with a wide variety of people from differing educational and economic backgrounds. If cross assignments are accepted, travel between counties may be required. The physical and sensory requirements for this classification include ability to sit and/or stand for extended periods; corrected hearing, speech and vision to normal range. OTHER REQUIREMENTS Must pass background investigation to access the Criminal Justice Systems. No paper applications will be accepted. SELECTION PROCESS The selection process will consist of an application appraisal to determine if the applicant meets the minimum qualifications. The Court will further evaluate these documents and may interview only those applicants it deems may best meet the needs of the Court. Those candidates deemed most qualified and best meet the needs of the Court will be invited to one or more oral interviews tentatively scheduled for December 14, This is a full-time, non-exempt represented position. 4 EMPLOYEE BENEFITS Health Benefits The Court offers medical, dental and vision insurance coverage to employees and their dependents. There are Kaiser and Blue Cross medical plans to choose from, a dental plan provided by Delta Dental, and a vision plan provided by Vision Services Plan. Full-time employees receive a generous contribution to health insurance benefits while regularly scheduled part-time employees receive a prorated amount of the benefit contribution. Life and Disability Insurance The Court provides a mandatory, basic term life insurance plan in the amount of $10,000, payable to a designated beneficiary. The Court also offers optional supplemental term life insurance, dependent life insurance and long-term disability insurance. For some employee groups, there is mandatory participation in the State Disability Insurance program. Holidays and Paid Time Off Full-time employees receive eleven (11) paid holidays per year and, depending on the position, earn paid time off at a minimum rate of fourteen days per year for the first two years, with increases at designated intervals in subsequent years, based on employment longevity. Sick Leave Full-time employees accrue twelve (12) days of sick leave per year, which may accumulate on an unlimited basis. Upon retirement, eligible employees may convert 75% of their unused, accrued sick leave balance to retirement service credit. Flexible Spending Plans All employees are eligible to participate in a voluntary flexible spending plan which reimburses up to $5,000 per year for qualifying dependent care expenses and $2,550 per year for qualifying medical expenses. Marin County Retirement Plan Court employees participate in the County of Marin's defined benefit retirement plan under the 1937 County Retirement Act. The specific plan depends on the employee's hire date and provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA). All full-time employees and part-time employees who work a minimum of three-fourths time are enrolled in the plan. Plan benefits are based on age at time of retirement, years of service and compensation. The county retirement plan has reciprocity with other 1937 Act Retirement System organizations and California Public Employee Retirement System (Cal PERS.) Neither the Court nor the employee contributes to the federal Social Security system, but employees are required to withhold Medicare contributions. Deferred Compensation Plan All court employees may participate in a voluntary Internal Revenue Code Section 457 deferred
5 compensation plan paid 100% by the employee. Tuition Reimbursement Program The Court offers a Tuition Reimbursement Program to employees who enroll in approved training courses or classes that directly relate to their present positions with the Court, or which may make employees more upwardly mobile in the Court. The Court's reimbursement program pays up to 50% of registration fees and materials, provided employees are pre-approved for their educational expenses and there are sufficient funds available in the Court's budget. Employee Training and Development Program The Court is committed to a continuous learning environment where employees are encouraged to improve their knowledge and skills throughout their careers with the Court. Onsite programs are offered in such areas as Customer Service, Safety and Ergonomics in the Workplace and Using Microsoft Office Applications. The Court also is involved in regional and statewide training networks with other courts and professional organizations, making it possible for staff to participate in enriched training in particular functional areas of court processing. Social Security The Court does not contribute to Social Security except for a mandatory Medicare contribution of 1.45%. State Disability Insurance (SD) This program provides weekly benefits in the event of short-term disability. Premiums are automatically deducted from your pay. Worker's Compensation Court pays into the judicial branch administered insurance fund. Bilingual Pay Is available for selected positions.
