1 PURPOSE OF POSITION: Opening: Social Worker Family & Children Services Department: Human Services Trempealeau County Human Resource Department Main St., PO Box 67, Whitehall, WI ext 224 The Trempealeau County Department of Human Services is seeking a qualified individual to provide professional level duties and manage social services to children and families, child protection investigation, alternate care for children; and perform juvenile intake and dispositional duties according to applicable policies, regulations and statutes. REQUIRED QUALIFICATIONS: Bachelor s Degree in Social Work and WI Social Work Certification within one year of hire or Bachelor s Degree in a Human Services related field with current WI SW Certification. Experience in providing services to children and families in a public agency setting and knowledge of child protective services, ewisacwis and juvenile court regulations and laws preferred. Valid motor vehicle operator s license and/or available means of transportation required. COMPENSATION AND BENEFITS: The pay range for this full-time position is: $21.55-$24.49 per hour. Trempealeau County s compensation plan includes annual wage step increases for employees. A comprehensive benefit package is offered to county employees, see the benefit page for more details. 2 Trempealeau County Position Description Title: Social Worker - Department: Human Services Family & Children Services FLSA: Exempt Date: August 2013 Reports To: Family and Children s Services Supervisor Purpose of Position The purpose of this classification is to provide professional level duties and manage social services to children and families, child protection investigation, alternate care for children; and perform juvenile intake and dispositional duties according to applicable policies, regulations and statutes. The work is performed in accordance with applicable rules, regulations and laws under the supervision of the Family and Children s Services Supervisor. Essential Duties and Responsibilities The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Exercise powers and perform intake duties under WI stats and Provides intake services to individuals for the purpose of screening children taken into custody and not released under s and Interviews children taken into custody and other parties. Determines whether children continue to be held in custody under s and s and in accordance with juvenile court policies. Determines location of where child will be held under ch. 48 and 938. Provides screening and recommendations to court for youth referred to juvenile court. Takes juveniles and children into custody under WI statute 48.19, , and , (6d) Provide intake duties after hours on a rotating basis in compliance with WI Statute and Assess youth s risk for criminogenic behavior and develops plans of supervision and services to protect community and decrease criminogenic needs based on evidence based practices. Implement sanctions for youth in violation of rules of supervision according to statute and court policy. Conducts child protective service assessments in accordance with s to ensure the safety and well-being of children and families and determine the presence of maltreatment. Determines child s safety within the family setting and takes required action to protect child as appropriate. Collaborate with District Attorney, Law Enforcement and medical personnel. Provides the leadership role in developing family-based case management services and decision-making to maintain intact families or to keep out-of-home placement at minimum levels. Prepares timely reports for the court recommending a plan of rehabilitation, treatment, care, and permanency in accordance with statute, juvenile court policy, Department of Children and Family policy, and agency policies. Coordinates with staff, families and providers to assess and develop goal oriented, time limited, family based service plans to meet identified needs. Explains the consequences of non-compliance with court orders to families and youth. Identifies through family assessment and case management individual needs which include psychological, parenting, discipline, family functioning, substance use, daily functioning, and safety of child. Develops case plans including goals, objectives and services. Maintains safety plans to ensure

3 child s safety. Monitors family utilization of services, and informs the court of family/youth s adherence to court orders. Maintain ongoing contact with parents and family members in the delivery of services. Meets with families in their homes, and public locations to provide assessments, supervision and ongoing services. Teaches families about available community resources and how to independently gain access to needed services. Provides leadership to achieve active involvement and participation of the child, family, schools, mental health providers, and other community resources in resolving problems. Coordinates families access to services, monitors services to ensure services are provided timely and meeting family/child s needs, evaluates progress and terminates services when goals are met. Meet with child and families in their homes to monitor progress. Works to achieve services and treatment objectives without duplication of effort and with maximum effective use of staff time and available resources. Maintains a complete record for all assigned cases; completes required written assessments and plans, court reports, client progress, and other related paperwork as required by statute, DCF and agency policy. Documents contacts and services, maintains files and data for reporting purposes, prepares collateral dictation and other records and reports. Assess and arranges needed safety services, out-home placements and other services. Provides and monitor services to foster parents. Assess out of home placements to determine if safe placement for child/youth. Provide ongoing face to face contacts to out of home care providers and child. Supervise child and parents during family interactions when deemed necessary through safety evaluations and ongoing case management to ensure safety of child with parent and provide appropriate skill development. Foster Care Coordinator licenses relatives and non-relatives as foster homes utilizing a Structured Analysis Family Evaluation home study methodology and in compliance with DCF 56. Develop, provide or arrange for required foster parent training in accordance with DCF 56. Assist in developing and maintaining foster care manual, policies and procedures. Participate as a team member of a Coordinated Service Team providing services to children and families. Conduct Independent Living Skills assessment and arrange or provide appropriate services for eligible youth in out of home care. Determine relative eligibility for kinship care benefits. Maintain eligibility documentation, case records, and conduct home visit. Conduct screenings for step-parent adoptions and prepare reports and recommendations to the court. Advocate on behalf of clients and provide leadership role in client and service staff meetings. Assist in writing grant applications. Participates in developing and delivering programs and services for families. Recommend actions to District Attorney including petitions, sanctions, court order revisions, permanency plan hearings, termination of parental rights, and termination of orders. Attend court hearings, testify and prepare for court. Develop and present public education information to the community and other organizations. Promote inter-agency cooperation between Trempealeau County Department of Human Services and area law enforcement agencies, hospitals and collateral agencies.

4 Maintain working knowledge of social services program policies and laws and case management and reporting requirements. Attend and participate in training and professional development. Develops professional knowledge and skills by attending training events, conferences, and workshops. Participate in staff meetings, supervision times, and other regularly scheduled meetings. Participate in collaborative efforts internally and outside of the agency. Performs other duties as assigned. Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this classification and may also be performed by other unit members. Answer telephone, take and relay messages, data entry and keyboarding, provide information to callers and visitors and fax materials. Photocopy materials. Serve on area or State committees or boards related to social service programs or service delivery. Minimum Training and Experience Required to Perform Essential Job Functions Bachelor s Degree in Social Work and WI Social Work Certification within one year of hire or Bachelor s Degree in a Human Service related field with current WI SW certification. Experience in providing services to children and families in a public agency setting and knowledge of child protective services, ewisacwis and juvenile court regulations and laws preferred. Valid motor vehicle operator s license and/or available means of transportation required. Physical and Mental Abilities Required to Perform Essential Job Functions Language Ability and Interpersonal Communication Ability to analyze data information using established criteria, in order to determine consequences and to identify and select alternatives. Ability to compare, count, differentiate, measure, copy, record and transcribe data and information. Ability to classify, compute, tabulate, and categorize data. Ability to counsel, treat and mediate, and/or provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Ability to utilize a variety of advisory data and information such as police reports, mental health assessments, criminal histories, billing statements, vouchers, budgets, referrals, a variety of forms, court documents/records, investigation reports, contact logs, client assessment reports, court schedules, service plans, court petitions, computer software operating manuals, statutes, procedures, guidelines and non-routine correspondence. Ability to communicate orally and in writing with clients, juvenile offenders, family members, foster parents, law enforcement, other social service agencies, attorneys, Judges, Probation and Parole Personnel, state agency personnel, medical care providers, service providers and mental health professionals. Ability to communicate to diffuse escalating conversations and provide self protection, communicate orally to elicit change in client behavior. Mathematical Ability

5 Ability to add and subtract, multiply and divide and calculate percentages, fractions, and decimals. Ability to interpret basic descriptive statistical reports. Judgment and Situational Reasoning Ability Ability to use functional reasoning in performing influence functions, such as supervising, managing, leading, teaching, directing and controlling, problem solving and reasoning. Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria, as opposed to criteria which are clearly measurable. Physical Requirements Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments such as motor vehicle, computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier. Ability to coordinate eyes, hands, feet and limbs in performing movements requiring moderate skill, such as typing. Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds and odors associated with job-related objects, materials and tasks. Environmental Adaptability Ability to work under conditions which require exposure to environmental factors such as irate individuals, intimidation, odors, pets, traffic hazards and disease. 6 Trempealeau County Employee Benefit Summary 2017 WAGE DETAILS Trempealeau County s compensation plan includes annual wage step increases for employees as well as a potential cost of living increase. HEALTH INSURANCE Trempealeau County contributes 88% of the lowest cost plan. Employee contribution varies depending on the Plan selected. In addition, the County pays for the employee s deductible through a flexible spending account. When an employee is eligible for health insurance, the County puts the full amount of the deductible, $500 for a single plan and $1000 for a family plan, in the account for the employee to access when needed. To receive that money, complete a short form (paper or electronic) and submit a copy of the Explanation of Benefits (EOB), bill, or receipt. Payouts occur weekly. Please note: This benefit must be approved annually through the County Board Employee Trust Funds (ETF) area plans include the following: All plans include the same benefits. 7 Employee Benefit Summary 2017 Continued Voluntary (employee funded) Flexible Benefits Include: Short Term Disability Insurance (premium varies): Designed to help protect your paycheck and provide the necessary financial in the event of an injury/illness or maternity. It has affordable rates with benefits available up to 60% of your salary. Dental Insurance: Single Coverage: $34.66/month Family Coverage: $102.16/month Offers you full dental coverage. Includes orthodontic coverage for qualified dependents. Vision Insurance: Employee Only: $10.92/month Employee plus one: $19.11/month Family: $28.39/month. Flexible Benefit Plan: A pre tax payroll deduction plan that allows employees to set aside dollars for eligible insurance, medical, dental, optical and daycare expenses before Federal, State and Social Security taxes are applied. The effect is a reduction of taxes paid which results in an increase in employees spendable income. Life Insurance (premium varies): Amount ranges from $10,000 to $500,000. Coverage is portable if you retire or change jobs. Universal Life Insurance: Carrier (premium varies): Provides valuable protection while building cash value. Unlike term insurance, Universal Life premiums remain level and do not increase with age. Coverage is portable if you retire or change jobs. Critical Illness Insurance (premium varies): Allstate coverage can help offer financial protection in the event you are diagnosed. Cancer Insurance (premium varies): Cancer Insurance can help you manage high expenses of treatment (including experimental), preserve savings, and protect your family from financial hardship. It pays you benefits that can be used for nonmedical cancer related expenses that health insurance might not cover. Has a generous wellness benefit that can be used by all who are covered under the plan. Accident Income Insurance (premium varies): This coverage provides lump sum benefits for off the job accidental injuries, pays in addition to other insurances that you may have coverage for you and your whole family, it has coverage for an unlimited number of accidents and most of all benefits are paid directly to you! Two (2) Voluntary Deferred Compensation Plans (457b) available to allow employees to contribute additional funds towards retirement. Also allows for roll overs of 403(b) s and 401(k) s. RETIREMENT WRS (Wisconsin Retirement System) Automatic enrollment. Contributions begin as of date of hire. Employer contributions are paid for by the employer. Employees are required to pay 50% of the total WRS contribution rate for general employees rate is 6.8% and is taken on a pre-tax basis. The Protected class employees 2017 rate is 6.8% and the employer contribution rate is 10.6%. VACATION Vacation is accrued per pay period based on years of service, starting at 12 days per year up to 25 days per year. Vacation days are not available during a new employee s initial 6 months of employment. HOLIDAYS Employees will normally be granted holidays off with pay on the following days: New Year's Day, President's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve Day, Christmas Day, Personal Holiday. Employees in 24 hour departments will accrue these holidays to use as additional vacation days if scheduled to work the holiday. SICK LEAVE Paid Sick leave is accrued per pay period based, up to 12 days per year The County observes Jean s Friday, every Friday (some exceptions apply) with a relaxed business casual attire Monday-Thursday.
