1 Trempealeau County Opening Deputy County Clerk PURPOSE OF POSITION: The purpose of this position is to perform clerical, bookkeeping and customer service tasks related to County Clerk functions, including official recordkeeping, County accounting, election administration tasks, licensing and property tax administration. The work is performed under the supervision of the County Clerk. REQUIRED QUALIFICATIONS: High school diploma or equivalent, Associates Degree in bookkeeping, accounting and computer applications; one year bookkeeping, customer service and general office work; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience with WISVOTE preferred. Working knowledge of Microsoft Word and Excel desired. COMPENSATION / BENEFITS: The 2018 starting wage for this non-exempt position is $16.28 to $17.40 per hour, depending upon qualifications, with potential for future earnings up to $22.20 per hour (80 hours bi-weekly). Trempealeau County s compensation plan includes annual wage step increases. A comprehensive benefit package is offered to county employees including health insurance, pension, flex spending account, dependent care reimbursement, deferred compensation, dental, vision, short-term disability, life insurance, critical illness insurance, cancer insurance, and accident insurance, paid holidays, vacation and sick leave. 2 Employee Benefit Summary WAGE DETAILS Trempealeau County s compensation plan includes annual wage step increases for employees as well as a potential cost of living increase. HEALTH INSURANCE Trempealeau County contributes 88% of the lowest cost plan. Employee contribution varies depending on the plan selected. In addition, the County pays for the employee s deductible through a flexible spending account. When an employee is eligible for health insurance, the County puts the full amount of the deductible, $500 for a single plan and $1000 for a family plan, in the account for the employee to access when needed. To receive that money, complete a short form (paper or electronic) and submit a copy of the Explanation of Benefits (EOB), bill, or receipt. Payouts occur weekly. 4 Trempealeau County Position Description Name: Department: County Clerk Classification Title: Deputy County Clerk FLSA: Non-exempt Date: July 2018 Reports To: County Clerk Purpose of Position The purpose of this position is to perform clerical, bookkeeping and customer service tasks related to County Clerk functions, including official recordkeeping, County accounting, election administration tasks, licensing and property tax administration. The work is performed under the supervision of the County Clerk. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Performs election administration tasks. Receives and distributes ballots and election supplies to municipalities. Distributes and receives candidate nomination petitions. Prepares election notices. Enters election results in official records. Provides information regarding election administration to municipal clerks. Provider for approximately half of the County s municipalities for Statewide Voter Registration (WISVOTE) Maintains knowledge of election administration and license administration. Provides information to the public and news media regarding results. Serves as County Board Secretary. Prepares County Board Packets for mailing. Assists with County Board Correspondence Research County Clerk records. Assists with tax apportionment tasks and with preparing the annual county budget. Prepares journal entries and reports. Receives and processes applications for marriage licenses, hunting and fishing licenses, and temporary motor vehicle license plates. Verifies information, completes required forms, reviews applicant information, provides information, collects fees and issues conservation and DMV licenses. Maintains related license reports and statistics. Receives and handles inquiries, complaints and concerns from the public or refers to appropriate person or agency. Receives, screens and routes telephone calls. Greets and directs visitors.

5 Responds to surveys. Schedules meeting rooms and makes other meeting arrangements. Posts agendas. Assists in developing County directory. Sells office supplies and postage to County Departments. Notarizes documents. Maintains, files, and stores records in accordance with County, State and federal regulations. Prepares department correspondence. Develops forms. Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this classification and may also be performed by other unit members. Serves as backup to Accounts Receivable and Accounts Payable. Retrieves and stores County records and files. Assists with courthouse tours. Minimum Training and Experience Required to Perform Essential Job Functions High school diploma or equivalent, Associates Degree in bookkeeping, accounting and computer applications; one year bookkeeping, customer service and general office work; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Working knowledge of Microsoft Word and Excel desired. Physical and Mental Abilities Required to Perform Essential Job Functions Language Ability and Interpersonal Communication Ability to classify, compute and tabulate data and information, following a prescribed plan requiring the exercise of some judgment. Ability to compare, count, differentiate, measure and sort information. Ability to assemble, copy, record and transcribe data and information. Ability to advise and provide interpretation to others how to apply policies, procedures and standards to specific situations. Ability to utilize a wide variety of descriptive data and information such as invoices, billing statements, journal entries, general ledger, meeting minutes, license applications, regulations, state statutes, computer software operating manuals, County directory, correspondence and office equipment operating manuals. Ability to communicate orally and in writing with County personnel, County Board members, vendors, the general public, and the media.

6 Mathematical Ability Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals. Judgment and Situational Reasoning Ability Ability to use functional reasoning and apply rational judgment in performing diversified work activities. Ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which may be subject to frequent change. Physical Requirements Ability to operate a variety of office equipment including computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer, risograph, and photocopier. Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as data entry. Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling. Ability to recognize and identify individual characteristics of shapes and sounds associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration. Environmental Adaptability Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals and intimidation may cause discomfort and poses a limited risk of injury.
