1 ADMINISTRATIVE INTERN WORK PLAN OBJECTIVE To encourage and promote interest in all areas of local government, concentrating on local government administration and economic development activities by providing the intern with learning opportunities and practical experience. To promote an internship for students in various areas of government degree programs, especially those in their final year of graduate studies or recent graduates in public administration, policy and/or urban studies. REPORT The position shall report to the City Administrator. All work shall be performed under the supervision of and in collaboration with the City Administrator. COUNCIL & COMMISSIONS CITY COUNCIL City Council o Attend and participate in City Council meetings as directed. o Assist City Administrator with research of Council actions and directives. o Prepare reports and memorandums for City Council consideration. o Give presentations and make recommendations to as directed. o Review City policies to determine the need for updates, or identify new policies. COMMISSIONS Park Commission o Serve as staff liaison. o Prepare agendas, staff reports and memorandums, meeting materials and conduct research of projects, programs and policies as directed. o Give presentations and make recommendations as necessary affecting projects, programs and policies. o Record meeting minutes for approval. o Track Commission capital projects budget and special projects fund. o Assist Commission chair with meeting facilitation. Planning Commission o Participate in Planning Commission meetings as directed. o Assist City Administrator and consultant City Planner with research of City zoning and land use policies. o Prepare reports and memorandums for consideration. o Review City codes, ordinances, and zoning policies for updates; recommend changes to City Administrator and consultant City Planner. o Give presentations and make recommendations as necessary.
2 Economic Development Authority o Participate in EDA meetings as directed. o Assist City Administrator and City Attorney in researching business subsidy policies and other EDA-related programs. o Prepare reports and memorandums for consideration. o Give presentations and make recommendations as necessary. ECONOMIC DEVELOPMENT & PLANNING & ZONING Participate in discussions regarding potential development and development applications. Assist with review of land use applications; participate in application discussions, including, but not limited to staff meetings and meetings with developers and/or property owners. Assist with Code Enforcement; review City code enforcement policies and strategies and recommended changes, if necessary. BUDGET & FINANCE Review City General Fund and Enterprise Fund budgets; make recommendations for improvement. Analyze City expenses and revenues; propose 2011 budgets to City Administrator. Assist City Administrator in budget preparation and presentation to City Council for 2011 General Fund and Enterprise Fund budgets. Prepare accounts payable and assist City Administrator and Deputy Clerk with Fund Accounting. GRANTS Research state, federal and other grant opportunities that are of interest and benefit to the City Develop document with important dates for annual state, federal and other grant application deadlines and application processes. Assist City Administrator with writing of grant applications. Meet with representatives from state, federal and other agencies offering grants as necessary. GENERAL DUTIES Shadow other City staff Deputy Clerk, Public Works and Public Safety to understand roles and responsibilities, and other facets of local government. Participate with City staff and Council at community events. Attend various community functions, events and public meetings, or meetings with various state, federal, county and local agencies as directed by the City Administrator. Interact with citizens and business owners; respond to questions, concerns and complaints in a timely manner.

To promote an internship for students in various areas of government degree programs, especially those in their final year of graduate studies or recent graduates in public administration, policy and/or urban studies. Position Summary Performs various responsibilities in partnership with the City Administrator that support the timely and effective delivery of governmental services. Responsibilities shall facilitate on-the-job training, learning, and experiential development in addition to formal academic training. Duties & Responsibilities A. Generally Acquires requisite skills and abilities to perform assigned responsibilities. Establishes and maintains a good working knowledge of City functions and processes. Develops a good working relationship with City staff, City Council, residents, business owners and other customers of the City. B. Administrative Identify potential grant funding opportunities and assist with development of applicable materials and applications. Review City ordinances and advise on potential modifications and updates. Assist with development and management of General and Enterprise Fund budgets. Prepare meeting packets, including agendas, agenda memorandums, minutes, meeting materials and presentations. Attend and serve as City staff liaison at citizen advisory board meetings. Create and respond to citizen inquiries. Perform other duties as assigned. Participate in other experiences related to the administrative profession. Supervision & Reportability Reports to City Administrator. Will perform duties as assigned by City Administrator.
4 Qualification Requirements Graduate student in final year of public administration-related program, or having recently earned graduate degree. Four-year undergraduate degree in public administration, policy and/or urban studies. Eighteen years of age or older. Minnesota Class C drivers license. Additional or Desirable Experience Previous experience performing similar duties. Previous experience working for a municipality. Experience researching and/or writing grant applications. Schedule The workweek will consist of hours of work. Work hours shall require flexibility by applicant due to meeting schedules and City events. This position is not eligible for overtime. The duration of the position varies based on the needs of the City Administrator and the availability of funding for the position. The position may be eliminated at anytime. Salary & Benefits The Administrative Internship position shall pay $12-$15 per hour, and shall be reimbursed at the IRS mileage rate for work-related travel, if necessary. The position is not eligible for overtime or benefits. Knowledge, Skills & Abilities Ability to read, review and interpret City policies and ordinances. Work Environment The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Employee may on occasion perform duties off-site Physical Demands Physical demands include: standing, walking, sitting, reaching with hands and arms, climbing, crouching, kneeling, or crawling. The employee must have the ability to regularly life and/or move up to 25 pounds. Language Skills Ability to read and interpret detailed instructions, correspondence and procedural manuals, City policies, ordinances and contracts, state statutes. Ability to communicate effectively orally and in writing to the City staff, City Council and general public. Reasoning Ability Ability to solve and deal with practical problems. Ability to interpret a variety of instructions in written, oral or other forms. Other Knowledge, Skills & Abilities Ability to read, review and interpret City policies and ordinances.
5 Safety It is the responsibility of all City staff to promote and contribute to a safe work environment. This is accomplished by proactively identifying and correcting the unsafe condition, or notifying the appropriate personnel to address the problem. All employees shall follow all City and other applicable safety policies and procedures related to the job. Operates all equipment according to proper safety procedures and standards; does not exceed load limits, performance abilities and adheres to all traffic laws. Professional Attitude Must have commitment to the organization; willingness to take initiative; dependability; maturity in relationships with others; and self confidence. Must represent the organization to other agencies and citizens with a courteous, helpful, accurate and business-like attitude in all telephone and personal contact.
