THE COMMUNITY Issaquah is nestled in the foothills of the Cascade Mountains along Interstate 90, just 16 miles east of downtown Seattle. Known as the Issaquah Alps, Cougar, Tiger and Squak mountains form the natural wonders at the base of the Cascades for boundless opportunities to enjoy outdoor sports and activities. The many trails in the Issaquah foothills have earned Issaquah the title of Trailhead City. Downtown Issaquah is the bright cultural beacon on the east side of Seattle and is the hot spot for socializing and connecting. Downtown Issaquah offers award winning restaurants, art galleries, local breweries and pubs, and a nightlife featuring upcoming local musicians. The City of Issaquah was officially incorporated on April 29, Covering 11.4 square miles, Issaquah has an evening population of 35,000 and a daytime population of more than 40,000. Initially a small mining town, Issaquah is now home to the international headquarters for Costco, SanMar, and also the Swedish Medical Center, a state-of-the-art hospital in the Issaquah Highlands. Visitors and residents enjoy a farmer s market, the Boehm s Candies chocolate factory, a zoological park, a salmon hatchery and the historic Issaquah train depot. Issaquah features the award-winning Village Theatre, as well as ArtWalk Issaquah, which showcases a variety of artists throughout the summer. Every October, Issaquah welcomes more than 150,000 visitors to its Salmon Days Festival. The award-winning Issaquah School District is the 15th largest district in the state of Washington with nearly 19,000 students and 15 elementary schools, five middle schools, three comprehensive high schools, and an alternative high school spread among 110 square miles in the foothills of the Cascade Mountains. 2

Mission The City of Issaquah engages the public and provides quality services to support a sustainable, safe and vibrant community. The City of Issaquah is a full-service city with a workforce of approximately 250 employees and a stable political environment. Issaquah operates under the mayor-council form of government. The seven-member City Council establishes citywide policy and provides leadership for the community. The Mayor utilizes an executive team that includes a City Administrator, Deputy City Administrator, and eight department directors. The City's total budget for 2016 is $170,911,410 with a general fund budget of $50,593,200. Mayor Fred Butler took office in He was first elected to the Issaquah City Council in 1999, and re-elected in 2003, 2007 and He serves as the Chief Executive Officer of the City and serves on a number of regional boards and commissions, including Sound Transit. The City's administration is led by City Administrator Bob Harrison. Bob enjoys a reputation as a progressive and talented municipal administrator and brings solid leadership to the city. Bob serves as a ICMA Vice-President for the West Coast Region. THE FINANCE DEPARTMENT The mission of the Finance Department is to provide the City with financial planning, to maintain financial operations, and to provide continued improvement to existing financial systems and to maintain fiscal viability of the City as a whole. The Finance Department prepares and monitors budgetary and financial information systems of the city, which includes internal services, user rate analysis, revenue forecasting, preparation of operating and capital budgets, analyzing optimal fund balances and reserve requirements, and preparing various City, state and federal financial reports and analyses. The Finance Department is also in charge of providing cash, debt, and investment management services, administering the billing system for water, sewer, and stormwater utilities, and providing risk management services, including coordination of insurance claims and accident reports as well as contract administration and project management. The Finance Department employs FTEs including the Finance Director and Deputy Finance Director and has a 2016 budget of $1,089,500. 3
4 THE POSITION Reporting to the City Administrator, the Finance Director plans, organizes, directs and controls all City financial functions. This includes the general accounting and financial reporting system, City budget preparation and administration, cash and investment management, utility billings, payroll, violations bureau, financial personnel systems, debt management, and the data processing systems. The Director assures the efficient and effective utilization of department funds, personnel, materials, facilities and time. He or she independently manages operations within broad department and City goals and objectives, has broad latitude for independent actions and decisions, and works closely with other City departments to maintain harmonious relationship throughout the organization and to ensure efforts are directed toward common City goals. Other responsibilities include: Ensures efficiency in treasury management to maximize monetary potential in relations to interest earning and cash flow, by performing cost control activities. Determines appropriate actions and provides direction to banks regarding investments. Assures that all monies due the City and accounts payable are processed in a timely manner. Ensures the proper preparation of the City's annual budget document, including capital budget by accumulating data, analyzing and monitoring compliance by other department to approved budgets, and reporting the results. Also develops the Comprehensive Financial Plan. The Finance Director, Deputy Finance Director, City Administrator, and Deputy City Administrator present the budget to the City Council as a team, although the Finance Director takes the lead role in the presentation. Ensures quality and efficient department operations by providing planning leadership and direction, and developing short and long range plans and designs; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department programs with other City departments and governmental agencies. Drafts new or amendments to City ordinances for consideration by the City Council. Prepares budget amendments for Council review as necessary. Ensures adequate and properly coordinated data processing services both internally and externally to other department. Reviews existing systems and develops, recommends and implements improvements to the macro and micro systems. Ensures that accounting and reporting systems are accurate and in compliance with City, state and federal regulations. Forecasts, estimates and monitors the financial activities of the City and assures the solvency of City's finances to meet existing bonded debt service for local improvement districts, general obligation bonds, and revenue bonds. Maintains adequate support for utility billing and utility accounting functions. OPPORTUNITIES & CHALLENGES The city is rolling out a new financial software program (MUNIS). There are new elements that will require Finance Director involvement in policy, procedure and training development. A utility module, and perhaps others, will be visible to external customers. Issaquah has multiple major capital projects planned that will need responsible funding scenarios implemented as support. The city will need to determine and monitor its debt service capacity for future capital projects. As the city grows, there is a need to develop long range funding ideas to maintain the health of all funds. The city has created a special council committee to examine and make recommendations concerning the long-range financial health of the city. Departments and city leadership desire to have improved access to necessary financial information to make operating and project decisions. 4
5 IDEAL CANDIDATE PROFILE Issaquah is seeking a highly ethical, inspiring, and talented manager and leader with a strong financial background. He/she will have extensive experience in municipal or other local government finance management, accounting, debt/bonding, utilities, payroll, fiscal reporting, budget development, and the development of financial policies. The ideal candidate will have prior experience in managing utility funding including billing, rate studies, and rate setting, along with experience in managing debt and bonding issues. Prior experience in developing Capital Facilities and Capital Improvement Plans is crucial for success in this position. Candidates should have extensive experience with annual audits and preparation of annual financial reports, with a proven track record of innovative development and implementation of improved financial reporting. Candidates will be able to organize and express ideas through excellent oral and written communications to a wide variety of audiences. Candidates must be approachable and encourage open communication based on an environment of trust and integrity. The new Finance Director will be innovative, creative, and flexible in finding ways to fund ideas that come from senior leadership including the Mayor, Council staff, and the community. The City is seeking a Finance Director who is technically savvy and has experience with the rollout of new software within an organization. The ability to lead staff through customer services issues in new technology and to simplify complex financial information into a presentable and understandable way will be a key to success in this position. The candidate must be comfortable being a contributing member of a highly talented and robustly involved Senior Leadership Team and must be comfortable finding their niche within the team while at the same time being a recognized leader within the team. EXPERIENCE & EDUCATION This position requires a bachelor's degree from an accredited college or university in business administration, accounting, finance, or a closely related field and five years of financial management experience. A master s degree in a related field or a CPA is preferred. Any combination of experience and education that provides the applicant with the level of required knowledge and abilities may be considered. Candidates must be bondable.
