2 25. DUTIES: This position is located in ARNG Construction and Facilities Management Office (CFMO), Resource Management Branch. The purpose of this position is to accomplish management and financial administration of programs under the control of the CFMO. Supervises the work of the function. This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides supervision, subordinate guidance and team leadership to NDS (Non-Dual Status), DS (Dual Status), and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish the functions of the office and provide for supplies and services in support of programs essential to daily operations. Fosters an environment conducive to teaming among service providers and customers to meet state ARNG requirements -- Serves as a principal advisor to the CFMO regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs. Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state and local regulations. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Serves as a member of the Program Budget Advisory Committee (PBAC). Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to, USPFO, NGB, state, Federal, local and private officials. Develops and oversees the real property operations and maintenance cost reimbursement program and ensures that services provided to non-arng entities are recovered and accounted for. -- Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Coordinates project funding and approves special project funding requests. Ensures identification of budget requirements and approves final submissions of financial plans and budget requests. Develops standard operating procedures for use of operating funds to ensure propriety of expenditures and funding obligations. Compiles fiscal funding reports; and advises the CFMO, applicable USPFO personnel/specialists, and state personnel of funding status and projected funding availability via briefings and/or written updates. Acts as the central point of contact for funds accounting among the State, USPFO, and other funding entities. -- Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Evaluates and validates budget proposals. Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented. -- Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements. Provides managerial accounting data to the CFMO and branch personnel to assist in the identification of cost trends that 2
3 may have extreme positive and negative impacts upon the state's facilities' funding situation. -- Administers, plans, coordinates, and directs the activities of subordinate personnel. These individuals may be on various types of employment status such as Technician, AGR, or state employees. Performs the full scope of supervisory personnel functions including the assignment of duties, participates in the interviews and selection of employees, schedules and approves leave, ensures indoctrination of new employees, provides training, evaluates performance, initiates action to upgrade positions, and resolves disciplinary problems. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of operations. Supports and takes affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees informed of NGB goals, objectives, and policies, and informs management of employee input and concerns -- Performs other duties as assigned. FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION FL Pts. -- A comprehensive knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local and other federal), guidelines, and processes. A thorough knowledge of execution of NGB and state programs to ensure statutes are adhered to and goals are met. -- A comprehensive knowledge of NGB and state goals, objectives, and priorities to ensure mission accomplishment. -- A comprehensive knowledge of budgeting and program methods and procedures to execute multiple budgets. -- A comprehensive knowledge and skill in the identification, analysis, and resolution of a range of budgetary problems associated with program execution. Funds and goals are subject to changing demands that require reprogramming throughout the fiscal year. -- Ability to apply analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement. -- A thorough knowledge of the format and composition of financial documentation to support all budget processes. -- A thorough knowledge of the authorization and appropriation public laws governing the multiple ARNG and state program appropriations. -- Knowledge of state and Federal accounting systems in order to appropriately administer CFMO programs. 3
4 -- A working knowledge of accounting principles and procedures to effectively execute Federal and State programs. -- Knowledge of present and future state ARNG force structure. -- A working knowledge of automation and various applicable software programs, FACTOR 2 - SUPERVISORY CONTROLS FL Pts. -- Works under the general supervision of the CFMO who provides basic goals and objectives. Work is performed independently within basic guidelines. However, unprecedented decisions are coordinated with the CFMO, NGB, and multi-level authorities within the state prior to implementation. Work is reviewed in terms of results achieved in meeting program goals and objectives. FACTOR 3 GUIDELINES FL Pts. -- Guidelines include DOD, DA, NGB and state regulatory manuals and publications; and local, state and federal statutes, policies, and regulations. Judgment and initiative are used in applying and adapting principles and practices to match existing conditions, as guidelines are general and do not always cover unique requirements or give clear solutions to complex problems. Within the context of broad regulatory guidelines, develops and refines methods for the measurement and improvement of effectiveness and productivity in the administration of CFMO programs. FACTOR 4 COMPLEXITY FL Pts. -- Work is complicated by the need to coordinate, review, analyze, and formulate programming and/or budgeting documentation for multiple appropriations. The work is further complicated by requirements to extensively analyze multiple priority lists within multiple appropriations to satisfy divergent priorities of various proponents both on the state and NGB staffs. The work requires the selection and use of many different and unrelated analytical techniques and methods in the formulation, enactment, and execution of multi-year budget forecasts and requests to cover substantive NGB and state programs. These programs are characterized by widely varying needs, goals, objectives, work processes and timetables. Makes recommendations concerning changes in funding and budget plans which require corresponding changes in programs. Difficult characteristics of this level are also encountered in formulating, presenting, and/or defending budget requests and current funding levels because of conflicting program goals and objectives that derive from changes in legislative and regulatory guidelines and variations in the demand for program services. Work involves developing strategies for presenting the budget for programs, developing narrative and statistical justification for requested funds, briefing management officials on the presentation to be given, evaluating reactions of approving officials, responding to questions or comments, and making adjustments as a result of decisions. Measurements of program effectiveness are often ambiguous and susceptible to widely varying interpretations. Develops new information about the program and establishes criteria to identify and measure program accomplishments, develops 4
5 methods to improve the effectiveness with which programs are administered, and develops new approaches to program evaluation. FACTOR 5 - SCOPE AND EFFECT FL Pts. -- Serves as a regulatory expert responsible for interpreting and resolving conflicts in the budgetary guidance and regulations issued by Congress, DOD, DA. NGB, state, local and other Federal agencies for the application to the budgets and programs. The work involves developing and managing the NGB and state programs throughout multiple fiscal years until program close-out; and to develop and manage the operations and performance of the resource management office within the CFMO. The work also requires establishing evaluating, testing, and administering measures that determine program productivity, effectiveness, and efficiency and impact on future program requirements and costing. Work affects the plans, goals, and effectiveness of missions and programs at numerous training centers and large-scale logistical facilities throughout the state. Makes recommendations on ways to improve the utilization of funds, which will result in cost savings and effective accomplishment of mission and program objectives. Budget execution involves planning for the use of funds through time-phased allotments and transfers, including adjusting long-range budget forecasts, and monitoring the execution of budget to ensure that funds are being used effectively. Failure to do so also impacts on future receipt of funds, and the ability of facilities to support the readiness of the Army National Guard. Responsibility includes formulation of the current and out-year budget for assigned projects and development of narrative justification linking budgets to levels of program effort. FACTOR 6 - PERSONAL CONTACTS FL Pts. -- Contacts are with NGB program managers, USPFOs, other state and Federal directorates, state legislative leaders, and other state, local and Federal agency executives. FACTOR 7 - PURPOSE OF-CONTACTS FL Pts. -- Contacts are for the purpose of ensuring compliance with policies and regulations governing the status and use of funds associated with CFMO programs; providing guidance; requesting additional documentation required to support, defend, and manage viable CFMO programs; and influencing key officials to accept and implement findings and recommendations. The classification of this position is based, in part, on projected duties. D. Series, Title, and Grade: 1. Series: The primary purpose of this position is to accomplish management and financial administration of resource programs. This work is related to the GS-0501 definition for the Financial Administration and Program Series, as described in Reference B.1. However, no other series is appropriate within the occupational family. Therefore, this position is classified to the GS-0501 series. 2. Title: Supervisory duties are required as described. The size and nature of the workforce varies from location to location, but is considered inconsequential since program management, not supervision, is the controlling aspect for grading. Therefore, in the absence of titling instructions for the GS-0501 series, this position is assigned the descriptive title of Resource Manager. 3.
