4 History of FEMA & San Mateo FEMA determines San Mateo s Bay levee system cannot be certified Resulted in mapping of tidal flooding FIRM issued October 19, 2001 Placed 5,500 San Mateo properties into Special Flood Hazard Area Imposed mandatory flood insurance

12 Current Activities Budget allocation to complete design of Pump Station Projects Including obtaining permits and environmental clearance 7/21 Council Award of design contract Estimated to take month to complete design & permitting Budget allocation to initiate preliminary design of the North Levee Project and evaluation of levee certification

13 Future Activities Identifying funding options for capital improvements City Council discussion regarding funding options scheduled for September 2014 Actively pursue grants Investigate formation of Assessment District

14 South Bayfront Flood Control Assessment District Surveyed homeowners to determine willingness for assessment Assessment self-imposed by 8,000 affected property owners 80% voted in favor Efforts from community activists were essential 20 year duration Most properties pay ~ $75 annually Bonds utilized to fund project

15 Potential Assessment Scenarios Sample Assessment Revenue Northern Levee Project ~1200 Parcels $100/parcel yields $1.79M $250/parcel yields $4.46M Sample Assessment Revenue Pump Stations Project ~800 Parcels $100/parcel yields $1.19M $250/parcel yields $2.98M Assumes 20 year assessment, with annual 3% CPI increase

16 Changes in Flood Insurance Biggert Waters Act 2013 Homeowner Flood Insurance Affordability Act 2014 Intent of both pieces of legislation: For insurance premiums to accurately reflect flood risk Gradual elimination of subsidization of rates Transition to full risk rates Rate of phaseout depends on type of policy Elevation Certificates required to determine full risk rate

17 Changes in Flood Insurance (cont.) Current policy holders should be impacted gradually Primary residences up to 18% per year until reaching the full risk rate Non-primary residences, businesses and severe repetitive loss properties increase 25% per year
