7 Plan Foreword At approximately 246 AND if forecasts indicate a lake level increase to 248 : Declare State of Emergency (local & county) Request NYS declare State of Emergency At the point where 248 will occur within three weeks: Establish sandbag operations at highway barns Begin placing approximately 1 week after filling begins Establish command center at Sheriff substation in village

Sandbags cost >$1 to produce and place Wayne County will need 100,000 sandbags Costs are only reimbursable if NYS disaster thresholds are met: $345,081 in Wayne County AND $28,292,029 statewide

9 Recent Activities Planning meetings have been held and continue to be held with all stakeholders All impacted Towns and Village, WCEMO, NYSHSES, WC Sheriff, Highway Departments and others National Weather Service consultation Regular updates being provided by WCEMO Daily water level tracking, forecast review including winds All equipment maintenance completed

10 Readiness Update 100,000 sandbags (empty) received from NYS 3 Sandbaggers received from NYS 10-2 Trash Pumps received from NYS 5-6 Pumps received from NYS Sheriff has committed inmate labor to fill sandbags if needed Fire Coordinator has been working closely with towns and village County Highway is checking status of equipment received and ready to help, as are many local highway departments

12 Frequently Asked Questions What are my options for obtaining assistance should I need it? Your first option should always be your homeowners insurance.

13 FEMA Assistance Three types Public (Infrastructure) Assistance Individual Assistance SBA Disaster Loans

14 If a Disaster is Declared Public Assistance can reimburse for emergency protective measures, debris removal, and infrastructure repairs or replacement needed due to disaster-related damage. FEMA will provide reimbursement of at least 75 percent of eligible costs, with the state and local governments sharing the remaining 25 percent of costs. Eligible entities include state governments, local governments and certain private nonprofit organizations, such as schools and public utility districts. Although funds are awarded to government entities and certain private nonprofits, the Public Assistance program is intended to benefit everyone neighborhoods, cities, counties and states. Public Assistance dollars help clean up communities affected by disaster- related debris, repair roads and bridges and put utilities and water systems back in order.

16 Types of FEMA Individual Assistance: Home/Primary Residence: FEMA provides housing assistance to individuals and families who have lost their homes as a result of a presidentially-declared disaster. If you are a renter or homeowner you may qualify for assistance. By law, FEMA assistance cannot duplicate the assistance you receive from your insurance company, but you may receive assistance for items not covered by insurance. If your home was impacted by a major disaster we recommend that you apply for assistance. Up to $33,000 (adjusted each year) is available in financial help, although some forms of IHP assistance have limits. Secondary Home: FEMA does not offer assistance for your secondary home. Federal guidelines only allow FEMA to provide housing assistance when your primary residence is impacted by a presidentially-declared disaster. Other Needs Assistance: FEMA offers disaster assistance for some of your other disaster-caused expenses including, medical and dental, child care, funeral and burial, essential household items, moving and storage, vehicle, and some clean-up items. Business: FEMA does not offer assistance for small businesses impacted by a presidentially-declared disaster. However, FEMA does partner with the Small Business Administration (SBA), which offers low interest loans for business damages.

17 NYS Assistance During the 2017 flood, New York State Homes and Community Renewal made $15 million in state funding available. Provided up to $50,000 for homeowners to support repairs to and restoration of structures, equipment, and other physical damage. No guarantee that this will be available for future flood events.

18 Sandbagging Questions What can sandbags be used for? The standard 40 pound sandbags should be used for home protection against lake flooding. They should not be used for wave-based erosion protection. Larger sandbags are required for this purpose. Why did the Guard help Sodus Point but not us? The Governor tasked the Guard with a mission of filling and placing sandbags for infrastructure protection. Roads, sewage lift station, water, sewer and electric utilities Some homeowners received the benefit of home protection while sandbagging for infrastructure protection occurred.
