4 Emergency Work Work performed to reduce or eliminate an immediate threat to life, protect public health and safety, and to protect improved property. Permanent Work Work that is required to restore a damaged facility, through repair or restoration, to its pre-disaster design, function, and capacity.

5 Emergency Work Category A: Debris Removal Eligible activities include the clearance of: Trees and woody debris; Building components or contents; Sand, mud, silt, and gravel; Wreckage produced during conduct of emergency protective measures (e.g., drywall).

6 Emergency Work Category B: Emergency Protective Measures Eliminate or reduce an immediate threat to life, public health, or safety; or Eliminate or reduce an immediate threat of significant damage to improved property or private property.

7 Category B: Emergency Protective Measures Search and rescue Emergency medical facilities Emergency evacuations of medical or custodial care facilities Facility costs for emergency mass care and shelter operations Security in the disaster area Provision of food, water and other essential needs at distribution points Temporary generators for facilities that provide health and safety services Activation of a State or local emergency operations center Pumping of trapped floodwaters Construction of temporary levees, berms, dikes, and sandbagging Emergency Communications Emergency Public Transportation Building Inspections

8 Permanent Work Category C: Roads and Bridges Category D: Water Control Facilities Category E: Buildings and Equipment Category F: Utilities Category G: Parks, Recreational, and Other

9 Small Project vs. Large Project FFY 2011 Small Funds disbursed following PW approval. If work not started or completed, funding will be de-obligated. Large Funds disbursed as work is accomplished. Final assistance based on actual costs to complete approved scope of work.

10 Small Project Cost Overruns & Underruns Overruns Costs incurred significantly greater than the total amount approved for all small projects. Applicant may appeal for additional funding. Applies only to a net cost overrun for all small projects combined, not an overrun for an individual project. Underruns Amount approved will not be reduced to match actual costs. Federal Policy Small projects with cost underrruns typically offset those small projects where the applicant experienced cost overruns.

15 Damage Assessments Windshield Assessment (Initial) Prepared by Local Emergency Management Agencies in preparation for request for FEMA Assistance and Declaration Will be used to prepare Project Worksheets Begin documenting Emergency Protective Measures taken prior to and during the disaster event Collect damage assessments from all potential applicants within the county

16 Record Retention Applicants must maintain records for a minimum of 3 years from the date that notice is given by MEMA that the project and declaration is closed.
