1 Canyon Fire 2 Restoration Update OC BSA Board Irvine Ranch Outdoor Education Center March 21, 2018 IROEC Fire Recovery Projects In Progress as of 3/21/18 Task / Project Description Status Approx. Cost Note Insurance Claim Filed insurance claim. Working closely with adjusters and broker. Ongoing. $1,167, in cash payments received so far. Reviewing gaps in coverage to determine fundraising needs. Current insurance gaps include: Landscaping ($25K covered, $34K not) Erosion control ($72K not covered) Pool repairs (potential $40K covered, $40K not covered) Orchard Tree replacement (Up to $90K not covered, depends on size of trees replaced. Adopt a Tree fundraiser) Zip Line / Climbing /COPE rebuild & expansion (total gap not determined but could up to $600K) Other projects not fire related but done due to closure: o o Painting ($33k) Carpet ($9k) Fire System Repair Camp fire suppression system damage. Initial assessments showcase extensive damage to Fire Pump 1. All necessary parts are on order. $80,000-$100,000. Covered by insurance. Fire pump 1 engine replacement is approved and engine is on order. An additional controller had to be ordered due to mandated code upgrades. All other equipment has been verified and is in working order. System is still fully operational with Fire Pump 2. Building damage Severe damage to ranch pavilion and archery pavilion. Miller Pacific Inc. selected as contractors (they were an original contractor on IROEC build in 2008). At least $200,000. Covered by insurance. Final insurance approval was granted on 2/27. Work commenced on 3/19/18. Work tentative completion date is 5/15/18.

2 Bridge, Pedestrian Damage to hillside and wooden structure. Red tagged by county. Initial survey of land erosion under bridge by civil engineer shows bridge load not comprised. Preliminary report from structural engineer confirms steel structure is sound. Awaiting bid on costs to replace planking and utilities. Unknown awaiting bid back on two repair options for rip rap to repair the erosion. Additional bid has been requested to repair the damage to the structure as well. Bid requested to do repairs. Additional permits will be required by the County. Soils engineering and civil engineering work is complete abutment stabilization will require a rip rap to the top of the bridge base. Contractor is working on final bid so we can review cost. Structural repairs will commence once hill is stabilized underneath. Electrical System Repair Sewer System Destroyed/damaged electrical boxes. Review system to ensure no damage occurred. Completed Assessment and repairs have begun. Will request bid once bridge is repaired. No other issues on site. $10K. Covered by insurance. Additional costs to be incurred to repair utilities under bridge (will be covered by insurance). Unknown Electrical repairs have been resolved in some areas. Remaining work at damaged structures and to Adventure Hill side of camp. Work will commence once bridge is repaired. Pool Repairs Damage due to ash and system being turned off. Initial repairs have begun and have shown additional repairs will be needed. $83,000. Work began on 3/19/18. Complete re-plaster required in both pools. Additional damage done to mastic around northwest side of pool. Repairs to be complete by approx. 4/15. Zip Line / Climbing Wall / Challenge Course All areas destroyed by fire. Have submitted original costs to insurance carrier. Selected Aerial Designs Inc as engineering build firm on project. Unknown complete costs on debris removal and rebuild. Initial Significant gap in coverage due to desire to build a larger, more robust course and zip line. Next draft project budget and design will be rolled out 4/2/18.

3 estimates are approx. $800,000. Note this cost includes a larger, more robust program area than was previously constructed. Business Loss Income Fundraising IROEC was closed from 10/8/17-1/2/18. IROEC reopened as a soft open on 1/3/18. Recover costs not covered by insurance. Potential ability to increase giving to remaining capital campaign. Groups were moved and cancelled due to the closure. Work continues to re-secure these previous schools and other groups for Initial site set up online (See link) Potential income loss of approx. $600K from 10/9/17 to 12/31/17. This is recoverable through insurance. Ongoing business income loss will continue through Forensic accounting process has started with insurance agent. OCBSA has secured Deloitte to work as our advocate on the forensic accounting. Separate project codes set up with OCBSA to manage fire-related expenses in fund 1 and fund 2. Devon and development team managing process. Communication Ensure communication regarding project, loss etc is communicated to various stakeholders. Webpage at $30,000 (we anticipate coverage from insurance) Print, video, and social media campaigns are gaining traction. Secured IdeaHall to manage marketing and messaging for fire.

4 Fencing Fencing lost around site and throughout a few program areas. Need to determine exact fencing that was loss, especially on property boundary lines. Unknown, we anticipate strong insurance coverage. Working through property as-builts to determine where property fencing was located on boundary lines. Bids in process for orchard and shooting sports areas. Signage Burnt signs around property Some signs have been replaced. Additional signs to be ordered. $8,000 so far, we have signage insurance coverage Additional fencing will be required at the Adventure Hill area. Need to inventory Adventure Hill and Koll mountain signs to have those replaced. Business Personal Property Equipment lost in fire. COPE/Climbing, Archery, building contents due to smoke damage etc. Final inventorying in process. At least $200,000. Will submit lists for reimbursement to insurance company on 3/23/18 for their review. IROEC Fire Recovery Projects Completed as of 3/21/18 Task / Project Description Status Approx. Cost Note Smoke/Ash/Soot Clean Up & Restoration Air scrubbing and cleaning of all buildings for soot, ash and smoke. Work has been completed. Cleaning is complete. Staff Personal Item Cleaning Site Vegetation Repair / Land management (Future erosion, Clean staff personal items in their staff housing units. Catastrophic vegetation loss surrounding the entire site. Total cost for cleaning was $427, Additional costs to be totaled include furniture, blinds, and misc. Completed. Approx. $18,000. Coverage is $50K. Meetings held with LSA, OC Public Works, Adams Streeter Engineers, SoCal Sandbags, County of Orange have been held. $68,0000 (not covered by insurance) Additional expenses incurred include mattress and furniture replacement, insulation replacement, mini blind replacement. Complete. Additional Flood Insurance policy was purchased as well.

Landscaping irrigation repair Severe damage to a large portion of the irrigation on the outer borders of the site. Irrigation system damage has been assessed. Final bid selected. $78,000 (covered by insurance) Repairs complete. Additional work will need to be done on top of hill once those repairs begin on that side of camp. Landscaping plant material repair Severe damage to the landscape around the site, and pockets throughout Burnt trees around site, dead vegetation and to improve entrance are in progress. $59,000 ($25,000 covered by insurance). Coverage is only $25,000. Lowered initial bid by utilizing volunteer labor and some mulch donations. Working on additional plant donations. Orchard Health Orange grove approx % loss of trees. Painting Interior painting of all buildings All irrigation has been replaced. Dead trees have been removed. Stumps will be grinded on 2/17. Will replace fence once new trees are planted in March. Bids received. All work complete. Irrigation - $11K (was covered by insurance) New Trees $90K (not covered by insurance) $60,000 plus paint that was donated. (not covered by insurance, council board choice to do upgrades during closure). Insurance coverage confirmed for irrigation but not new trees. Costs to replace irrigation and fencing will be covered by insurer. Need to raise an additional $80,000 to cover the costs to replace trees. Currently, nearly $10,000 has been raised to support the tree replacement. Vista paint has donated paint for project. Flooring Carpet purchases for Leadership Center $23,000 (not covered by insurance, council All work has been completed.
