1 Staff Report Report To: Report From: Community Services Committee Adam Parsons, Manager of Parks and Open Space Meeting Date: March 15, 2017 Report Code: Subject: CS Harrison Park Electrical System Update Recommendations: That in consideration of Staff Report CS respecting upgrades to the Harrison Park electrical system, Community Services Committee recommends Council: 1) Divide Harrison Park Electrical Upgrade P3: Campground Secondary Electrical Distribution into 2 sub-phases, Campground Phase 3A for completion in 2017 using allocated capital budget funds and Campground Phase 3B for submission as a 2018 capital project. 2) Authorize staff to proceed to tender for Harrison Park Electrical Upgrade Campground Phase 3A utilizing funds allocated in the 2017 Capital budget. Strategic Initiative: 3. Leverage our City s assets in order to enhance tourism opportunities 6. Promote and enhance Owen Sound s built heritage 7. Encourage and promote participation in cultural activities and active lifestyles. 9. Address the City s infrastructure deficit Background: Council has requested an update regarding electrical service upgrades at Harrison Park. Page 1 of 8

2 The purpose of this report is: a) To provide relevant background information b) Describe processes and work completed to date c) Provide up to date costs for the initiative d) Describe remaining steps to complete the project. The 2002 Harrison Park Master Plan Study identified the need for main electrical upgrading of all existing overhead primary transformers and secondary distribution to each service and relocating underground and additional transformers to reduce secondary load. In the 2007 capital budget, this project was identified as a priority item. The process to retain a qualified electrical design consultant was initiated. M. Dwyer Engineering of Orillia was contracted through a tender process. The plans provided to the City by M. Dwyer engineering called for service upgrades the park in 3 phases. Phase 1 - Harrison Park Island Primary service upgrade to support the washrooms, Putt and Paddle, Water distribution pumps and sanitary sewer pumps. - Harrison Park Inn Primary service upgrade - Bird enclosures, Bandstand and Community Hall Primary Service upgrade to support water aerating pumps, lighting, event panels, band shell and Community Hall. Phase 2 - Upgrade primary overhead distribution service within Harrison Park Phase 3 - Upgrade Secondary overhead distribution service throughout Harrison Park Page 2 of 8

3 City staff forwarded a new service request to Hydro One and were informed in September 2008 that this request was denied. Hydro One considered the request to be on private property. A process to divest Hydro One assets to the City of Owen Sound was initiated. Electrical upgrades in Harrison Park Timeline: Date Service Provider Description of Work Completed Cost 2007 M. Dwyer Engineering retained for design work Phase 1, upgrade for electrical service to the Harrison Park Island, Inn, Seniors Centre and Community Hall $18, $97, City Staff Phase 2 tender low bid received at $223,150.00, far above budget estimate provided by the consultant. Project is deferred. $ to 2013 City Staff and Hydro One Staff continue to negotiate with Hydro One for estimates for the City to replace the Hydro 1 infrastructure including 5 transformers owned by Hydro 1 within Harrison Park $ Runge and Associates Runge and Associates are retained for services $34, Page 3 of 8

4 Design Consulting Revised Project described in RFP13-02 for a cost of $34, for electrical design and contract administration of a subsequent 3 part project Enasco Limited Runge Design Part 1 Phase 1- Entrance switch and primary overhead distribution onto the park. Phase 2- Primary overhead distribution within the park and installation of pad mount transformers in preparation for Phase 3. Phase 3- Underground secondary distribution to individual camp sites and removal of decommissioned secondary overhead distribution service. Tender T13-08 is awarded to Enasco Limited as the sole bidder for $78, to complete phase 1 of the new electrical upgrade project. This phase includes installation of a new transformer and switch at the Harrison Park entrance, and installation of new primary service into the park. $78, Page 4 of 8

5 2015 Hydro One and City of Owen Sound Purchase 3 Pad Mount Transformers 2015/2016 Dawson s Incorporated Runge Design Part 2 Hydro One provides book value estimate for 5 transformers within the Harrison Park property of $55, City staff ultimately negotiate to purchase 3 of 5 existing transformers within Harrison Park. The remaining 2 transformers are decommissioned and removed. Report FIN is brought to Council respecting tender T15-09 for phase 2, Overhead Primary Power Line Replacement, and is awarded to the lowest bidder, Dawson s Incorporated, for $374, The work is completed in May of $48, $374, TOTAL: $651, In August 2016, as a component of the 2017 capital budget process, Phase 3: secondary distribution to individual camp sites is proposed as a high priority capital project for the with a budget of $100, Page 5 of 8

Very High Department: Community Serv Division: Parks and Trails Staff Contact: Adam Parsons Description and rationale: Description: Phase 3 of 3 to the Harrison Park electrical upgrades Rationale: The City has been working with Hydro One to undertake the transfer of electrical infrastructure in the Park. The transfer from Hydro One requires the service be upgraded to meet Electrical Safety Association standards.an overall electrical plan has been prepared for Harrison Park. The upgrade is being implemented in phases. This capital will complete the upgrade and includes the upgrade of the secondary distribution system.the secondary distribution system upgrade is being completed in spring of The final phase of the Harrison Park electrical upgrade. (insert photo here) Funding Sources: Taxation $ 100, January Capital budget is approved by Council including Harrison Park Electrical Upgrade P3, 17D.01. February City staff meet on site with Runge and Associates to discuss Phase 3 design and implementation. Tender T15.09 included design preparation and cost estimates for phase 3. During this meeting, it became apparent through discussions with the design consultant that the budget allocation of $100, would likely be insufficient. The work as designed would require an estimated $2, per campsite for all 100 sites, raising the budget requirement by $100, to $200, as revised estimate. Analysis The configuration of the upgrades completed to date allows for separating of the campground phase into 2 sub-phases. Discussions with Runge and Associates confirm that secondary distribution can be completed on a per pad mount transformer basis. Staff recommend the 50 southernmost campsites and primary service to the Parks Workshop building be completed in 2017 as Campground phase A using capital funds allocated to this project. Page 6 of 8

7 The remaining 50 sites would subsequently be submitted as a 2018 capital project for consideration during 2018 capital budget deliberations. The design for secondary distribution in the campground details upgraded service to all 100 individual camp sites at the Harrison Park Campground with 50 amp services for large Recreational Vehicles, 30 amp services for mid-range Recreational Vehicles and 15 amp services for small Recreational Vehicles like tent trailers and tent campers. Each transformer installed in the campground as components of Phase 2: Primary distribution upgrade, services between 6 and 10 sites depending on configuration and amperage draw. Moving forward, work on upgrades to the secondary distribution system to individual sites can be selected per transformer. Staff recommend proceeding with the southernmost 50 campsites. This would complete the portion of the campground that includes sites in the most desirable locations and several sites with the capacity to deliver 50 amp service. This will also allow the south section of the campground to remain undisturbed after completion when phase 3B is implemented. Preliminary Phase 3 Electrical Layout and Details drawings are attached for reference. Financial/Budget Implications: Complete Campground Phase A in 2017 with approved capital funds of $100, Consider Campground Phase B during 2018 capital budget deliberations.
