1 April 7, 2015 COUNCIL REPORT TO THE CHIEF ADMINISTRATIVE OFFICER FROM THE PARKS, RECREATION, AND CULTURAL SERVICES DEPARTMENT ON WESTSYDE POOL ROOF REPAIR UPDATE PURPOSE To update Council with the results of the engineering report provided by RDH Building Engineering Ltd. (RDH) for the repair of the Westsyde Community Centre Pool (WCCP) roof and the operational implications that may result from a temporary closure of the swimming pool portion of the facility. SUMMARY WCCP has experienced moisture-related issues for many years. The building is approximately 40 years old. These issues have been considered to be related to the indoor pool operation and the poor heating, ventilation, and air conditioning (HVAC) dehumidification system. Over the years, a number of HVAC-related repairs changes have been undertaken to reduce this concern. It is believed that in January 2015, there was an interior roof leak, caused by excessive amounts of moisture in the building. The moisture caused the interior ceiling to fail and drop, which required the immediate closure of the pool area to eliminate concerns for public safety from potential falling ceiling material. The pool operation was closed, Council and the community were alerted, and a repair plan was developed. RDH, a company that specializes in building envelope restoration, was brought in to investigate the situation and the extent of the damage. RDH undertook an extensive review of the building systems and tested the ceiling and roof (Attachment "A"). RDH provided direction on how to undertake a temporary repair to allow the pool to reopen for the 2015 spring season. The pool is normally closed each year from June to September, which coincides with outdoor pool operations. The temporary fix was completed at the cost of approximately $30,000, including design, internal trades, engineering, and construction fees, and the pool reopened in March. RDH was asked to provide a plan for the permanent fix of the issues it identified during its investigation. 141
2 WESTSYDE POOL ROOF REPAIR UPDATE April 7, 2015 Page 2 The investigation uncovered the failure of the vapour barrier system (a caulked plywood sheet system), which was installed when the building was constructed in the early 1970s. This allowed the moist, warm, interior air to enter the insulation area between the ceiling finishing and the roof. It appeared that this had been occurring for many years. The warm, moist air impacted the main structural glue laminated beams, the two-by-six ceiling joists, the metal support systems, and the ceiling materials to the point that they no longer function as intended and create a potential risk for occupants in the pool area. This risk can be regulated by restricting access to the pool area under specified snow and wind loads, but a full repair is required if the building is to be operated over the long term. 4 WESTSYDE POOL ROOF REPAIR UPDATE April 7, 2015 Page 4 The projected cost to remove and replace the pool roof system and insulation is estimated to be $1.3 million to $2.1 million, depending if the HVAC insulation improvements are included in the repair. The time required to complete construction drawings, complete the tender process, and repair the roof is estimated to be eight months. Currently, there is no budget allocation for this restoration cost. Due to the length of time required, it is doubtful the building could be reopened until late January As the normal annual operating period for the pool is September to June, reopening the pool in January would reduce its operation to four months or less in spring 2016 (i.e., the pool portion of the facility would be closed from June 2015 to January 2016). This closure would affect only the pool tank area. The remainder of the building, including the fitness centre, change rooms, lobby, hot tub, sauna, and steam rooms could potentially remain operational during this shutdown as they are covered by a flat roof system that has not been affected by the vapour barrier damage. The greatest impact would be the loss of Aquatics programming. Lessons and public swimming could potentially be accommodated at the Canada Games Pool, but that would be less than ideal for current Westsyde pool users. The four-month spring operating window makes it difficult to create suitable programming to fit this time frame, and upon reopening, the pool would be used primarily for public swimming until a full season of operating could begin in September The shutdown will reduce WCCP's Aquatics staff levels, as staff would be on an extended layoff until the pool reopened. The permanent staff could, through the CUPE 900 Collective Agreement, use their seniority rights to qualify for other positions, and the seasonal staff could bid on seasonal Aquatics positions that come up during the summer operations at the outdoor pools and at the Canada Games Pool in the winter months. The options available due to the failure of the roof system require Council's direction on how to proceed. The repair could be added into the 2015 budget discussions, undertaken as an emergency repair using reserves, or deferred until the 2016 budget deliberations, which would allow for a full tender process to be completed and discussion during the budget process. The latter would delay the opening of the pool until September 2016, which would allow the usual offering of a full Aquatics program beginning in September, but it would also mean a loss of public swim opportunities in Westsyde until that time. Administration recommends that the pool be closed effective June 2015 to allow adequate time to prepare the necessary design and tendering documents and to prepare for the project to be included in the 2016 Budget deliberations. The restoration work would be undertaken following budget approval in spring 2016 to enable the pool to reopen in September
5 WESTSYDE POOL ROOF REPAIR UPDATE April 7, 2015 Page 5 RECOMMENDATION: That Council direct Administration to: a) Temporarily cease Aquatics operation (pool only) at the Westsyde Community Centre until fall 2016, beginning in June 2015; b) Undertake a detailed roof design and restoration cost estimate to be included in 2016 Financial Plan discussions; c) Initiate a public consultation process for the planned roof restoration project; and d) Reallocate funds from the Westsyde Pool 2015 Aquatics Operating Budget to offset the $30,000 emergency repair design and construction costs that have already been incurred. COUNCIL POLICY There is no applicable Council policy. ALTERNATIVES/OPTIONS Close pool area permanently; Remove the roof and explore outdoor pool operations and cost savings; Replace roof and operate as normal; or Undertake a public engagement process for the upgrade of the building as part of a planned roof replacement project to identify potential new programs, services, or revenue opportunities. SUSTAINABILITY IMPLICATIONS Depending on the option chosen by Council, it may present an opportunity to upgrade the ceiling insulation materials and R-values to reduce overall building operating costs. FINANCIAL IMPLICATIONS The projected cost to remove and replace the pool roof system and insulation is estimated to be $1.3 million to $2.1 million, depending on the level of repair. As there is currently no budget defined for the work, the project will require inclusion in the current 2015 budget discussions, which may negatively impact current plans. Another option is to defer the project so that it can be included into the 2016 Capital Budget and funded as part of that process. A third option is to secure alternative funding sources to allow the repair in 2015 using reserves. 145

Under normal activity levels, Aquatics general admission and lessons generate revenue of $130,000. The pool closure would affect the Aquatics operations only. A closure from June 2015 to September 2016 would result in a reduction of operating costs by approximately $300,000 and a potential revenue loss of $130,000. The net budget impact, in the form of an operational cost reduction, will be approximately $170,000. PERSONNEL IMPLICATIONS All staff involved with operations at this location will be found alternative work assignments until the pool is reopened, as per the provisions of the CUPE Local 900 collective agreement. SOCIAL IMPLICATIONS The social implications include the loss of a valued community service by the pool's users until the repair is completed and the pool is reopened, and the loss of approximately $80,000 in public swimming admission fees and $46,000 in swim lessons revenue in B.
