3 1.0 INTRODUCTION The (also referred to as the Town ) is accepting sealed tender bids from qualified firms for the development and installation of comprehensive vehicular wayfinding signage within the municipal boundaries of the. This signage is the second phase of the overarching community place making initiative. 2.0 PROJECT OVERVIEW The commenced in 2015 with Town Council s formal approval to undertake a Community Place-making Initiative Master Plan. The objective of the Master Plan and associated projects has been to develop a community-based enhancement that will improve public space, strengthen sense of place and assist in capturing the essence of Blackfalds geography, history, culture, lifestyle and people. Phased projects to advance these objectives include Trails Way-finding & Signage, Community Connections, Wayfinding and signage, Gateway Enhancements, Highway Corridor Enhancements, Neighbourhood Definition, and Parks, Recreation and Open Space Identification and Enhancement. This project has advanced through the activity of the Committee (CPIC) and work performed by McElhaney Consultants in the design and construction drawings. The initial project phase of the Community Place-making Initiative Master Plan has been the Community Wayfinding which was completed in Phase 2 has been identified as the Vehicular Wayfinding Signage with development proceeding in The Vehicular Wayfinding Signage will assist the motoring public s ease in the locating of the numerous destination locations within the Community. The Vehicular Wayfinding signage project will be completed in two steps: 1. The Primary Vehicular Wayfinding to be used in high speed arterial and collector roads. 2. The Secondary Vehicular Wayfinding to be used in lower speed collector and local roads. The Vehicular Wayfinding Signage The successful bidder will engage with the through a contractual agreement to undertaken both the physical construction of the signage as well as the installation of all signage. 2.1 Primary Vehicular Wayfinding The Primary Vehicular Wayfinding signage has been designed to align with the projected municipal building architecture and the preceding phase of the which was the recently completed pedestrian wayfinding initiative. All Primary Vehicular Wayfinding signage are to be manufactured and installed by the Proponent of the contract. Excerpts of the project specifications include the items as outlined in this section. The Town of Blackfalds will accept suggested amendments to the specifications where improvement to the final product or other positive factors are achieved. Changes may be considered through review and discussion with the bidder as well as the as with the CPIC. Primary signage will consist of the following: Page 3 of 20

4 1. All materials to be used in the development of the signs will be reviewed and approved by the prior to commencement of the project. 2. All locations for signage will be reviewed and confirmed by the and the Proponent prior to commencement of the project. 3. All vehicular wayfinding signage to be staked by the contractor and confirmations made that no conflicts with other below ground or above surface infrastructure is affected. 4. All signs are to be installed on the right side of the roadway a minimum of 6 metres from any white shoulder line or 0.5 to 1.5 metres from the face of curb. 5. Specific placement of signage, whether angled slightly away from approaching vehicles to reduce reflectivity or perpendicular to physical roadway will be confirmed with the through discussion with the Proponent. 6. All excavated materials resulting from sign installations are to be removed and disposed by the contractor. 7. The Proponent is responsible to ensure no damage occurs to existing features and restore any damages to the satisfaction of the Town should they occur. 8. The Proponent is responsible to ensure contact is made to Alberta First call ( ) no less than 48 hours prior to sign locates and to ensure staking/ flagging of all underground utilities. 9. All vehicular wayfinding signage shall be setback a minimum distance (as shown), measured from the center of all posts from above and below grade utilities and property lines. Refer to utility setback requirements. 10. All screw pile installations are to be structural engineer approved and are to conform to CAN/CSA standards. 11. All hardware to be stainless steel or galvanized. 12. All powder coating to meet ASTM d2794, ASTM p3359, ASTMD b522, ASTM 2247, ASTM b117, and ASTM d3363 requirements and applied to a minimum thickness of 2.5mils. 13. All specified materials are to be used by the contractor. Any alternative material use is to be submitted in writing, reviewed and accepted by the Town. 14. All sign information/artwork provided by the Town. 15. All measurements are in mm, unless specified. 16. Unless noted, the required minimum retro reflectivity shall conform to the ASTM (American Society for Testing and Materials) standard for retroreflective sheeting - type 1 (engineering grade). 17. Printing: Retroreflective digital printing on high pressure laminate to vinyl combined with weather resistant coating. Primary Sign Size Guidelines: Background: Black Border White 19 mm (0.75 ) thick Message: White reflective lettering Markers: Based on CPI colour coding Font Type: Arial Title Case Font Size: Minimum 254 mm (10 ) Height. 5 2.2 Secondary Vehicular Wayfinding All Secondary Vehicular Wayfinding signage are to be manufactured and will be installed by Town staff. Posts will be 4 (120 mm) diameter, not 60 mm as indicated on the secondary sign details and will consist of: 1. All materials to be used in the development of the signs will be reviewed and approved by the prior to commencement of the project. 2. All locations for signage will be reviewed and confirmed by the and the Proponent prior to commencement of the project. 3. All vehicular wayfinding signage to be staked by the contractor and confirmations made that no conflicts with other below ground or above surface infrastructure is affected. 4. Directional: Max. of 6 destinations See Schedule B for rendering. 3.0 INFORMATION TO BIDDERS The Town is including a drawing package for this project. The drawing package includes design and specifications for: - Primary Vehicle Wayfinding - Secondary Vehicle Wayfinding Bidders are requested to access the following link to access the drawing package. pages Alternatively, bidders may request a package of hard copy drawings by contacting Sean Barnes, Director of Community Services for the. Following the tender closing process and award of tender the successful bidder will be provided the detailed artwork by the Town of Blackfalds. The Town has budgeted a set amount of funding for this project. Depending on the bid amounts and should there be insufficient funds to complete the project in the current year, the Town will reserve the right to negotiate with the successful bidder to reduce costs. This negotiation may include a change in overall scope of the project, use of alternative materials, in-kind contributions by Municipal forces, or deferring a portion of the project to the spring of Should this need arise the Municipality will negotiate the change in terms with the successful bidder in good faith. 3.1 General Instructions to Bidders General Invitation for Tender Submission Sealed Tenders will be received by the Community Services Department and shall be clearly marked as follows: Community Place Making Initiative Phase 2- Vehicular Wayfinding Project Tender Request Project 2019-CPI-02 Tender Bids may be mailed or dropped off to the attention of: Page 6 of 20

7 Sean Barnes, Director of Community Services Box Waghorn St Blackfalds, AB T0M 0J0 3.2 Tender Bid Requirements The following tender bid format information must be adhered to for tender preparation and submission: Submit three (3) bound copies of the tender bid Completion of Tender Bid Cost Sheet in entirety as provided in Schedule D Reference Sheet of comparable projects completed in the last 5 years Schedule E Proof of Insurance (5.1) Proof of WCB Coverage (5.2) Sealed tenders will be accepted no later than: Wednesday, March 6 th, 2019 at 12:00 p.m. (noon) local time (MST). The Town will not accept tender bids by fax or for this proposal and it is the Bidder s responsibility to ensure their proposal is received by the by the prescribed time indicated. 3.3 Requests for Information Each Bidder is solely responsible for ensuring that it has all information necessary to prepare its tender and for independently verifying and informing itself with respect to any terms or conditions that may affect the tender bid. Bidders are responsible to ensure that they are thoroughly informed with the requirements of the project. 8 3.4 Negotiation The reserves the right to negotiate with any or all bidders including those bidders that have submitted a tendered bid that does not fully comply, either in material or nonmaterial ways, with the Tender requirements or on specific elements in whole or in part of the overall project scope. 3.5 Acceptance of Tender Bids The will have specific interest in tender bids that best demonstrate the overall ability to carry out the project successfully. Qualifications, abilities, resources, experience, and submitted costs will be considered through the evaluation scoring completed for each tender submission. The reserves the right to reject any or all Tenders or to accept the Tender deemed most favorable to the Municipality. The Municipality also reserves the right to negotiate with the successful bidder to amend the overall scope of the project or cancel the project in its entirety. 4.0 PROPOSED SCHEDULE & SUBMITTAL INFORMATION Milestone Scheduled Date Release of Tender Bid Package February 13, 2019 Tender Bid Closing Date/Time March 6, 2019 at 12:00 p.m. MST Selection of Contractor Week of March 18 th, 2019 Start Up Meeting/formalize contract March 29, 2019 Project Commencement TBD Project Completion Step 1 - Primary June 30, 2019 Project Completion Step 2 Secondary August 30, 2019 The reserves the right to modify the schedule as circumstances may justify. The project in its entirety must be completed within the 2019 calendar year unless otherwise indicated by the at the time of contract signing. 5.0 TENDER BID REQUIREMENTS 5.1 Proof of Insurance The requires specified insurance coverage to be in place by the Bidder and that the Tender bid be accompanied by a Certificate of Insurance, certifying that the specified insurance is in place or, if the required insurance is not in place, by a letter of insurability or undertaking of insurance in standard form from the Bidder s insurance broker certifying that the Page 8 of 20

9 required insurance will be issued to the Bidder if their tender bid is successful. Insurance requirements are as follows: Standard automobile, bodily injury and property damage insurance providing coverage of at least FIVE MILLION ($5,000,000) DOLLARS inclusive and in respect of any one claim for the injury to or death of one or more persons or damage to or destruction of property; A comprehensive general liability insurance policy providing coverage of at least FIVE MILLION ($5,000,000) DOLLARS inclusive and in respect of any one claim for injury to or death of any one or more persons or damage to or destruction of property. Coverage to include: non-owned automobiles; independent subcontractors; contractual liability including this Agreement; broad form property damage endorsement; environmental liability; and products and completed operations coverage Contractors' Equipment Insurance on an "All risks" basis for replacement cost covering construction machinery and equipment used by the Construction Manager for the performance of the work, including boiler insurance on temporary boilers and pressure vessels Employer's Liability Insurance respecting employees, if any, of the Proponent with limits of liability of not less than FIVE MILLION ($5,000,000) DOLLARS per employee for each accident, accidental injury or death of an employee or any subcontractor engaged by the Proponent; and Such other insurance as the Town may from time to time reasonably require. The Bidder shall cause all insurance coverage maintained by the Bidder in accordance with this Tender, except for errors and omissions coverage (if required), to name the Town and any other party designated by the Town as an additional insured and to contain a severability of interests or cross liability clause. The Bidder shall cause all insurance coverage to provide that no such insurance policy may be cancelled without the insurer providing no less than thirty (30) days' written notice of such cancellation to the Town. The Bidder shall, upon the request of the Town, furnish written documentation, satisfactory to the Town, evidencing the required insurance coverage. The cost of all of the insurance required to be held by the Bidder as set forth herein shall be borne by the Bidder. 5.2 Proof of Worker s Compensation Coverage (WCB) WCB is compulsory for employers of three or more employees and includes the employer. The successful Bidder of whom the Town may enter into a contract with for the completion of the project must be in good standing with WCB and provide proof of such in bid package. Page 9 of 20

10 5.3 Business License The successful Bidder will be required to obtain a Business License. 5.4 Warranty The successful bidder must confirm and provide warrant details for both materials and workmanship relating to this project. 6.0 PROJECT COST SUBMISSIONS Bidders are required to determine costs for each of the project components as outlined in Section 3.0. These costs will be provided as a lump sum amount for each component listed in the table provided in Schedule C. This table must be filled out and included as part of the tender submission. Any and all other costs relating to the project shall be inserted in the row(s) signified as other. The evaluation process as outlined in Section 7.0 will take into consideration the project cost amounts as well as other ranking criteria as indicated in the table contained in that section. 7.0 EVALUATION CRITERIA/SELECTION PROCESS The evaluation process will involve both qualitative and quantitative elements. All proposals submitted will be evaluated in the context of the overall value that they provide to the Town of Blackfalds. While cost is a significant part of the evaluation criteria, it will not be the sole determinant. Tenders will be reviewed by the Administration staff who will then make recommendation to Town Council for project award. Proposals will be reviewed and ranked on the following criteria and scored out of a 100 point total as follows: Ranking Criteria Percentage Demonstrated understanding of project overall and included components 20% Qualifications of project team and firm s relevant experience 20% Approach, methodology & clear definition of process 20% Timelines to complete project 10% Total cost 30% Total Ranking Percentage 100% The Administration will make recommendation of project award to the Blackfalds Town Council. Once approval is made through Council resolution the project can proceed. Anticipated award will take place the week of March 18 th, 2019 Page 10 of 20
