3 This Report Card supports City Council s Action Plan, by breaking down the action items into two categories: These tasks are typically projects that include several phases. In order to show the full scope of the initiative, all phases remain identified, including those which are completed. WAT S NEXT These tasks will be undertaken in the coming months or years; they were not meant to be tackled in Year 1. QUESTIONS? 4 PILLAR 1 ENVIRONMENT ACTION PLAN REPORT CARD PRIORITY DESCRIPTION COMMENTS l NOTES Upgrade sewage treatment facility prior to regulatory compliance deadline of 2020 Project is on target to be completed in The Greater Moncton Wastewater Commission is overseeing this project. Reduce asphalt/water/sanitary sewer/storm sewer infrastructure deficit as per Long-Term Financial Plan Asphalt (Road) - Annual spend for street reconstruction, resurfacing, microsurfacing Water - Annual spend for water main renewal Sanitary sewer - upsizing sewers and renewing sewers that have reached the end of their service life l $11M was spent in An annual investment of $9.5M is required as per the asset management plan. l $4.4M was spent in An annual spend of $3M is required to reduce the infrastructure deficit for water mains. l $6M was spent in An annual spend of $2.5M is required to reduce the infrastructure deficit for sanitary sewers. l $11M was spent in An annual spend of $3M is required to reduce the infrastructure deficit for storm sewers. Storm sewer - increasing the capacity of the storm sewer system by installing storm sewer relief systems, retention ponds and upsizing existing sewers Mitigate environmental risk to our built infrastructure in the context of climate change Implement 25 year Climate Adaptation Plan. Major actions implemented in 2017 l Continued backwater valve incentive program; l Design of stormwater infrastructure considering increased rainfall; l Implement Naturalized Stormwater Management Guidelines completed the first pilot project (Fairview Knolls) and started the second pilot project (Grande Allée); l Launched RFP for the Neighborhood Flood Mitigation Study (partially funded by the Federation of Canadian Municipalities) PILLAR 1 ENVIRONMENT 4 ACTION PLAN REPORT CARD

5 PRIORITY DESCRIPTION COMMENTS l NOTES Renew water purification and supply contracts Water treatment: New contract due Jan 2020 A condition assessment was undertaken to determine the level of maintenance and capital investment required over the life of the new contract. The process of establishing a new contract has been divided into three steps: Request for Qualifications, Request for Proposals, and negotiations with the intent to have a final agreement ready by the summer of Implement Sanitary Sewer/ Storm Sewer/Water downtown infrastructure Plan Upgrade to the downtown areas storm, sanitary sewer and water distribution system. Albert Street reconstruction project completed. Queen and Lewis Streets reconstruction project completed. Preliminary design work of Lutz and Robinson Streets has been completed. Update the Integrated Community Sustainability Plan (ICSP) A staff Steering Committee to review and update the ICSP. Consideration will be given to review the ICSP in conjunction with the City s Municipal Plan Review scheduled in This will allow the two plans to be better integrated and to further complement each other. This will also permit a more comprehensive public consultation process to be conducted. PILLAR 1 ENVIRONMENT 5 ACTION PLAN REPORT CARD

6 PILLAR 2 SOCIAL ACTION PLAN REPORT CARD PRIORITY DESCRIPTION COMMENTS l NOTES Partner with YMCA to develop North End Centre Purchased land at Twin Oaks Functional analysis report completed Facility to open approximately 18 months following funds being secured by the governments of Canada and New Brunswick as well as the YMCA capital campaign. YMCA has worked on a request for funding which is to be submitted to other levels of government in early Agreement between the City of Moncton and YMCA has been ratified by both parties Procure new Codiac Regional RCMP facility Top successful candidates from Request for Qualifications process in 2016 will be invited to respond to a more detailed bid document. Consultant hired (Deloitte) to provide Canada-wide jurisdictional scan of similar projects and to provide comparators and guidance on financing, ownership models and appropriate next steps. Building completion will be approximately 2 years following the award to the successful bidder. Work with Province and community to repurpose Moncton igh School An agreement between the Province of New Brunswick and eritage Developments has been reached for the purchase of the property. eritage Developments are conducting their due diligence prior to finalizing the purchase. It is expected eritage Developments will finalize the purchase of the property in Administration will work with eritage Developments as they undertake a neighborhood consultation / workshop for the off-site parking lot. 7 PRIORITY DESCRIPTION COMMENTS l NOTES Destination 2040 recommendations being reviewed Destination 2040 implementation plan completed Elmwood Drive reconstruction from Cedarwood Drive to Longfellow Drive has incorporated Destination 2040 strategies. Future capital projects for roads, intersections or trails follow any recommendation from the Destination 2040 plan. Funding plan for 2018 has been submitted for consultant services for roadway improvements to: l Mountain Road (Gorge Road to Magnetic ill) l Mountain Road (Vaughan arvey Boulevard to Wheeler Boulevard Traffic Circle) l St. George Boulevard (from Vaughan arvey Boulevard to Edinburgh Drive) Active Transportation Plan projects underway. and intersection review and design to: l l l l Carson Drive at Wheeler Boulevard Shediac Road at Glengrove Road Ryan Street at Evergreen Drive Millennium Boulevard at Russ oward Drive Active Transportation Plan for 2017 included construction of Sentier Pommier and Sentier École. 8 PILLAR 3 CULTURE ACTION PLAN REPORT CARD PRIORITY DESCRIPTION COMMENTS l NOTES Implement Cultural Plan Included in the Cultural Plan is a 10-year action plan which will be brought forward for funding consideration during budget deliberations on an annual basis. Substantial work has been conducted on the Public Art Master Plan. The Plan will be brought forward to City Council in the first half of Downtown Centre Plaza Public Art project l Public Art Work chosen l Production and installation of artwork in progress l Installation to be completed by August 2018 A work plan has been developed for 2018 through 2020 and a number of performance indicators have been implemented. Implement Bilingualism Plan developed by Moncton Bilingualism Committee Update Official Languages Policy (nearing completion) Community awareness campaign promoting the value of both linguistic groups in partnership with Dialogue NB An audit was conducted by the Office of the Commissioner of Official Languages for New Brunswick. The City of Moncton was rated the highest of all municipalities on compliancy pertaining to the New Brunswick Official Languages Act. Action/language management plan. 9 PILLAR 4 ECONOMY ACTION PLAN REPORT CARD PRIORITY DESCRIPTION COMMENTS l NOTES Fundraise for the Downtown Events Centre Fundraise $5 million for the Events Centre and Plaza. Market study has been conducted. Implementation of the fundraising strategy and campaign plan have been completed. Establishment of the campaign committee including honorary patrons and major gifts ambassadors. Establish a downtown core community improvement revitalization master plan Finalize Downtown Community Improvement Plan: A Master Plan for Downtown Revitalization The plan has gone through two revisions and will be finalized and brought to Moncton City Council for ratification in Establish Downtown Tax Revenue Growth Plan Presentations to regional, national and international developers on opportunity in the downtown core Develop inventory of property and land for new construction and repurposing The City remains focused on the long-term financial plan objective of $83 million of new assessment by In 2017, the downtown core has attracted over $45 million in building permits. The City continues to work with local property owners to seek increased downtown investment. In addition, work is being conducted with out of market investors to promote new downtown development. Reinvest in tourism Update the Tourism Plan This is in essence a review of the City s Tourism initiatives. City will continue to build on the regional tourism partnership in South-East NB. Request for proposals to be awarded in early Capitalize on our smart city potential Adopt Open Data Policy The Open Data Policy was adopted in February Make more on-line services available for our citizens The City is preparing a submission to the Smart Cities Challenge. Four new online services were made available to the public in The City of Moncton will submit a proposal in 2018 as part of the federal government s Smart City Challenge. l WAT S NEXT Pursue hotel levy with Province Re-ignite discussion with Province and oteliers Provincial Government has stated they will not create enabling legislation in this current term to permit a hotel levy.
