1 PROFILE: Louis Zunguze, MURP Faculty and Coordinator of Coastal Management and Sustainability, University of South Florida (USF), Patel College of Global Sustainability; and Principal of The PTL Group, Inc., USA Louis Zunguze is the faculty and Coordinator of the Coastal Management and Sustainability Concentration at USF Patel College of Global Sustainability; and is the Principal of The PTL Group, Inc., a U.S. based consulting company specializing in sustainable community, regional and international planning and development. Louis undertook his under graduate studies in Geography and Climate Studies at Huddersfield Polytechnic in England, UK and his graduate studies in Urban and Regional Planning at the University of Akron in the United States. Louis has over 25 years of international experience - Southern and West Africa; Europe; and North America - in guiding local, regional and national governments vision, plan, design and implement sustainable development and public policy initiatives in land use master planning; community and economic development; environmental planning; and transportation facilities planning and implementation. Louis served as the City Planner/Advisor for both the Summer Olympic Games of 1996 hosted by the City of Atlanta and the Winter Olympic Games of 2002 hosted by Salt Lake City. These two unique experiences, along with his vast international experience, have provided Louis with a formidable perspective involving both urban planning and international relations. He recently managed the development based on smart growth and sustainable development principles - of the City Creek Project a $1.5 billion mixed-use, redevelopment project encompassing 23 acres in the core downtown of Salt Lake City, Utah. Louis is an expert in the Sustainable Development Appraisal System, a system which rates the merits of development from the perspective of smart and sustainable growth principles, and he regularly speaks at planning and development forums about public involvement in creating sustainable communities, and is a contributor to the Urban Land Institute (ULI) Panel that prepared the (2006) publication entitled Ten Principles for Rethinking the Mall. Recently (November 2016) was the keynote speaker at the II International Congress of Tourism Observatories held in Quito, Ecuador. 1

2 WORK EXPERIENCE: Faculty and Coordinator of the Coastal Sustainability Concentration (2015- Present) USF Patel College of Global Sustainability Tampa, Florida Responsible for developing and teaching graduate courses (online and inclass): Concepts and Principles of Coastal Planning, Management and Sustainability; Strategies and Implementation of Coastal Planning, Management and Sustainability. Assist in the development and teaching of graduate course (online and inclass): Concepts and Principles of Sustainability. Assist in the development of the proposed United Nations World Tourism (UNWTO) Observatory. President/Principal (2008-Present) The PTL Group, Inc Salt Lake City, Utah Responsible for the overall operations of the company and the design and implementation of the company s urban and regional projects nationally and internationally. Worked in collaboration with Fowler White Law firm (now Buchanan Ingersol & Rooney PC) to prepare a sustainable community development plan for South Hillsborough County, Florida. Current projects include - the preparation of a sustainable development plan for the City of Health anchored by the upgrading of the Kintampo College of Health to a proposed University in Kintampo, Ghana. Community Development Director ( ) Department Of Community Development Salt Lake City, Utah Responsible for establishing the sustainability vision, goals, programs and operational direction of the Department of Community Development staff 128 employees, including monitoring and evaluating divisional goals and performance, long range planning, budgeting, contracting, fiscal management and service delivery by the divisions of Planning and Zoning Enforcement; Building and Licensing Services; Housing and Neighborhood Development Services; the Arts Council and City Transportation. 2

3 Establish policy and procedures relating to services provided by individual divisions, coordination of activities between divisions, delivery of services through agreements with other governmental agencies and the City, and the fiscal responsibilities of the Department. Develop long and short-range planning, transportation, historic preservation and sustainability programs in cooperation with Division Heads to ensure timely improvements to the central business district, neighborhood districts, business license services, transportation, and other community development projects essential to the City s viability. Oversee the development and implementation of innovative systems in the City s sustainable development review and permitting processes including the establishment of the City s One-Stop-Shop Development Review Center. Supervise budget preparation and approve divisional budgets to be submitted for consideration by the Mayor and City Council. Submit and justify all divisional budgetary requests. Oversee all budgetary expenditures. Prepare regular reports for the Mayor and City Council, which reflect current status of sustainable development programs in the City. Respond to and make presentations to the Mayor and City Council regarding major and high profile issues and projects. Monitor performance of all divisions by establishing productivity standards including conducting program effectiveness reviews within the department to streamline functions or verify that program directives have been implemented. Appoint and directly supervise Division Heads. Direct Division Heads in carrying out Mayor or Council initiated programs. Serve on State and local committees related to community and economic development functions such as the Salt Lake City Chamber of Commerce, the Downtown Alliance. Act as a liaison and interact with other municipalities, county, state and federal agencies, major developers and the citizens of the City on community and economic development issues. Planning Director ( ) PLANNING DIVISION Salt Lake City, Utah Responsible for directing the activities of the Planning and Zoning Division and the preparation, implementation, and coordination of the City's Historic Preservation and Community Master Plans. 3

4 Responsible for preparing policy recommendations to the Planning and Zoning Commission, Board of Adjustment, and Historic Landmark Commission, including all statutory and land use policy activities. Serve as the planning advisor, through provision of sound planning principles, to the Mayor; City Council; Director of Community Development and other department heads; various boards; public officials and the general public. Review development projects and the application of City land use regulations, ordinances and codes. Work with the Mayor, City Council and Director of Community Development - to establish a sustainable vision for the future of Utah s capital city following the successful hosting of the Salt Lake Winter Olympics, and accomplish City goals and plans. Direct the coordination and promotion of City plans with other planning agencies. Work closely with architects, builders, and developers to explain the City's plans and programs. Give professional advice and ensure that new developments are consistent with the plans of the City. Set priorities, schedules and obtain funding for division projects that are not part of the annual work program. Direct and implement the City's Strategic Overall Planning Program. Direct the preparation of the Planning and Zoning Division's work program and annual budget. Monitor all division expenditures and seek alternative funding sources such as grants, improved efficiency and cost savings. Manage all department activities in the areas of general administration; budgeting; work priorities; staff retention, advancement, discipline and hiring; and staff professional development. Prepare and recommend new and innovative planning and implementation strategies addressing complex urban issues. Responsible for coordinating delicate and volatile land use issues affecting the Division and its boards and commissions. Development Director ( ) DEPARTMENT OF PLANNING AND DEVELOPMENT Cherokee County/Metropolitan Atlanta, Georgia Responsible for implementing countywide planning and development policies and programs, including: sustainable planning and zoning/land use activities; economic development; project review and approval procedures. Coordinate the activities of the Divisions of Planning and Zoning; Building Services; and Engineering. Manage the County s Georgia Green- Space/Sustainability Program to capitalize on the successes of the Atlanta 4

5 Summer Olympics; Kiosk/National Sign Plazas Program; and transportation initiatives. Responsible for preparing and implementing the County s Long-Range Sustainability Development Plan. Research, and prepare policy recommendations on development, economic, and land use activities to the County Manager, County Commission, County Municipal Planning Commission, and the County Board of Zoning Appeals. Prepare appropriate ordinances/codes to support all approved land use and development policies. Responsible for initiating special studies in planning, zoning, and economic development matters. Work closely with the Cherokee County Development Authority to prepare and implement incentive packages to promote economic development in the County. Coordinate land use and economic development activities with County departments, the business community and neighborhood groups, regional and state agencies. Manage and coordinate all department activities in the areas of general administration; budgeting; work priorities; staff retention, advancement, discipline and hiring; and staff professional development. Director of Community Development ( ) DEPARTMENT OF COMMUNITY DEVELOPMENT City of Kent, Ohio Responsible for directing and implementing the City s planning, land use, housing, and economic development programs including: the City s Housing and Urban Development (HUD) Grants Programs CDBG and HOME; preparation of the City s Consolidated Plan; Historic Preservation and Neighborhood Preservation/Redevelopment Program; Revitalization and Economic Development Initiatives; and the City s Social Services Program. Responsible for implementing the City s Geographic Information System (GIS), prepare land use and development ordinances. Provide interpretations regarding planning, zoning, and building ordinances and regulations. Responsible for preparing and implementing the City s Comprehensive Land Use Plan. Research, develop, and make recommendations on development policies to the City Manager, City Council, and City Planning Commission. Coordinate departmental activities with other City departments, the business community, community groups, and regional agencies. Manage all departmental activities in the areas of staff hiring, promotion and development, and budgeting. 5

6 Development Coordinator ( ) DEPARTMENT OF COMMUNITY DEVELOPMENT City of Kent, Ohio Responsible for overseeing all private and public development projects through the City s development review process. Interpret and enforce the City s Zoning and Land Use Regulations. Prepare and update various City planning documents, such as the City s Comprehensive Development Plan, and the Thoroughfare Plan. Maintain the Department s Land Use Database. Responsible for implementing the City s Neighborhood Revitalization Program, and coordinated activities of the City s Planning Commission, the Board of Zoning Appeals, the Architectural Advisory Board, and the Land Use Committee of the City Council. Planning Consultant ( ) MEDINA COUNTY PLANNING COMMISSION Medina County, Ohio Coordinate the formulation of goals and objectives of the County s Development Plan. Prepare reports identifying key development factors impacting the County s development trends. Responsible for preparing the County s Sustainable Land Use Development Plan consisting of special land use reports for the County s Township areas. Assist the Development Plan Steering Committee in the development of methodologies and establishment of a framework to evaluate the strategic components of the Medina County Development Plan. Assist in tasks related to the State Route 18 (major State thoroughfare in Medina County) Strategic Action Plan Project including reviewing consultants submissions and making recommendations to the Development Committee. Planning Consultant ( ) DEPARTMENT OF PLANNING City of Wadsworth, Ohio Prepare land use surveys and updating the City s Land Use and Zoning Map. Research and document architectural design standards for consideration by the City s Architectural and Design Committee. Undertake a Public-Right-of-Ways Vacation Study. Principal Planning Officer ( ) DEPARTMENT OF PHYSICAL PLANNING City of Harare, Zimbabwe Chief Advisor to the Director of Physical Planning on matters pertaining to the preparation and review of land use policies and economic development plans for all districts and provinces in Zimbabwe. Advise the Director on major strategic aspects of policy planning and information management systems. Recommend and coordinate the planning of major land subdivision, regional rural and urban economic development projects. Assist local governments in writing and submitting funding proposals to the Central Government. Coordinate research in land use and economic development projects in District and Provincial areas.
