Facilitated updated communication plan which includes a new web site and all facets of social media. IPS Group, College Station, Texas Principal ( ) IPS Group was formed to serve the planning needs of small and medium sized communities and to facilitate the development process for the private sector. Bryan Comprehensive Plan Update Served as project manager following the city of Bryan s selection of IPS Group to update their comprehensive plan. The planning team was required to incorporate Bryan s 2003 Parks Master Plan, and develop new greenways, drainage and annexation plan. The Plan was adopted in January of 2007 and awarded the 2007 Plan of the Year Award by the Texas Chapter of the APA.

This work focused on document organization, format, consistency among provisions, administrative efficiency, regulatory clarity and legality. City of College Station, Texas Director, Development Services Department ( ) Oversaw the 35 employees of the Development Services Department (Long-Range Planning, Development Review, Building and Engineering Divisions) along with its $2.4 million annual budget. Served as ombudsman to the development community, residents and media regarding all development matters and as staff advisor to the City Council and six city boards, commissions and committees Coordinated the review and development of all land use and development legislation and served as an exofficio member of the Texas A&M University Campus Facilities Planning Committee. The City of College Station sought to update its zoning and subdivision regulations and combine them in to one unified ordinance. The Unified Development Ordinance was intended to protect existing neighborhoods and be easier to administer. When the consultant failed to make substantial progress staff, was given the task. Weekly 7am meetings with citizens, engineers and developers were employed to review and refine each section. Though the initial draft was hotly contested by the development community, the final draft was recommended by development representatives. The resulting document was adopted by a unanimous vote by the City Council in March of Developed, along with the City of Bryan, a fast-track permitting system for industrial clients of the Research Valley Partnership (RVP). The system provided certainty through the development process of requirements and expectations. This approval process also provided a joint review by a team of professionals customized to the needs of the particular development. Established a cooperative working relationship with the development community through joint reviews of development plans. Oversight of the city s thoroughfare plan along with the production and adoption of several major amendments, including the 2003 Bike and Pedestrian Master Plan. Established cooperative working relationship with campus facilities staff while serving as an ex-officio member of the Texas A&M University Campus Facilities Planning Committee. 2

Served as liaison to the City Council, Planning & Zoning Commission, Developers and Community on planning and development related matters. Coordinated the development and adoption of Auburn 2020, a strategic vision for the sustainable development of the city, Auburn University and surrounding Lee County, Alabama. The process covered topics ranging from infrastructure and economic development to aesthetics and education. The plan was born of the desire to address pressures associated with rapid growth while allowing for an expanded sales tax base. The plan s goal was also accurate planning for parks, thoroughfares and utilities and increased cooperation with the Auburn Independent School District and Auburn University. The plan was recognized in 1998 with the Alabama APA Chapter s Plan of the Year Award. Performed the Auburn Growth Boundary Study to more accurately predict the growth of the city by the year 2020 and outline the capital improvements necessary to serve the residents, businesses, university and industries. The study was used as the foundation for successive capital improvement plans and associated bond issues. Performed comprehensive overhauls of the zoning code and subdivision regulations. Instituted joint departmental reviews of all development projects. Authored, amended and maintained the city's annexation plan. City of Oxford, Ohio Director of Planning/Historic Preservation Administrator ( ) Charged with guiding all development reviews and approvals. Staffed four city boards and commissions along with advising City Manager and City Council on development matters. Oversaw the combined planning, code enforcement, building and grant administration staffs. Oversaw the development of the city s new comprehensive plan, Oxford Tomorrow. Updated the subdivision regulations and zoning codes. Supervised all planning and code enforcement efforts. Oversaw the city s building department. Administered the local Community Development Block Grant (CDBG) program. Staffed the Historic & Architectural Preservation Commission. Developed and updated the city s Capital Improvement Plan (CIP).
