Although WSB is a full-service design and consulting firm, the core service that our firm has been built upon and in which our strong reputation lies is in city/municipal engineering. WSB currently serves as the city engineer for 37 communities in Minnesota. For five of these communities, WSB staff members serve as the in-house City Engineer from two to five days per week. WSB has the experience, expertise, and the capacity to effectively meet the City s needs as interim Public Works Director and City Engineer. 2 Sue Iverson August 24, 2016 Page 2 Proposed WSB Team Bret Weiss, PE Client Liaison/Large Project Advisor We are proposing that Bret Weiss, PE, will serve as the Client Liaison and Large Project Advisor for the City of Arden Hills. Bret s experience of more than 30 years in this industry, 26 years as a city engineer and in leadership with large infrastructure projects and development project review, administration and funding will provide value as the City moves forward with the Rice Creek Commons development. Bret has spent his career as a consulting City Engineer and has an expertise working on large development projects for metro communities. He will actively support our team and will be visible/supportive to the City Council and leadership team. Andy Brotzler, PE Interim Director of Public Works/City Engineer Andy Brotzler, PE, is proposed to be assigned as the interim Director of Public Works/City Engineer/ for the City of Arden Hills. Andy s more than 20 years of experience, including 13 years as the full-time contract City Engineer for the City of Rosemount with six years as the Director of Public Works, makes him an experienced candidate and will allow him to immediately step in to this role. During his time with the City of Rosemount, he led a Public Works Department of 26 staff with an annual operating budget of $10 million along with the development and delivery of over $100 million in capital improvement projects. Additionally, Rosemount has been planning the redevelopment of the UMore site, a former Army ammunitions site, during Andy s tenure. While development has not commenced at this time, Andy has been instrumental throughout the planning and environmental process. Sue Polka, PE Interim Assistant Director of Public Works/Assistant City Engineer We are proposing to assign Sue Polka, PE, to serve as Assistant Director of Public Works/Assistant City Engineer. Sue has more than 30 years of industry experience having served as both Director of Public Works and City Engineer for communities in Minnesota and most recently served as the Director of Engineering and Capital Projects for a community in Texas where she was responsible for the management of a $400 million, five-year CIP. Sue will be joining WSB on September 1, 2016 and as such has no current assigned activities at WSB. She will be a strong addition to the Arden Hills team. Hannah Rybak Staff Planner Hannah has a bachelor s degree in urban and regional studies and a master s degree in urban planning. Hannah works closely with the community planning group regarding day-to-day city planning activities. Her attention to detail and efficient research capabilities will provide a critical resource to the completion of any planning assignment. Jim Stremel, PE Project Manager Jim Stremel is an experienced engineer and will support our team with plan review, project development or any other activities that are necessary to support the engineering and public works departments. Jim has more than 14 years of experience as an engineer supporting municipal clients in all areas. Jim currently serves as the City Engineer for the City of Medina.

3 Sue Iverson August 24, 2016 Page 3 Scope of Services We will work with you, City staff and the City Council to address specific city issues and needs. We are anticipating that the City will need the following services during the interim period: General Public Works Operations, Staff Engineering and Staff Planning: This would include a variety of administrative, project management, technical support, and other duties as necessary. We anticipate the primary duties will include the following: Office hours as outlined below Attendance at City Council and advisory commission meetings as necessary Attend City staff meetings Lead Public Works operations, budget development and management Act as the City s liaison with other agencies Preliminary meetings with land-use applicants Respond to constituent requests Advise the Interim City Administrator and other City staff related to engineering issues Municipal State-Aid system management Participation, review and administration of the Rice Creek Commons development Day-to-day staff planning support as required We do not intend for the above list to be all-inclusive; rather, it represents what we anticipate the primary services that the City will need during this interim period. We are comfortable collaborating with City staff to modify the primary tasks to address the City s public works, general engineering and planning support needs, providing the City with maximum flexibility. Office Hours: Andy Brotzler will provide eight hours per week (one day) and Sue Polka will provide 16 hours per week (two days) of office time at City Hall/Public Works to complete the above duties. Bret Weiss will be available to assist on the Rice Creek Commons project and other projects as required. Hannah Rybak will be available as needed to provide day-to-day support for city planning activities. The specific days/working hours will be developed in collaboration with City staff. Basis of Compensation: General Public Works and City Engineer For the first three months of service, we will complete the general public works and staff engineering activities, including meeting attendance as outlined above, on an hourly basis at an hourly rate in accordance with the attached fee schedule. After three months of service, we will work with you to review the day-to-day activities and resource needs to evaluate the basis of compensation and terms of an extended contract. WSB has developed compensation packages that are intended to meet the needs of the City and we would be happy to negotiate an arrangement that meets the needs of the City in the best manner possible. Non-general services tasks, development review and project work This work will be completed by Andy Brotzler, Sue Polka, Bret Weiss, Hanna Rybak, and/or other WSB staff as necessary on an hourly basis at their hourly rates. Project work will be performed based on an approved scope and fee prior to beginning work.

6 Andrew J. Brotzler, PE Interim Director of Public Works/City Engineer Andy has almost 20 years of experience in the area of municipal and transportation engineering. From 2002 to 2015 he was the City Engineer for the City of Rosemount and was appointed Director of Public Works/City Engineer in As Director of Public Works/City Engineer, he led the Public Works Department which included Operations and Engineering and actively participated in all aspects of a senior management role within the City. Andy has overseen the development of the city s comprehensive water supply, sewer and surface water plans. He has also led the development of a transportation and transit plan for the city and maintains pavement management program. Over the years, Andy has led numerous public improvement projects with the city of Rosemount that include neighborhood reconstruction projects, county road turn back improvement projects, municipal cooperative agreement projects, and municipal state aid projects. Through his involvement with these projects, Andy has significant experience with the public involvement process, Chapter 429 process and coordination with jurisdictional agencies. This includes coordinating the plan review process through preliminary plat approval to ensure that the city s standards are maintained. It also includes the development and administration of subdivision agreements and project financing. Over the past thirteen years, residential development has resulted in an average of 300 new construction building permits per year. Andy continues to be actively involved in the City of Rosemount s planning efforts for the development of the UMore Park property, consisting of 5,000 acres. For the

8 Sue Polka, PE Interim Assistant Director of Public Works/Assistant City Engineer Sue is a registered Professional Engineer with over 30 years of experience in the public sector. Sue's municipal knowledge involves managing engineering and public works departments including oversight of capital improvement programs as well as operations and maintenance of municipal infrastructure. Her experience includes all phases of design and construction management of a variety of projects ranging from highway interchange improvements, street and utility reconstruction, public buildings, water and wastewater facilities, parks and trails. PROFESSIONAL EXPERIENCE Director of Engineering and Capital Projects, City of Pearland, TX Sue supervised the Engineering and Capital Projects Divisions, managing a $400 million, five-year capital improvement program. Sue worked with consultants who designed and provided construction management for street, facilities, parks, storm drainage, wastewater and water supply projects. She managed projects funded by the Texas Department of Transportation, reviewed consultant qualifications for a variety of capital projects, and oversaw development-related infrastructure projects. Public Works Director/City Engineer, City of Port Arthur, TX Sue supervised the Engineering, Drainage, Solid Waste, Landfill, Electrical (traffic signals, signing, striping, streetlights), and Equipment Divisions. She handled flooding issues due to a 100-year storm event including emergency procurement. Sue prepared the department budget for 2015 with assistance from staff, worked with consultants who design and provide construction management for over $20 million of street, drainage and water supply projects, managed projects funded by the Community Development Block Grant, Texas Water Board and State Hurricane accounts, and reviewed consultant qualifications for a new wastewater treatment plant. Additionally, she implemented 400-acre foreign trade zone designation in the city s industrial park. Sue oversaw the development and ongoing expenditures of the department budget ($1.5 million), attended all City Council and Planning and Zoning Commission meetings, prepared and conducted presentations, and resolved citizen complaints.

9 Sue Polka, PE Interim Assistant Director of Public Works/Assistant City Engineer Development Services Director/City Engineer, City of Avondale, AZ Sue directed and supervised the personnel and functions of the Engineering, Planning, Building Safety, Land Management, Engineering Plan Review, and Traffic Operations Divisions. She oversaw and directed development related issues and oversaw all municipal infrastructure in the areas of capital project design, procurement, and construction as well as traffic engineering operations. Sue coordinated assigned activities with other City Departments and outside agencies as well as provided professional and technical support to the City Manager, City Council, and other boards and commissions. Sue oversaw the development and ongoing expenditures of the department budget (FY 11/12 budget was $5 million, with a CIP of $13 million). Public Works Director/City Engineer, City of Mendota Heights, MN Sue was responsible for the supervision of 18 full-time employees in the Engineering Department, Public Works (including water and wastewater utilities, fleet, street maintenance, park maintenance, and facilities), Planning, Code Enforcement/Building Inspector and Recreation Programmer staff. She was the project manager for public improvement projects where she organized and facilitated public information meetings, supervised the preparation of feasibility reports and presented reports at public meetings. Sue coordinated department reviews of development projects and administered development contracts, prepared department budgets and the capital improvement program. Sue worked cooperatively with other agencies such as Dakota County, MN, Department of Natural Resources, MN, the Department of Transportation, and watershed districts. Sue prepared the department budget (2007 budget was $3.8million), attended all Planning Commission and City Council meetings, prepared and conducted presentations, and resolved citizen complaints. City Engineer (June 2000 to March 2004), Assistant City Engineer (March 1997 to May 2000), City of Prior Lake, MN Sue was responsible for the supervision of Engineering Department staff. She was the project manager for public improvement projects and developed a five-year CIP for streets and utilities. Sue organized and facilitated public information meetings, supervised the preparation of feasibility reports and presented reports at public meetings, prepared assessment rolls as well as coordinated the department review of development projects and administered development contracts. Sue worked cooperatively with other agencies such as Scott County, Shakopee Mdwanketon Sioux Community, and watershed districts. She prepared the department budget (2003 budget was $515,000), attended Planning Commission and City Council meetings as necessary, and resolved citizen complaints.
