The aim f this strategy is t prvide a methdlgy (the hw ) t ensure that decisins abut the need fr managing and exchanging data, and decisins abut the ways t d s are taken in a cherent, prfessinal, efficient, cst-effective way, accuntable and cmprehensible t the citizens and the prfessinal users. On 30 Nvember 2009, the Cuncil apprved Cnclusins n an updated Infrmatin Management Strategy (IMS) fr EU internal security. The Strategy as such has a lng-term fcus and can be further develped and updated as the verarching visin develps. Upn prpsal frm DAPI, the Cuncil apprved a renewed IMS Strategy (15701/1/14) n 18 December The IMS aims at supprting, streamlining and facilitating the management f infrmatin necessary fr carrying ut expedient crss-brder infrmatin exchange between law enfrcement authrities, authrities respnsible fr brder management, and judicial authrities dealing with criminal matters. The IMS prvides guidance n hw t translate business needs int structures and cntent, and cntained under a number f fcus areas the strategic gals t be achieved. 5175/3/16 REV 3 GB/jg 1 DGD 1C EN

2 The Cuncil Cnclusins n IMS set ut that steps shuld be taken t develp and update as necessary a detailed IMS actin list in rder t fulfil the verall aims and bjectives f the Strategy. T that end, delegatins are regularly invited t prpse actins and define their cncrete gals, prcesses and deadlines. S far, three actin lists with a life-span f 18 mnths each were established and actins were implemented. The 4th IMS actin list, which cntained six actins, was drafted in line with the utcme f questinnaire CM 5306/14. As discussed at the DAPI meeting f 2 September 2015, it was understd t be a living dcument suppsed t expire, in principle, n 30 June With this in mind, the Presidency submitted t DAPI the draft 5th actin list, which substitutes the 4th actin list. It cntains nine actins and its life span is limited t 18 mnths starting n 1 July Fllwing the endrsement, n 20 June 2016, by the Cuncil f the Radmap n JHA infrmatin exchange and infrmatin management 1, the Presidency highlighted at the DAPI meeting f 13 June 2016 the need t add t the draft 5th IMS thse actins frm the radmap which are DAPI relevant. Pending their further detailing, they are mentined nly as tpics in the list. In line with discussins f DAPI n 13 June 2016, the Presidency invites delegatins t endrse by means f silence prcedure the cnslidated draft 5th IMS actin list as set ut in Annex t this dcument. Duratin: 01 January June 2017 (18 mnths). Additinal remarks Radmap: Member State PIUs will agree n the way t share infrmatin n suspects and anmalus travel patterns and targeting rules, between the PIUs and with third cuntries where pssible. Interperability and infrmatin exchange between PIUs is key t ensuring an effective use f PNR. Lessns learnt frm prjects such as the FIU.net embedment shuld be taken int accunt when develping infrmatin exchange infrastructure and practices fr the future PIUs t ensure a shared perspective is integrated frm the beginning. Member States are encuraged t participate t the maximum extent in the Cmmissin ISF prjects n interperability and ther multilateral and internatinal initiatives n this imprtant issue. These phases cannt be distinguished easily. Hwever, the prerequisite fr all thse phases is sufficient clear-cut infrmatin (including supplementary infrmatin) in rder t determine which actin t undertake. This is vital t ensure prper use f limited resurces and t avid misguided r ineffective actins. The actin is aimed at a result as practical and cncrete as pssible. The added value fr Prüm infrmatin sharing cmes frm increased knwledge f what actin can be expected frm Prüm partners in different situatins. Thereby rapidity, mre cherence and versight in view f sharing infrmatin fr mutual legal assistance can be ensured. This will be supprted thrugh the implementatin f effective case management and wrkflw slutins.
