The specific objectives are to assist the GOM to: (i) construct and rehabilitate critical infrastructure essential for sustained economic activity in the tourism, manufacturing, agribusiness and mining sectors; (ii) put in place appropriate incentive measures to achieve rapid growth; (iii) develop the instruments to ensure equitable, sustainable growth; and (iv) strengthen the capacity of local authorities to formulate, prepare, implement, and manage medium- and long-term integrated of future regional development projects Has the Project Development Objective been changed since Board Approval of the Project? 2 Implementation tatus Overview Based on the recommendations of the mission of August 29, partial disbursement of a total amount of U$3,685, was authorized under OP/BP 7.3 to allow financing implementation of planned and on-going necessary activities that specifically address safeguards and reputation risks. About 5% of this amount has been allocated or disbursed and overall progress in the implementation of these exception measures is Moderately atisfactory. Despite the difficult operating environment, the NP has managed to successfully implement most of the agreed activities albeit with some understandable delays. Key achievements include satisfactory resolution of the safeguards issues related to the retrenchment of the workers of the old Fort Dauphin port and the implementation of the resettlement action plan for the persons affected by the Project in Fort Dauphin. The One top hop under the Economic Development Board of Madagascar (EDBM) continues to provide business support services to the private sector. The resumption of construction works on the RP118 access road to Ranomafana in Fort Dauphin has helped to restore access to the affected population. In Nosy Be, the project support for the implementation of the Nosy Tanikely Management Plan has led to highly satisfactory outcomes in terms of conservation and eco-tourism. 13 Key Decisions Regarding Implementation The Project continues to operate under OP/BP 7.3 with limited disbursements for activities that specifically address safeguards and reputation risks under exception measures. The Task Team is seeking approval for full resumption of the Project in order to maintain the integrity of the Project design and facilitate support for activities that provide direct support to the private sector and poverty reduction efforts.
