Good progress was made on (i) the bidding process for the National Backbone (passive infrastructure) (no objection provided on short list on September 5 and on bidding documents on October 17, 2013), (ii) the bidding process for the selection of wholesale operator (short list submitted to the Bank for review on October 22, 2013) and (iii) the safeguards Page 1 of 5

2 documents for the national backbone have been cleared by the Bank on October 11, 2013 and are expected to be published in country and on Infoshop soon. Activities pertaining to the set up of the Special Purpose Vehicle Company (Société de Patrimoine des Infrastructures Numériques - SPIN) have progressed as well with the statutes being approved on July 22 and the board being appointed on October 14, However activities pertaining to the ACE subsidiary have not progressed as envisaged: now that the SPIN has been set-up, the ACE Subsidiary is expected to be set-up by December 31, The Bank has revised with Gabonese counterparts the action plan towards completion of the disbursement conditions for the connectivity component (International connectivity ACE, National Backbone). On October 7 and 8 the first workshop on the CAB4(Gabon)-CAB3(Congo) cross border fiber interconnection took place in Libreville between Gabonese and Congolese stakeholders. An action plan towards effective interconnection in 2014 has been agreed upon, and a Memorandum of Understanding is expected to be signed during the next workshop scheduled in January 2014 in Brazzaville.
