The project results would be measured through the following outcome indicators: (i) reduced transport time [or cost] inside the area; and (ii) increase in customer satisfaction with public transport services in the Greater Dakar Area (GDA). This progress is due to the effort made by the stakeholders for the project implementation since the Mid Term review, the enhancement of the roads works speed (80 % of the project) and the disbursement improvement (45.9% against 26% in October 2013). Out of the 80 km planned to be rehabilitated, 63 km were awarded and are under implementation among which km (34.9%) are entirely rehabilitated and the Page 1 of 6

2 remaining 43 km are under rehabilitation. The mission concluded that the progress towards PDO achievement has improved compared to what it was at the midterm review on October Nevertheless, PDO achievement by closing date of September 30, 2014 is not possible as some activities will not be completed at this time. The IP is Moderately Satisfactory as the stakeholders have improved their responsiveness. The procurement specialist hiring is undergoing to supplement some weaknesses in the procurement process. A close management from the TTL with weekly and monthly meetings, audio and VC have contributed to solve some issues at an early stage of their appearance and let to a significant improvement of the project implementation status and its disbursement level. Roads works: The rehabilitation of the road section Rufisque-Bargny (1.8km) is fully completed. The Grandes Niayes Road, around km split into three lots and estimated at US $19.5 million are composed as follow: Lot 1: Rufisque-Bayakh: km; Lot 2 : Bayakh-Notto Gouye Diama: km and Lot 3: Diogo-Loumpoul: km. The road section Notto- Mboro of 23 km has been covered by the technical studies but due to shortage of funds at the estimation stage, it was not advertised. Works have started and are in active phase. The deadline for completion of these works is end of July 2014 meaning that the works would be completed before the closing date (September 30, 2014) if the progress continues as expected. In the way to use the remaining funds deriving from the bidding of the 3 lots, 3 amendments to the contracts were proposed for complementary works and for paving the remaining 23 km between Notto Gouye Diama and Mboro. This will allow the coverage of the entire 80 km of the Grandes Niayes. - Institutional and capacity building component: The studies and technical assistance program of the project has been carried out by the two implementing agencies AGEROUTE and CETUD. The reform of restructuring of CETUD has made some progress and the new structure of CETUD is under implementation. Most of the key staff is in place and it is remaining the implementation of the capacity building. The design of a Bus Rapid Transit network for Greater Dakar (US$2 million) has started but will end after the project closing date. The deadline of the complementary works of the Grandes Niayes roads rehabilitations and some key studies completion will go beyond end of September To allow the completion of these activities and enable the achievement of the PDO, an extension of the closing date is recommended, as well as reallocation of funds and project restructuring to cancel some activities.
