The project development objective of this phase of the APL is to improve access of the population toall-season roads through maintenance,rehabilitation and upgrading of the classified road network. The indicators to assess theachievement of the PDO are (i) the percentage of classified roads in good and fair condition, and (ii) the percentage of the ruralpopulation within 2 km of an all-season road. Intermediate outcomes have been defined as follows: (a) improved road sectormanagement capacity; (b) enhanced execution of the road maintenance program; and (c) timely and cost-effective implementation ofthe IDA financed rehabilitation and upgradingof sectionsof the National Road N1. Some grant-funded activities appear to be at risk of not being completed by project closure, which would result in loss of funds to the project. The requirements of the Tribunal Administrativo s (TA) Visto (clearance) are delaying project activities. Substantial management changes in the Road Fund and National Road administration have taken place over the past year and the new management teams are slowly gaining their footing. Implementation Progress and Progress Towards Achievement of Development Objectives are downgraded to Moderately Unsatisfactory and Moderately Satisfactory on account of the persistence of delays to project activities. At the request of the Government, the Bank has approved a restructuring and extension of the project to enable direct payment to contracted entities. The exchange rate fluctuations between SDR and USD have resulted in a notional loss of about US$5.5 million. Sharp reductions in public expenditure following the deteriorating macroeconomic situation in the country have adversely hit the road sector budget that has seen a contraction of 16.5 percent and 23.8 percent in 2016 and 2017 respectively. Maintenance expenditure on roads and bridges has declined by 45 percent between 2015 and These spending reductions are reflected in lower realized intermediate results indicators. For example, planned routine maintenance and planned paved road maintenance are markedly lower at 68 percent and 70 percent respectively than targeted (100 percent).. Tribunal Administrativo Visto: An apparent change in how the existing TA visto requirement is applied to contracts in the Road Sector has resulted in delays to payments and interrupted progress of some contracts. The issue has the potential to worsen and the Bank is working with the client to identify options to mitigate impacts on the completion of project activities. Phase 2 Emergency Works: All four works contracts for Phase II Emergency Works (totaling US$88 million) were signed in January of Three of the four contractors have mobilized satisfactorily. The fourth contractor has been slow to mobilize. Pilot Program for Climate Resilience (PPRC): The PPCR-funded works (approximately US$10 million) are currently significantly behind schedule due to the slow pace of preparation of the engineering designs, which had delayed the procurement of pilot resilient road works. As of August 10, 2017, two civil works contracts have been signed but contractors are yet to mobilize and no supervision consultancy is in place. Other project updates: Reallocation of funds under Credit 4892 (to offset cost increases for design services) is completed. The DfID/GFDRR-funded Grant for Phase I Emergency Works is closed. All work, including recent works that led to extension of the grant period were completed satisfactorily. Procurement of impact evaluation consultants is at negotiation stage. A consultancy for upgrading the bridge management system will commence the week of August 14, Overall macro-economic situation Compliance: Apart from some HSEMP exceptions (For example, inadequate firefighting equipment and lack of defensive driver training), RBMMPII is in compliance with safeguards, procurement, and financial management policies. ANE has been asked to actively follow up with contractors to address the outstanding concerns.
