2 Implementation Status and Key Decisions All project activities have been completed and PDO level and Intermediate Outcome indicators have been either achieved or exceeded. The highlights of the project's achievements are: 1. The project has completed all four rounds of Annual Performance Assessments (APA) on time and the results were disclosed. A Government Order (GO) was issued on June 20, 2016 to use the APA for all untied grants across the state. 2. The project disbursed performance based block grants to Gram Panchayats (GPs) that achieved the Minimum Mandatory Conditions (MMCs) and Performance Assessment (PA) indicators in the APAs. The timely release of the annual block grant and predictability of the grants have helped to strengthen GPs performance, particularly in: timely preparation of GP annual plans and budgets in a participatory manner; improved absorption and expenditure performance of untied grants; timely execution of sub-project activities at GP levels; reduction in fragmentation of funds for development of meaningful assets based on local needs; improved performance in fiduciary arrangements; and overall local governance and service delivery. 3. Training monitoring and tracking of trainees has been developed and mainstreamed in the formal training system, which is now mainstreamed across the state. 4. Vulnerability Group indexing, introduced under the project and applied in the GP planning and budgeting cycle, has improved gender participation and social inclusion. The project Environment and Social Management Framework (ESMF) has been successfully implemented and has been rolled out across the state. 5. The project has mainstreamed most of the system development activities that were planned: implementation of web-based Gram Panchayat Management System (GPMS) - online accounting and reporting systems, web-based monitoring and reporting system, GIS based planning, budgeting, and geo-tagging of all assets and public services in each project GP; Grievance Redressal Management System for GP functions has been launched in the entire state.
