1 AGENDA HEADING: New Business AGENDA REQUEST COMMISSION MEETING DATE: January 21, 2014 BY Financial Administration John Lege City Manager Barwin AGENDA ITEM NO: XIV.2. Originating Department SUBJECT: Department Head Presenter Approval Re: Approval of funding to the Arts and Cultural Alliance of Sarasota County for the Artspace feasibility study COMMISSION PRIORITIES: Economic Development and Growth EXPLANATION: (see next page for additional explanation) The City Commission recently received a presentation from Ms. Veronica Morgan on a proposed Artspace Project for the North Trail. Artspace Projects Inc. is the leading nonprofit developer of artists live/work housing in the country, building and managing affordable rental housing for artists. Artspace Projects Inc. will evaluate the conditions for live/work housing, artists support services, and a strengthened arts-related economic engine within our historic North Trail corridor. The Study would examine potential sites and guide community leaders towards a remedy for the dearth of housing for artists of all ages and disciplines, including a major sector of creative workers age 55+. Ms. Morgan proposed to raise $15,000 to bring the Artspace consultants to Sarasota to conduct a feasibility study of the North Trail. After the presentation to the City Commission by Ms. Morgan, the City Manager followed-up with her and as a result of that meeting, the City Manager recommends that the City participate in funding up to $5,000 of the $15,000 cost to conduct the feasibility study of the North Trail through the National Artspace Group. The City s pledge, if approved by the City ADMINISTRATION'S RECOMMENDATION: Approve the funding in the amount up to $5000 from the City Commission contingency funds to the Arts and Cultural Alliance of Sarasota County for the Artspace feasibility study APPROVAL SUMMARY: Approval Department Head Approval City Manager Approval City Auditor and Clerk Approval Required Date Completed Y 01/14/2014 Y 01/14/2014 Y 01/14/2014 Completed By Kelly Strickland Marlon Brown Pamela Nadalini Status APPROVED APPROVED APPROVED
2 ADDITIONAL EXPLANATION: AGENDA REQUEST Commission, is contingent on Ms. Morgan raising the remainder of the funds needed, with confirmation of the total amount ($15,000). If the City Commission approves, the $5,000 will be taken from the City Commission contingency funds. Also, the City Commission recently approved a more formalized process for non-profit organizations to request funding. The Arts and Cultural Alliance of Sarasota County will administer the funds and has filled out the necessary paperwork as the contracting agency for this project. The application for funding will be available for the January 21st City Commission meeting. The The Arts and Cultural Alliance will sign the actual agreement with Artspace Projects, Inc. Ms. Morgan is also attempting to work with the Sarasota Housing Authority on this project. Supplementary information on the proposal/feasibility study is attached. ADDITIONAL ADMIN RECOMMENDATION: FUNDING SOURCE: AMOUNT: City Commission contingency funds $5, HOUSING IMPACT (Per House): NEW CONSTRUCTION: REHABILITATION: SUPPORT DEPARTMENTS: Neighborhood and Development Services - Timothy Litchet $ 0 $ 0 COMMISSION ACTION: Final Action Motion: AGENDA DISPOSITION Motion By: Second By: Vote: 2
