3 Europe 2020 goals in climate and energy The European headline goal for 2020 in the field of climate change and energy efficiency is composed of three indicators: to increase the share of renewable energy sources to 20 % to reduce overall energy consumption by 20 % to reduce greenhouse gas emissions by 20 % (compared to 1990 levels). Hungary s targets for 2020 are to increase the share of renewable energy sources by 14,6 %, 10 % of overall energy savings, and an increase in greenhouse gas emissions by not more than 10 % compared to 2005 levels. 3

4 EU2020 Resource-efficient Europe flagship initiative Presidency conclusions on the Commission Communication on a Roadmap for moving to a competitive low carbon economy in 2050 that it was acceptable to 26 delegations at the meeting of the Council (Environment) on 21 June 2011 and which it subsequently issued as Presidency conclusions. INVITES the Commission to inform the Council on a timetable for future work as soon as possible and DECIDES to revert to these issues as soon as possible and no later than March 2012 in the light of existing and forthcoming analyses and initiatives 4

7 Smart specialisation as an answer to energy and climate challenges Smart specialisation: a dynamic process of finding the right areas to focus The European Union is increasingly improving its relative strengths in developing new technologies aimed at improving the environment, including climate change The EU suffers a negative specialisation in health technologies, where the United States has an absolute and relative advantage 7

11 Pilot European Innovation Partnership in the field of active and healthy ageing Aim: increasing the average number of healthy life years by 2 years Each partnership will be led by a representative Board composed of MS, industry leaders, researchers and other key stakeholders. The Board's first task will be to draw up a multiannual strategic work plan, containing concrete targets, research and demand-side activities The Pilot started under the aegis of the Hungarian Pres. 11

15 Some regional R&D aspects Under-representation of EU 12 countries in FP7 (EU 12 share in the total EU 27 population is 20%, although in FP7 calls in ICT: 3,6%,) It is still difficult even for outstanding EU 12 partners to access the leading consortia and relevant networks The problem is not limited to EU12 and this group is not homogenious in this context Barriers other than lack of excellence persist and have not been diminished from FP5 to FP7 The continuation of this trend would imply that the input of EU12 to the ERA becomes utterly marginal, which would be a loss for all of us. 15
