5 Executive Summary The aim of this Sixth SME Progress Report is to monitor the participation of in the Cooperation Programme within the Seventh Research Framework Programme (FP7). The report also covers the SME participation in the Capacities and People Programmes of FP7. The Commission is required to pay special attention to the funding for under the Cooperation Programme, following the target in the Decision establishing FP7. The aim is to ensure that at least 5% of the funding of the programme goes to. In particular, this report examines the funding for under the Thematic Priorities of the Cooperation Programme. 96% of the Cooperation budget in Grant Agreements signed before October 200 has been used for open calls under the ten Thematic Priorities of the FP7 Cooperation Programme. It includes an analysis of SME participation rates across the Themes of the Cooperation Programme and of the EU contribution to. An overall analysis of the Cooperation Programme also takes account of the grants to ESA (European Space Agency), the Joint Technology Initiatives and the so-called "General activities" 2 within the Cooperation Programme. The major outcome of this monitoring exercise is that within the Cooperation Programme as a whole, 4,5% (.578 million ) of the budget has been granted to so far. Focusing on the SME participation in the Thematic Priorities only, 4,7% of the Cooperation budget is going to. The Cooperation Programme still has million available to spend (67,5% of the total budget in the remaining years of the Framework Programme, until 203). From the remaining budget, 5,3% should go to in order to reach the 5% target for the whole period. Although the cumulative figure for the EU contribution in the Themes of the Cooperation Programme is only 4,7%, when we analyse the Grant Agreements signed between January 200 and October 200, we see that 5,4% is allocated to (Graph 2). This positive trend together with the scheduled SME dedicated calls under the 20 Work Programmes makes it possible that the 5% target will be met before the end of FP7 in 203. For the first time, this report includes a comprehensive analysis of the activity sectors represented in the Themes. All activity sectors are represented in all Themes. For instance, ICT companies play an important role in Themes such as TPT, NMP and SEC, as well of course in the ICT Theme (see Table for Theme descriptions). So far about.000 organisations have participated in FP7, many of which are involved in more than one FP7 Grant Agreement. In FP7, represent 35,4% of these unique participating entities, which is the highest single group participating in FP7. At least are expected to benefit from FP7 before the end of the Programme. This report also includes maps with a regional analysis of the 5% target in signed Grant Agreements within the Cooperation Programme. In addition, the participation of per region in the Capacities and People Programmes of FP7 is analysed. The SME participation in the Themes can be accurately monitored and therefore influenced by specific measures in the yearly Work Programmes. 7

21 SME profiles sectors of activity For SME participations in projects within the ten Thematic Priorities NACE codes are available. Based upon the NACE codes, the activities were grouped into five main sectors:. Research and Development (Economic) Activities 2. Manufacturing sector 3. Information and Communication sector 4. Apart from the ICT-Programme, ICT companies play quite an important role in other programmes, especially in TPT, NMP and SEC. Consultancy companies represent a share of only 5% of the participating, and are typically involved in projects within TPT, HEALTH and SEC. 7

Compared to non-sme participants (Higher or secondary education, "Private for profit", Public bodies, and Research organisations), represent 35,4% of individual entities participating in FP7 Cooperation as shown in the graph below.
