2 Second SHA2011-based pilot data collection INTRODUCTION 1.1. Objective This document aims at presenting the progress achieved towards the implementation of the SHA 2011 methodology in the light of the forthcoming Commission regulation on health care expenditure statistics and practical arrangements for the Second SHA2011-based pilot data collection in Background At the WGPH meeting in June 2011 Eurostat agreed to develop a Commission Regulation (CR) implementing Framework Regulation 1338/2008 on public health statistics in view of health care expenditure data, with a first draft to be discussed at the Technical Group (TG) CARE meeting in June In June 2012 TG CARE, a decision was made to use the System of Health Account (SHA) 2011 methodology as the basis of a possible CR. At the WGPH 2012, participants welcomed Eurostat's proposal for a draft CR on health care expenditure and financing, including a set of 3 crosstabulations according to SHA Member States proposed some improvements to the draft CR and were invited to participate in a pilot testing of those tables that are strictly based on the SHA 2011 manual. The results of the pilot exercise would be analysed by a newly created Task Force that would meet in Timeline for the implementation of the SHA 2011 According to the timetable adopted by the WGPH 2012, the first reference year for the implementation of the Regulation will be This will allow a transitional period where some piloting of SHA 2011 can be monitored. More specifically, the following timetable for changing from current Joint Questionnaire (SHA 1.0) to the new Joint Questionnaire including variables and cross-tabulations of the proposed CR on health care expenditure and financing has been proposed and adopted. 2

With regard to reference year 2013, only the SHA2011 JHAQs will be used for the publication of data on Eurobase. 2. FIRST PILOT TESTING OF THE DATA COLLECTION BASED ON SHA 2011 (2013) In January 2013, the OECD, in the name of IHAT, circulated the SHA2011-based Joint Questionnaire (JQ) for pilot collections. On the 13th of February 2013, Eurostat invited the members of the Technical Group CARE through to participate in the pilot testing of the draft CR variables and cross tabulations with data for the reference year 2011 covering at least the CR variables. Six countries (France, Latvia, Hungary, Netherlands, Iceland and Switzerland) participated in the first pilot testing of the SHA2011-based JHAQ. The results of the first pilot testing of the CR variables were presented during the Task Force on Health Care Expenditure Statistics that took place on the 24 th September The results of the analysis, as well as the report on the work of the Task Force, will be presented during the WGPH 2013 meeting. The corresponding results of the pilot testing of the SHA2011-based Joint Questionnaire (JHAQ) were also presented during the 15 th OECD annual meeting of the health accounts experts and correspondents for health expenditure data. 3. SECOND PILOT TESTING OF THE DATA COLLECTION BASED ON SHA 2011 (2014) 3.1. Practical Arrangements The SHA2011-based data questionnaire will be disseminated to all Eurostat countries (i.e. EU Member States, EEA/EFTA countries and EU candidate and potential candidate countries), as well as OECD member and accession countries, by 13 th December 2013, together with the SHA1.0-based data questionnaire. Experts serving as SHA focal points are invited to submit the SHA2011- based data questionnaire, as soon as possible after the submission of the SHA1.0-based one (to be transmitted by the 31 st March 2014). 3

4 Eurostat countries are invited to fill in at least the CR variables of the SHA2011-based data questionnaire. Variables included in the draft CR are a subset of the variables of the SHA2011-based JQ. Eurostat countries are strongly invited to submit the completed SHA2011-based questionnaire to EUROSTAT Single Entry Point, via the edamis 1 transmission tool. The guidelines will be disseminated together with the two sets of the joint questionnaire in December The edamis Dataset Identifiers to be used for the SHA2011 joint questionnaire are: HCSHA_2011NAT_A (for the data) HCSHA_2011MET_A (for methodological information) If revisions of the SHA2011-based questionnaire have to be submitted, Eurostat countries are invited to use edamis also for submitting revised data (i.e. joint questionnaire, metadata files and methodological files) Participation of countries: current status Based on the feedback from participating countries during the Task Force 2013 on Health Care Expenditure Statistics that took place on the 24 th September 2013 and during the 15 th OECD annual meeting of the health accounts experts and correspondents for health expenditure data, the participation of countries in the second SHA2011-based JHAQ data collection is as follows. Therefore, the Working Group Public Health Statistics is hereby invited to: confirm or clarify their intention to participate in the second SHA2011- based pilot data collection in 2014 (reference year 2012), confirm or clarify their intention to participate in the SHA2011-based data collection in 2015 (reference year 2013). Please communicate these two pieces of information before the meeting to Orestis TSIGKAS (orestis.tsigkas@ec.europa.eu). Possible final clarifications will be dealt with in a tour de table during the meeting. 5
