2 Introduction EU Agriculture is called to reply to traditional needs provide affordable, high quality and safe food for citizens (food security) provide environmental public goods to EU citizens contribute to the socio-eco-cultural fabric of EU rural areas EU agriculture is also facing new challenges since the last CAP reform in 2013 crisis in agricultural markets turning from a multilateral towards a bilateral approach to trade new challenges and commitments for the EU as a whole (SDGs, COP 21 climate agreement, migration, Brexit, elections in MS, new US administration) 2

3 Addressing future challenges of EU's agriculture Economic Foster a smart and resilient agricultural sector Environmental Enhance environmental sustainability and climate-resilience Social Strengthen the socio-economic fabric of rural areas (including generational renewal) 3

5 Commission Work Programme 2017 The Commission will take forward work and consult widely on simplification and modernisation of the Common Agricultural Policy to maximise its contribution to the Commission's ten priorities and to the Sustainable Development Goals. This will focus on specific policy priorities for the future, taking account of the opinion of the REFIT Platform, and without prejudice to the Commission proposal to revise the Multiannual Financial Framework. 5

7 Objectives of the stakeholder consultation: - - Collect views on the performance of the current policy and on the challenges facing EU agriculture and rural areas - - Collect and assess ideas on how to adapt the policy to these emerging challenges - - Gather the widest possible range of views and concerns about EU agriculture in an open and transparent manner Enlarge the debate on the CAP to the wider public and encourage more people to take part in the policy discussion 7

8 Consultation activities: Existing institutional channels: - Civil Dialogue Group on the CAP (3 rd May 2017) - REFIT platform opinions On-line public consultation (2 nd February 2 nd May 2017) Four Technical Workshops (April-June 2017) A conference to present the share the results of the public consultation and the workshops (7/7/2017) 8

9 On-line public consultation: key elements Open on-line between 2 nd February and 2 nd MAY Published in all 23 EU official languages Questionnaire structures on 3 areas: - Agriculture, Rural Areas and the CAP today - Objectives and Governance - Agriculture, Rural Areas and the CAP tomorrow Questions include - 28 closed questions (multiple choice) - 5 open questions: two questions on performance of the current CAP (12-13), one on additional objectives (16) and two on ideas for the future (32-33) - Possibility to upload concise documents (up to 5 pages), such as a position paper (question 34) 9
