No. S/43-02/ (CEC) Date : NOTICE INVITING TENDER FOR PROVIDING PEST CONTROL SERVICES Tenders are hereby invited from all eligible and experienced/reputed firms, to provide pest control services in the offices of Customs department under the jurisdiction of Chief Commissioner of Customs, Mumbai Zone I, Ballard Estate, Mumbai Details of the services required and other terms and conditions relating to the award of Contract are given in the Annexure-I. 2. Tender Document is available on the website of the Mumbai Customs i.e. Central Board of Excise and Customs website and Central Public Procurement Portal, Government of India website The intending bidders may download the tender document containing the terms and conditions and submit the same along with the Tender Document Fee of Rs.500/-(Rupees Five Hundred only) non-refundable EMD of Rs.50,000/- (Refundable) in the form of Demand Draft in favour of RBI a/c. Commissioner of Customs (General) payable at Mumbai. 3. All interested service providers are requested to submit their sealed Tender/Quotations as per prescribed procedure to this office on or before 1500 Hrs of in Annexure-II and III 4. The Technical bid will be opened before the Dy. Commissioner of Customs, Preventive (General) at 1600 hrs on and financial bid of those bidders who qualified in Technical bid will be opened on at Noon. 5. Tenderers who wish to attend tender opening, may send their representative with authorization letter signed by their Authorized Signatory to be present at the time opening of the Tender/Quotations. SCOPE OF WORK: The job of Pest Control shall include the following:- A) Anti Rodent : Entire office,all EDI Sections, Surrounding Areas, Staircases, Passages, Parking / Basement Area, Garden Area, lift rooms etc. Through permitted insecticides as per Government of India and WHO norms (standard branded Chemicals to be used ) to eradicate the menace of rodents, mice, insects etc. Frequency : Twice in a month, 24 services in a year. B) Fumigation / Fogging Treatment : Entire office, Surrounding Areas, Staircases, Passages, Parking Basement Area, Garden Area, etc. to eradicate the problem of mosquitoes, flies, insects etc. Frequency : Weekly once, 52 services in a year. C) General Pest Control (Spray, Gel and Herbal treatment for Cockroach, ants & Lizards) Frequency:- Monthly once, 12 services in a year D) Termite (white ants) Control Treatement: Frequency: Monthly once, 12 services in a 12 months. For all the above 4 numbers of Pest Control Treatment as mentioned in the A,B, C & D, only branded standard chemicals and other medicines(compulsorily use chemicals of any of the brands i.e. Bayer, Rallis, & Bombay Chemicals Ltd.), Herbal/Gel systems to be used, more information, specification regarding this can be obtained from the Office Supdt./ Customs Enclave Cell, Gr. Floor, New Custom House, Mumbai Agencies must ensure that the pest control once done shall remain effective up to next pest control failing which it shall have to be done again without any cost. After conducting inspection of the site, detailed, sealed quotations addressed to the Deputy Commissioner of Customs, Customs Enclave Cell, New Custom House, Mumbai should be submitted to the undersigned. 7. VALIDITY OF THE CONTRACT The Contract shall be valid for a period one year or 12 months starting from the date of issue of work order. The department reserves the right to terminate the contract within the period without any prior intimation / notice if the service / conduct of the contractors are found unsatisfactory. 8. ELIGIBILITY CONDITIONS a) The bidder should have a valid license to stock and use of permissible Insecticide for commercial pest control operation and agriculture license b) The bidder should have ISO certificate. c) The bidder should have an experience of at least 05 years or more in such Services to the Government / Semi Government Departments/organizations (Empanelment certificate, Customer satisfactory certificates and work orders may

4 g) Labour license. h) P.F./E.S.I.C. information and payment challans. i) Shop and Establishment registration certificate. j) Five year bank account statement and TDS Details. k) Turnover Certificate from the Chartered Accountant and Bank Solvency Certificate. 9. EARNEST MONEY DEPOSIT (EMD): The bidder shall furnish an amount of Earnest Money of Rs.50,000/-(Rupees Fifty Thousand only) by way of Demand Draft drawn in favour of RBI a/c. Commissioner of Customs (General) payable at Mumbai along with the bid. The bid security of the unsuccessful bidder will be refunded/returned in due course. 10. PERFORMANCE SECURITY DEPOSIT:- The successful Tenderers shall furnish Security Deposit to the Office of the Commissioner of Customs (General) within 30 days of issuance of contract but positively before submission of 1 st bill, which shall be Rs.75,000/- (Rupees Seventy Five Thousand only) and shall be in the form of Demand Draft/Pay Order/Bank Guarantee from a Schedule Bank drawn in favour of RBI a/c Commissioner of Customs (General) payable at par in Mumbai valid for the contract period and plus three months thereafter. EMD will be part of Security Deposit and the EMD of successful Tenderer can be refunded after depositing of Security Deposit. * No interest will be payable by the Office of the Commissioner of Customs (General) on Security Deposit. * In case of breach of contract or violation of any terms of the contract, Security Deposit shall be forfeited. 11. SUBMISSION OF TENDERS: (i) The bidders are required to submit two bids i.e. Technical and Financial bids in prescribed formats, Annexure-II and Annexure-III respectively. In the Technical Bid bidder shall provide details regarding experience in field, the other organizations for which he is providing service, details regarding compliance of statutory laws, In Financial Bid, the Bidder will submit the quotation for his charges. It should be boldly written on the top of the both envelopes as TECHNICAL BID and FINANCIAL BID. Both the envelopes should be submitted in the single sealed cover duly addressed and super scribed with Quotations for Pest Control Services. (ii) The sealed envelope containing the bid and EMD must be dropped in the Tender Box kept at the Customs Enclave Cell, Ground floor, New Custom House, Ballard Estate, Mumbai by 1500 hrs of (iii) The sealed Tender / Quotations received after stipulated date and time will not be entertained under any circumstances.

5 12. RATES: The rates quoted should be inclusive of all taxes and other charges and the rates should be mentioned in figures as well as in words. 13.
