2 Backgrund In 2009, Canadian Ministers f Health signed the Federal, Prvincial and Territrial (F/P/T) Memrandum f Understanding On The Prvisin Of Mutual Aid In Relatin T Health Resurces During An Emergency Affecting the Health Of The Public (MOU n Mutual Aid) F/P/T health emergency management partners cllabrated n the develpment f the Operatinal Framewrk fr Mutual Aid Requests fr Health Care Prfessinals (OFMAR) t put int practice the key principles utlined in the MOU n Mutual Aid

3 Key Principles f the MOU n Mutual Assistance Recgnitin that F/P/T gvernments have varying degrees f public health capacity and that cllabratin is beneficial when a jurisdictin is verwhelmed by an emergency r public health crisis Sharing existing capacity is mre efficient and effective than duplicating systems/appraches Jurisdictins can establish prcedures required t prvide assistance during health emergencies The prvisin f assistance will nt endanger r severely limit public health r health system capacities in any jurisdictin prviding assistance

4 Objective and Scpe f the OFMAR Objective T prvide a cnsistent and timely pan-canadian apprach t interjurisdictinal health care prfessinal (HCP) mutual aid during health emergencies r crises, thrugh the use f standard prcedures and prtcls Scpe Nn-binding guidance dcument. Currently addresses interjurisdictinal mutual aid requests fr registered nurses and physicians in Canada. Expansin t include brader prfessinal grups, internatinal requests and/r health asset mutual assistance requests being cnsidered.

11 Validatin f the OFMAR A series f exercises were cnducted in 2013 t test and validate the peratinal prcesses and templates within the OFMAR. The activatin f OFMAR prcesses during 2013 Alberta Flds psitively demnstrated its applicatin in a real situatin On December 18, 2013 the OFMAR was frmally endrsed by all jurisdictinal members f the pan- Canadian Public Health Netwrk Cuncil

13 OFMAR activated In June 2013, the OFMAR was implemented t initiate a pan-canadian mutual aid request fr Envirnmental Health Officers (EHOs) thrugh pre-identified Single Windws, as per the OFMAR prtcls. Public Health Agency f Canada cllated pan-canadian respnses f ffers and prvided t Alberta fr mutual aid acceptance cnsideratin and decisin Selectin and acceptance f ffer enabled and bilateral agreements, such as that between Alberta and BC resulted in the prvisin f EHO mutual assistance

Currently under cnsideratin is the ptential t expand the OFMAR t include: Internatinal requests fr health care prfessinals; Expansin t ther health care prfessinal grups (e.g. Mental health practitiners, Emergency Medical Services/Paramedical; Respiratry Technicians Ptentially fr the request f ther health assets
