2 Overview The Trust is required t meet a number f statutry duties in relatin t Emergency Planning as detailed within the fllwing dcuments; The Civil Cntingencies Act 2004 NHS England Cre Standards fr Emergency Preparedness, Resilience & Respnse (EPRR) NHS Cmmissining Bard 2013/14 NHS Standard Cntract Service Cnditin 30 The NHS Cmmissining Bard Emergency Preparedness Framewrk 2013 Health and Scial Care Act 2012 The purpse f this paper is t remind the Bard f the Trust s respnsibilities under guidance such as the Civil Cntingencies Act and utline hw thse respnsibilities are delivered by the Trust thrugh the Emergency Preparedness Grup and Emergency Planning Manager. This paper als details hw the Trust s preparedness fr emergencies is mnitred by NHS England and prvides an verview f the annual EPRR assurance prcess and the results f this. Page 2 f 10

3 EMERGENCY PLANNING UPDATE JUNE Regulatry requirements fr emergency planning Emergency preparedness is the respnsibility f the Trust CEO, the CEO deputises this respnsibility t an executive Directr wh acts as the Trust s Accuntable Emergency Officer (AEO). Until the end f June 2015 this rle was taken n by the Deputy CEO. The Directr f Nursing and Patient Experience is currently acting as the AEO. The respnsible executive Directr manages the Emergency Planning Manager wh delivers the emergency planning requirements f the relevant guidance, which includes: The Civil Cntingencies Act 2004 NHS England Cre Standards fr EPRR NHS Cmmissining Bard 2013/14 NHS Standard Cntract Service Cnditin 30 The NHS Cmmissining Bard Emergency Preparedness Framewrk 2013 Health and Scial Care Act 2012 As a Categry One Respnder under the Civil Cntingencies Act 2004 the Trust is required t cmply with the fllwing statutry requirements; 1. Assess the risk f emergencies ccurring and use this t infrm cntingency planning; 2. Put in place emergency plans; 3. Put in place Business Cntinuity Management arrangements; 4. Put in place arrangements t make infrmatin available t the public abut civil prtectin matters and maintain arrangements t warn, infrm and advise the public in the event f an emergency; 5. Share infrmatin with ther lcal respnders t enhance c-rdinatin; 6. C-perate with ther lcal respnders t enhance c-rdinatin and efficiency; 1.1 Duty 1 - Assess the risk f emergencies The Trust takes a risk based apprach t its Emergency and Business Cntinuity Planning t ensure that the respnses put in place are apprpriate. The apprach taken lk at risks n a natinal level, infrmed by the Natinal Risk Register, Lndn Cmmunity Risk Register and Kingstn Brugh Risk Register. The Trust has this year develped an Emergency Planning Risk Register, which include lcal and natinal risks t the hspital with regard t Emergency Planning and Business Cntinuity, taking int accunt the impact n hspital peratins and the preparatins in place fr such events. The highest identified risks are expected t be a Majr Incident requiring respnse by Kingstn Hspital, the impact f cntaminated casualties cming t Kingstn Hspital and the requirement t evacuate part f the hspital site. This risk register can be fund n Health Assure. The Cmpliance and Risk Cmmittee (CRC) annual reprt identifies the key risks identified against the bjectives f the emergency preparedness grup in 2014/15 and hw these risks have been r will be reduced. 1.2 Duty 2 - Put in place emergency Plans The Trust s suite f emergency plans allw thse charged with managing and respnding t a majr incident r ther type f emergency t fully understand their rles and respnsibilities during emergency situatins. Plans are based n a risk apprach using bth natinal and lcal guidance t ensure that plans prvide a suitable respnse The plans are cmpliant with Gvernment legislatin and are all reviewed annually t ensure their arrangements are accurate. Incident Crdinatin Centre prcedure 1.3 Duty 3 - Put in place Business Cntinuity Plans The Trust s Business Cntinuity Plan details the prcedures in place t enable the hspital t cntinue t deliver its critical services, such as the Emergency Department and Maternity, whilst mitigating the effects f a disruptin r larger incidents affecting a number f areas. Trust services are required t prduce their wn Business Cntinuity arrangements t identify the impact f incidents such as; staff shrtages, lss f IT, lss f electricity, fuel shrtages etc and the actins the department will take t mitigate the impact f these. The implementatin f the Trust s Business Cntinuity arrangements is n-ging, with sme departments still putting tgether their departmental level plans with the aim that all departments will have in place cmpleted and up t date plans by the end f Duty 4 Put in place arrangements t warn and infrm the public. The Emergency Planning Manager wrks clsely with the Cmmunicatins Team t ensure that arrangements are in place t make infrmatin available abut the impact f any emergencies n the Trust available t staff and the public. The Cmmunicatins Team have in place and maintain a Cmmunicatins Plan fr Majr Incidents and Emergency Situatins. 1.5 Duty 5 & 6 Multi-Agency Wrking Cperatin and Infrmatin Sharing The Emergency Planning Manager wrks with ther lcal resilience partners t develp, implement and exercise the Trust s emergency arrangements. This partnership wrking als helps prvide an understanding f the risks the Trust culd be affected by, including planned events and the capability f partner agencies t respnd and prvide assistance t the Trust in times f emergency. The Emergency Planning Manager represents the Trust n several multi-agency grups, t enhance jint wrking and facilitate a c-rdinated apprach t fulfilling the Trusts duties under the Act; The Kingstn Brugh Resilience Frum is chaired by the Lcal Authrity and is attended by ther resilience partners thrughut Kingstn brugh. This meeting prvides the pprtunity fr lcal emergency planners and respnders t discuss emerging threats, planned exercises and events, respnse t incidents and shared planning. It is a requirement f the CCA that the Trust attend this meeting. The Sub Reginal Resilience Frum (SRRF) is chaired by the Lndn Brugh f Mertn n behalf f Lndn Fire Brigade Emergency Planning Authrity, and brings tgether all respnder Page 4 f 10

5 agencies within Suth West Lndn t ensure that there is a crdinated apprach t managing risks, with suitable plans in place within the lcal area and acrss brugh bundaries. NHS England hlds Suth Lndn Emergency Planning, Preparedness and Respnse (EPRR) Netwrk meetings fr Suth West Lndn, attended by clleagues frm CCGs, Ambulance Services, Mental Health, Acute Hspitals and Public Health England, which prvides the pprtunity fr the lcal health ecnmy t discuss emergency planning issues and current and emerging risks. Lndn Acute and Specialist Trusts EPRR Learning Set is a grup attended by Lndn hspitals t enable shared learning and supprt between Trust Emergency Planning Officers. T ensure the Trust is prepared fr the RideLndn cycle event which sees clsure f the main rads arund the hspital, the Emergency Planning Manager attends tw RideLndn grups; the RideLndn Health Sub Grup, which is attended by all health partners that may be affected by the event and the Kingstn Augmented Safety Advisry Grup (ASAG), which ensures the brugh f Kingstn is prepared fr the event and gives the pprtunity t raise any cncerns with the event rganisers. As the event is nw in its 3 rd year, the regularity f these meetings has reduced fr In additin, the Trust Accuntable Emergency Officer is required t attend the Suth Lndn Patch Lcal Health Resilience Partnership (LHRP), which prvides a strategic frums fr jint planning fr emergencies fr the new health system and will supprt the health sectr s cntributin t multiagency planning 2. Regulatin by NHS England (Lndn) In rder t deliver the requirements under the CCA and ther legislatin and guidance, the Emergency Planning Manager and AEO wrk against an agreed wrk plan, which includes the actin plan frm the annual NHS England (Lndn) Emergency Preparedness Resilience and Respnse (EPRR) annual assurance prcess, which audits the preparedness f the Trust t majr incidents and ther types f emergencies as the cmmissining bdy. Directr level attendance nly. 2.2 NHS England (Lndn) Annual Assurance Prcess NHS England carry ut an assurance check every year t see hw rbust the Trust s emergency preparedness and business cntinuity arrangements are fr each prvider acrss the cuntry. 6 year the frmat was much different frm previus years, allwing fr self-assessment and submissin f much less evidence. The assurance visit tk place in Nvember The verall level f cmpliance was agreed as substantial with the results shwn belw: RED AMBER GREEN 5 0 RED AMBER GREEN The ne red rating in 2014 was given due t the absence f business cntinuity arrangements fr telecms failure and written prcedures fr use in the event f utilities failure, arrangements fr these are currently in develpment and will be in place by the end f Cntingencies had been cnsidered, including handheld radis, but n budget was available t prcure these and s an alternative slutin will need t be established. Due t the varying nature f previus assurance prcesses (e.g. last year cmprmised f ne set f 121 questins, this year 42), the results cannt be accurately cmpared t previus years. Hwever, they can be analysed in terms f percentage f reds, ambers and greens, which shw an imprvement in the Trust s preparedness fr emergencies cmpared t previus years % 90.00% 80.00% 70.00% 60.00% 50.00% 40.00% 30.00% 20.00% 10.00% 0.00% N/A Red Amber Green In additin t the full assurance, each year NHS England carry ut an additinal assurance fcusing n ne aspect f emergency preparedness. The 2014 assurance prcess fcus tpic was CBRN and the results are shwn belw: Page 6 f 10

7 RED AMBER GREEN 5 0 Cre Standards Equipment The verall level f cmpliance fr CBRN preparedness was agreed as substantial. The 1 amber given fr equipment was fr tabards that had been rdered when the self-assessment was submitted, but were awaiting arrival at the time. The tabards hwever were in place when the audit visit tk place a few weeks later and therefre culd have been given a green. Due t the different nature f previus assurance prcesses the results cannt be accurately cmpared t previus years. Hwever, they can be analysed with last year s in terms f percentage f reds, ambers and greens, which again shwn an imprvement n 2013, which had been the first year that an in depth assessment f CBRN preparedness had taken place % 90.00% 80.00% 70.00% 60.00% 50.00% 40.00% 30.00% 20.00% 10.00% 0.00% 2014 (cmbined results) 2013 Red Amber Green A full assurance reprt and actin plan have been prduced t ensure key areas requiring further wrk are lked at and is available frm the Emergency Planning Manager. The next assurance prcess will take place September Nvember 2015, with this year s fcus tpic being pandemic influenza. Page 7 f 10

Emergency Planning in 2014/2015 Within the last year the fllwing prgress has been made with regards t the Trust s emergency preparedness: Frmal dcumentatin f the Trust s Emergency Planning and Business Cntinuity risks n a risk register Wrking with individual services t prduce departmental business cntinuity arrangements (still n-ging). Cntinued prgramme f emergency respnse training and exercising acrss the Trust. Cmpletin f a prcedural dcument fr the set-up and peratin f the emergency cntrl centres, which has been tested during 2 exercises/walk thrughs Cmpletin f CRS dwntime prcedures Cmpletin f an emergency plan fr the lss f Medical O2 Review f all ther emergency plans, including the implementatin f lessns learned fllwing exercises, audits and publicatin f new guidance and recmmendatins. Wrking against the actin plan fr the 2014 NHS England Assurance prcess and CBRN audit Ensuring arrangements are in place t minimise the impact f planned events such as RideLndn. Wrking with Infectin Cntrl t ensure arrangements are in place fr the presentatin f an Ebla patient Ensuring arrangements are in place t cntinue the prvisin f hspital services during industrial actin Prductin f an Emergency Preparedness, Resilience & Respnse (EPRR) Plicy fr the Trust Management f incidents, including industrial actin by NHS staff, Fire Brigade and transprt prviders and heatwaves A series f emergency respnse exercises delivered Training and Exercising f emergency prcedures Training and exercising is used by the Trust t prvide assurance that plans are suitable and thse with respnsibilities fr the Trust understand their rle within a majr incident r service disruptin. The Trusts training and exercising prgramme meets the requirements f the NHS England Cre Standards fr EPRR, and includes; cmmunicatins exercises, annual table tp exercises and triennial n ntice live exercises. After each exercise a debrief takes place t ensure that any lessns identified can be captured and plans amended accrdingly. 9 Walk thrugh set up 3 December 2014 A planned live evacuatin exercise, which was due t take place in Claremnt ward in Octber 2014 was pstpned due t n-ging pipewrk within Esher blck, which required use f this area as a decant ward. The exercise will be planned fr anther time when maintenance wrk is cmplete and utside f winter pressures mnths. The Majr Incident desktp exercise due t take place in March 2015 had t be cancelled due t the Breaking the Cycle initiative and is being rescheduled fr September / Octber In 2015 the fllwing exercises are planned t take place: Scenari t be exercised Type f exercise Date Majr Incident Walk thrugh in A&E TBC August (agree with ED matrn) ED Lckdwn Live August Evacuatin Live / walk thrugh TBC (dependent n Esher wing wrks & winter pressures) Majr Incident alert Cascade Nvember Cmmand Pst Live / walk thrugh December Majr Incident Desktp 17 September Rapid Discharge Live / walk thrugh TBC September Pandemic Influenza Desktp 27 th Nvember Emergency Preparedness Grup The Trust Emergency Preparedness Grup, which meets apprximately every mnth, assists the Emergency Planning Manager in discharging the Trust s emergency preparedness respnsibilities, assisting in the prductin, training and exercising f emergency plans and prcedures. The meeting is chaired by the Trust AEO. The Emergency Preparedness Grup versees the emergency planning prgramme which is managed by the Emergency Planning Manager and receives regular updates n the Trust s Majr Incident, Business Cntinuity and Incident Specific Plans (e.g Pandemic flu, CBRN/HAZMAT, severe weather etc). The Emergency Preparedness Grup had been experiencing pr attendance in early 2015 and a small number f meetings have had t be cancelled because f this, a review f the membership has taken place t include additinal clinical representatin and attendance has seen an imprvement. Additinal clinical representatives ensures plans, prcedures and training have input and apprval n behalf f the clinical areas. Next steps The wrk plan fr the next few mnths will ensure that the Trust cntinues t remain cmpliant with Gvernment legislatin. The wrk plan includes; Cntinuing develpment f Business Cntinuity arrangements acrss the Trust, including: Ensuring cmpletin f department level business cntinuity arrangements Develpment f cntingency plans in the event f a lss f the bleep and telephne systems Wrking with prcurement t cnsider the requirements fr prvider business cntinuity plans. Investigating ptins fr ensuring awareness f majr incident and ther emergency respnse prcedures is maintained acrss all areas f the Trust, particular areas such as wards thrugh training, drp in sessins, exercising and prvisin f emergency respnse flders t inpatient areas. Cntinued delivery f training sessins fr areas as required / requested, particular n call staff and ED, lking at ways t increase and / r maintain knwledge acrss all areas, e.g. lking int whether majr incident refresher training can becme mandatry Page 9 f 10
