Assignment The City f Ottawa retained the MMM Grup t carry ut a technical review f the prpsal An Affrdable Slutin fr Rapid Transit in Ottawa dated August 2007 ( Urbandale prpsal ), t cmpare it with the frmer N-S LRT prject and t review the feasibility f the implementatin f Phase 1 f the Urbandale prpsal, tgether with any suggested imprvements. This is ne f a number f reprts that will supprt the staff respnse t the City Cuncil mtin requesting that staff review the prpsal frm Urbandale and reprt back t a jint meeting f Transprtatin and Transit Cmmittees n: Full Size Versin in Annex a. The apprpriateness f the crridrs; b. Recmmendatins n mdificatins f the crridrs including expansin t Kanata and acrss the Strandherd Bridge t Barrhaven Twn Centre (TC); and c. A timetable t undertake any additinal r mdificatin studies t implement such a netwrk. 2. Cnclusin Based n the analysis in this reprt, it is cncluded that the basic technical cncept within the Urbandale prpsal has sme merit, but detailed studies are required in rder t verify and quantify the engineering elements f the Urbandale prpsal and the preliminary recmmendatins f this reprt. The cnclusins with respect t the assignment are: a. Apprpriateness f Crridrs: Dwntwn Cre Urbandale prpses a tunnel whereas the frmer N-S LRT prject was t have the LRT running n the surface alng Albert and Slater Streets (in a shared reserved transit lane with buses). A tunnel has ptential advantages with respect t imprved reliability f LRT peratin, reduced traffic impact and reduced cnstructin/utility relcatin impacts n existing dwntwn streets. An Envirnmental Assessment is needed t determine the viability f a tunnel and t identify the preferred tunnel alignment, lcatin f prtals and statin lcatins. Acrss LeBretn Flats, the Urbandale prpsal calls fr the LRT t be in a trench, with a majr hub statin at Bayview Statin, lcated at the extreme west end f LeBretn Flats. N prvisin is made fr any ther LRT statin in LeBretn Flats. A statin at LeBretn Flats shuld be maintained t supprt the ntin f transit-riented develpment as envisined by the NCC and the City fr this area. Bayview Statin t the intersectin with Earl Armstrng Rad suthwest f the Maintenance Centre (MC) - The Urbandale Phase 1A alignment is the same as the frmer N-S LRT alignment. Intersectin with Earl Armstrng Rad suthwest f the Maintenance Centre (MC) t River Rad Statin (Riverside Suth) - Urbandale s Phase 1A crridr wuld be lcated alng the centre median f Earl Armstrng Rad. The alignment set ut in the frmer N-S LRT prject tk a rute suth f Earl Armstrng Rad thrugh the planned Twn Centre and higher density sectins f the Riverside Suth cmmunity, where land uses are planned t take advantage f and supprt the LRT. The Urbandale alignment wuld nt be integrated with nr supprt the cmmunity develpment plan, and therefre wuld nt service the needs f the cmmunity as addressed in the Riverside Suth Cmmunity Design Plan. River Rad Statin t Barrhaven Twn Centre The Urbandale Phase 2 alignment is the same as the frmer N-S alignment. b. Mdificatins f Crridrs: The extensin t Barrhaven Twn Centre is identical in bth the Urbandale prpsal and the frmer N-S LRT prject, except that the Urbandale prpsal wuld delay implementatin until a later Phase. The frmer N-S LRT prject included the extensin t Barrhaven TC as part f the initial implementatin. Timetable fr studies: Further studies listed belw are required in rder t prepare the business case fr a revised nrth-suth LRT line as a first phase f a cmprehensive citywide LRT system. Mre details are described later within the attachments t this reprt. Undertake simulatin studies f the alternatives presented t ensure that the assumptins are valid; Undertake ridership studies based n the revised set f alternatives; Undertake a detailed cst estimate and value engineering exercise fr the identified alternatives; Undertake analysis t verify that there is sufficient interm capacity n the dwntwn street netwrk t accmmdate bus service during the interim perid f peratin when Bayview is the nrthern terminus pint f the LRT system where LRT riders wuld transfer t/frm buses t g dwntwn. Prepare and cmpare the business case fr each f the alternatives; Crdinate the review exercise with the nging update f the TMP and the Official Plan; Determine the financial and schedule feasibility f a revised prject; and Undertake the Envirnmental Assessment Study fr the Dwntwn Tunnel and affected areas. At a minimum apprximately 6 mnths wuld be required t carry ut mst f these studies, (with the exceptin f the Tunnel EA study which wuld take lnger due t its cmplexity). 3. Backgrund Light Rail Transit (LRT) is an integral part f the City f Ottawa s Transprtatin Master Plan (TMP). Within the Plan, LRT service t dwntwn is fundamental and was prjected t be implemented as part f the first stage f the LRT netwrk. Prviding high quality transit service t the develping suth urban cmmunities was als identified by Cuncil as ne f the first pririties fr implementatin. Subsequent netwrk expansin stages were planned t service the East and West prtins f the City. Many slutins t access the dwntwn cre have been investigated, including tunnels. In the 1980 s, the frmer Reginal Municipality f Ottawa-Carletn cnsidered a bus tunnel acrss the dwntwn cre as part f the then new Transitway facility. At the time, the cst f the bus tunnel was seen t be prhibitive and the prject did nt prceed. During the Envirnmental Assessment fr the frmer N-S LRT prject, a dwntwn tunnel was als investigated. The surface ptin was carried frward, alng with the recmmendatin that prvisin fr a transit tunnel be prtected fr future develpment, if and when apprpriate ridership levels are reached and funds are available. The frmer N-S LRT prject was released t a RFQ issued in April 2005, fllwed by a RFP tender prcess issued in August 2005, fr implementatin thrugh a design, build and maintain (15 year) cntract. This prcess cncluded with Cuncil apprving a cntract award t a Special Purpse Cnsrtium (Ottawa Light Rail Crpratin (OLC)) in July Due t the nn-fulfillment f certain cnditins, the Prject Agreement was terminated in accrdance with its terms in December On August 15, 2007 the City received an unslicited prpsal frm the Urbandale Crpratin fr a recnfigured slutin t LRT fr the City f Ottawa. The intent f the prpsal was t re-initiate an LRT-based rapid transit system due t Urbandale s cmmitment t the transit riented design f Riverside Suth and a cncern fr imprvements t transit in bth the East and in the West. Preliminary Recmmendatins If the decisin is made t cnsider activating an LRT prject, then it is recmmended that studies listed in Clause 2C f the Cnclusin abve, be cmpleted t validate the assumptins made in this reprt; with the bjective f recmmending a phased slutin fr the LRT that allws a first phase t be peratinal as early as pssible, while ther phases such as thse serving the dwntwn and extensins t the East and West cntinue thrugh the planning prcess fr implementatin as quickly as feasible. In rder t assist with budget allcatins the freging fllw-up studies culd present ptins fr the fllwing items based n c-rdinatin with the TMP and an assessment f value fr mney: Determine the suthern terminus pint f the first phase f implementatin. These wuld include Bwesville, River Rad r Barrhaven Twn Centre; Phasing f the link t the Airprt; Secnd tunnel t prvide tw tracks and tw-way peratin at Dw s Lake; and Size f the Maintenance Centre and whether it shuld be included in the riginal capital cst r financed ver the term f the maintenance agreement. Schedule Review The schedule belw is intended t shw an estimate f the time perids required t initiate an LRT prject with a mdified scpe definitin. The schedule fr implementatin wuld be greatly influenced by several factrs, including the slutin chsen, hw sn apprval t prceed is given and the initiatin f varius activities including city staff mbilizatin, cntractr negtiatins, cntractr mbilizatin, NCC apprvals, Federal land use apprvals, Envirnmental Assessment (EA) amendments and apprvals (if required), perating and regulatry apprvals, etc. Mst imprtantly this assumes that the frmer N-S LRT cnfiguratin (technlgy, train system infrastructure, civil wrks) remains valid and it is nt necessary t initiate a cmplete re-tendering prcess. If a new re-terndering prcess is required, it will have a significant impact n the prject schedule. Befre cnstructin can begin, a number f initial activities are required, including: Cmpletin f the apprpriate studies t validate the assumptins; Cuncil review and apprval time fr bth apprval t prceed t negtiatins as well as apprval t prceed with acntract; Negtiatin with funding agencies; Re-applicatin r fllw-up f previus applicatins fr apprval, prperty acquisitins and utility relcatins that were nt pursued after the terminatin f the Prject Agreement fr the Nrth-Suth LRT prject; and Develpment f the apprpriate regulatry regime and apprvals. There are n apparent cst effective methds f keeping the O-Train running nce cnstructin has started. As a result it is expected that the O-Train wuld be de-cmmissined at the beginning f cnstructin and train service wuld resume at the start f LRT service. 9 Review f Urbandale Rapid Transit Prpsal Summary Reprt Financial Analysis There are sme differences between the City financial numbers and the Urbandale financial numbers, presumably because Urbandale did nt have access t all f the frmer N-S LRT prject dcuments. There are als cst increases that the Urbandale prpsal may r may nt have taken int accunt (such as cst escalatin and twinning the track frm the Maintenance Centre t River Rad). Because f this, and because there was little detail prvided as t hw the values were derived, it was difficult t d a direct analysis f the cst savings prpsed by Urbandale. Hwever by using the frmer N-S LRT prject dcuments t undertake a very high level review f the cncepts f the Urbandale prpsal, it can be reasnably cncluded that: The Urbandale cst prjectins are missing sme elements f cst increases; Subject t the adjustment f the abve, the Urbandale bttm line cst prjectins are within the reasnable range f csts that culd be expected t result frm an apprpriate value-engineering exercise; The Urbandale bttm line cst prjectins are n the lw end f the expected range f csts; and Other csts in additin t the cntract csts need t be cnsidered including prperty acquisitin, utility wrk, and City prject management. As in the case f the technical analysis, this is subject t review and verificatin by the recmmended studies. In particular it is recmmended that a further value-engineering exercise be perfrmed t identify, with the pssibility f remving frm the scpe (and thus deferring the cst f), all items that are nt essential t the successful installatin, peratin and maintenance f the initial LRT system. In additin t the csts presented in the Urbandale prpsal, Urbandale als prpses that the Maintenance Centre shuld be capitalized with the verall prject rather than financed ver the life f the maintenance term. In recgnitin f the ever-changing financial market, it is recmmended that nce the cst f the Maintenance Centre is determined, a financial analysis shuld be undertaken t determine the mst cst effective means t build the facility. 9. Primary Assumptins The review f the Urbandale prpsal was predicated n the fllwing primary assumptins. The frmer 2006 N-S LRT cnfiguratin (technlgy, train system infrastructure, civil wrks) remains valid; This analysis has been dne based n nt entering int a re-tendering prcess. A requirement t enter int a re-tendering prcess wuld have significant impacts t the cnclusins and recmmendatins f this reprt; and N accunt has been made regarding the current litigatin between Ottawa Light Rail Crpratin and the City.
