1 HIGHER EDUCATION LINKS WORKSHOP GRANT - GUIDELINES FOR APPLICANTS Call pens: Call clses: :00 Argentina There are tw types f grant that candidates can apply fr under the Higher Educatin Links prgramme: a wrkshp grant r a travel grant. These guidelines relate t Higher Educatin Links Wrkshp Grants nly. Fr infrmatin n funding fr travel grants, please refer t the Higher Educatin Links Travel Grant guidelines. 1. Backgrund The British Cuncil Higher Educatin Links Prgramme ( HELINKS r the Prgramme ) supprts cllabratins between higher educatin institutins (HEIs) in Argentina and cunterpart institutins in the UK in rder fr them t develp jint prjects t tackle scietal challenges with relevance t Argentina s scial welfare and ecnmic develpment. The ultimate gal f this binatinal prgramme is t help establish mutually beneficial lng-term links and sustained cllabratin between UK and Argentine institutins. The Prgramme fsters an integrated apprach that prmtes the engagement f HEIs with relevant public, private and nt-frprfit sectr partners. 2. Prgramme Overview HELINKS Wrkshp Grant prvides small-scale match funding fr cllabratins between Argentine HEIs and UK institutins. The grant cntributes up t ARS 180,000 twards the develpment and executin f a series f wrkshp sessins t be held in Argentina. The utcme f the wrkshps will be a final prject prpsal fr the sustained cntinuatin f the binatinal cllabratin. Cllabratin shuld fcus n at least ne f the pririty areas specified fr this call. Please refer t Appendix 1 fr a definitin f the selected pririty areas befre preparing yur applicatin. 3. Prgramme Gals The gals f the HELINKS Wrkshp Grant prgramme are t: Establish r significantly develp links between Argentine HEIs and UK institutins with the ptential fr lnger-term sustained cllabratins. Cntribute t the capacity building f wrkshp participants, supprting their prfessinal and persnal develpment. Supprt the develpment f bilateral prjects aimed at achieving a specific develpment gal in Argentina. Prmte the inclusin f HEIs in a wider develpment agenda, thrugh engagement with gvernmental, cmmercial, nt-fr-prfit sectrs r any ther relevant actrs invlved in scial r ecnmic develpment initiatives.

2 4. Relevance t Ecnmic Develpment and Scial Welfare Fr the purpse f the Prgramme, develpment relevance is defined as the ptential t cntribute t ecnmic develpment and scial welfare in Argentina. In rder t be cnsidered fr funding, prpsals must clearly articulate a plausible pathway t psitive impact in these areas within a shrt t medium-term timeframe (1-5 years). Applicatins which d nt meet this criterin will nt be cnsidered eligible fr HELINKS funding. In rder t demnstrate develpment relevance within the cntext f the prpsed prject, applicants are encuraged t include reference t any applicable lcal r natinal cnsultatin, links t gvernment plicies and gvernment institutins. 5. Eligibility In rder t be eligible fr funding, prpsals must meet the fllwing criteria: Participatin f ne UK institutin and ne r mre HEI in Argentina. In the case where mre than ne HEI in Argentina will participate in the cllabratin, the applicatin shuld be submitted by an individual based at the Argentine HEI that is leading the prpsal ( Argentine Lead Institutin ). Applicants in Argentina must be individuals based at: A nt-fr-prfit HEI with a recrd as a lcal/natinal develpment prmter agent, including universities and research centres. The cunterpart participating UK institutin must be ne f the fllwing: A nt-fr-prfit institutin with a recrd as an internatinal develpment prmter agent, including: universities, research centres, and NGOs. Bth the Argentine Lead Institutin and the UK rganisatin must have the capacity t administer the grant. Fr a full list f eligibility criteria, please see Appendix 3. Wrkshps Lcatin: Wrkshp sessins will take place at the Argentine HEI s main lcatin (in the case where mre than ne Argentine HEI is participating in the cllabratin, this shuld be the main lcatin f the Argentine Lead Institutin). If there is a cmpelling reasn fr the wrkshp sessins t take place in a different venue, this shuld be detailed in the prpsal. Duratin: The minimum duratin f wrkshp sessins is three days and the maximum duratin is five days. Timing: Wrkshps must take place between 1 Octber 2018 and 31 March Language: Wrkshps will be held in English. Cnsideratin shuld be given t nn-english language speakers and interpreting services shuld be budgeted fr. 7. Final Prject Prpsal In rder t fster the sustained cllabratin and lasting impact f prjects after the wrkshps have taken place, the participating institutins must submit a detailed prpsal utlining the specific actins planned fr future prject cntinuatin. This prpsal frms part f a brader final reprt required fr submissin t the British Cuncil pst delivery f the wrkshps (see pint 10, Reprting, belw). 8. Funding Infrmatin 8.1 Overview: Funding ffered under the HELINKS Wrkshp Grant cntributes twards the cst f develping and Page 2 f 13

3 executing the wrkshps. Please nte that a cnditin fr receiving HELINKS funding is that match funding is prvided by the participating institutins, in the frm f financial and/r in-kind cntributin twards wrkshp planning and delivery. HELINKS Wrkshp Grants prvide funding f up t ARS 180,000 t selected prpsals, t cntribute twards the travel expenses f UK experts and/r wrkshp crdinatr frm the participating UK institutin t take part in the wrkshp sessins t be run in Argentina, accrding t the guidelines set ut in Appendix 2. Additinally, funds awarded may als be used t cver translatin/interpreting csts fr the wrkshps and fr all dcuments related t the cllabratin. If apprved, funding will cme int effect upn the signing f a Grant Agreement with the British Cuncil. Expenses incurred by the institutins prir t the effective agreement start date, including any csts incurred in the prductin f the prpsal, cannt be cvered by the grant. 8.2 Breakdwn f Funding HELINKS Wrkshp Grant funding can cver: Internatinal travel (ecnmy class airfares), dmestic travel and subsistence csts in line with the criteria detailed in Appendix 2 f these guidelines. Visa fees, vaccinatins, medical insurance fr travel essential t the cllabratin. Written translatins and interpretatin services. Match funding frm participating institutins, including in-kind cntributins, can cver: Operatinal Csts, including: Wrkshp sessins integral t the cllabratin (e.g. shrt-term rm hire, prjectr, flip charts). Planning and lgistics, including lcal transprtatin. Basic catering csts assciated with events directly relating t the cllabratin. Cnsumables. Bank charges fr transfer f funds frm the Argentine HEI t the UK institutin t cver travel and subsistence csts (if applicable). Cmmunicatin, publishing (including web page develpment by external prviders, if apprpriate) and ther prmtinal activities directly related t the cllabratin. The British Cuncil is cmmitted t equal pprtunities and diversity and will cnsider, n a case by case basis, requests fr additinal supprt fr individuals invlved in HELINKS activity, where sufficient justificatin is prvided. HELINKS prjects cannt cver: Purchase r rental f equipment. Csts related t the cnstructin and/r prcurement f physical infrastructure. Mbile phne rental r purchase. Entertainment csts. 8.3 Match Funding: further infrmatin T ensure value fr mney, the HELINKS budget shuld nly cver csts that are essential, apprpriate and relevant t the cllabratin. The prpsal shuld maximise cst share thrugh direct and indirect institutinal cntributins, ther funding surces and private sectr supprt. Please include in yur applicatin frm details f: Participating institutins cntributins, bth mnetary and in-kind. Funds applied fr frm ther surces in supprt f the cllabratin. Please clarify the status f the funding applicatins (i.e. successful; decisin pending, and indicate when yu will knw the utcme f any pending applicatins). Page 3 f 13

4 Match funding must be equivalent t the amunt f funding requested fr the HELINKS Wrkshp Grant, either cash r in kind. Please nte that the rigin f the matched funding cannt be the UK Gvernment, including funds received frm Funding Cuncils r Research Cuncils UK. 9. Payment f the Grant Wrkshp Grants may be disbursed t the Argentine HEI, which may then transfer funds t the UK institutin fr applicable expenses. Alternatively, funds may be disbursed t bth Argentine HEI and cunterpart UK institutin, accrding t the apprved budget prpsal. In the case f Argentine HEIs, funds will be paid in ARS. Fr UK institutins, funds will be paid in GBP applying the fficial British Cuncil cnversin rate at the time f payment. British Cuncil reserves the right t nly award institutins that can receive grants frm diplmatic entities in Argentina. A Grant Agreement will be signed with the institutin t which the grant is paid. This institutin will be respnsible fr management f the grant, including any financial reprting as required by the British Cuncil. In the case that bth the Argentine HEI and the cunterpart UK institutin receive a prtin f the grant, a separate agreement will be signed with each. Hwever, nly ne will be given respnsibility fr grant management. The final terms will be cmmunicated t successful applicants. Grants will be paid in tw instalments: a 90% pre-financing payment will be paid within 30 days f signature f the Grant Agreement, and 10% pst-wrkshp payment r recvery f the balance upn apprval by the British Cuncil f the final reprt submitted (please refer t pint 10, Reprting, belw). If the wrkshps have nt been delivered as planned, resulting in a cnsequent reductin in csts, the final payment may be withheld and, if necessary, a prprtin f the grant recvered. 10. Reprting Applicants must submit fllw up reprts during the length f the cllabratin, and a final reprt within 20 days f wrkshp cmpletin. Reprt templates will be sent t successful applicants as part f the Grant Agreement and will include financial and narrative sectins. Individual wrkshp participants will be asked t cmplete a baseline survey and a pst wrkshp feedback questinnaire. Grant recipients must send the baseline survey t their participants and als administer the pst-wrkshp questinnaire. Final reprt submissin timeframe: the final reprt resulting frm wrkshp sessins must be submitted within 20 days f cmpletin f the wrkshps. Digital Cntent: Bth the utcmes f the wrkshps and the final prpsal must be disseminated using digital tls, including but nt limited t an exclusive website fr the binatinal cllabratin. Language: Final reprts shuld be submitted in English t HELINKS.argentina@britishcuncil.rg 11. Submissin Prcess The submissin deadline is 16:00 hurs Argentina time n 13 July Prpsals submitted after the deadline will nt be cnsidered fr funding. In additin t the applicatin frm, applicants are required t send letters f supprt frm the Argentine HEI and UK institutin, n fficial letter headed paper, signed by a relevant institutinal authrity expressing their specific cmmitment t the prpsed prject. Please nte supprting letters cannt be signed by the Page 4 f 13

5 applicants. The letters f supprt will be accepted in English fr UK institutins and in Spanish fr Argentine institutins. Submissins must be sent by t HELINKS.argentina@britishcuncil.rg. 12. Selectin Prcess Selectin begins with an eligibility check by the British Cuncil in Argentina against the criteria specified in these guidelines (see Appendix 3). Eligible prpsals then fllw a review f develpment relevance against Official Develpment Assistance (ODA) definitins as established by the Organisatin fr Ecnmic C-peratin and Develpment (OECD). The wrkshp prpsal must articulate a plausible pathway t cntribute t ecnmic develpment r scial welfare in Argentina within a reasnable timeframe (1-5 years). If the prpsal is nt deemed t meet this essential criterin, it will nt cntinue t the quality assessment review. Applicatins will then underg quality assessment and scring by at least tw evaluatrs accrding t criteria specified in Appendix 4. Applicatins will be assessed and awarded a scre ut f a ttal f 60 pints. Prpsals must achieve a scre f ver 30 pints t be cnsidered eligible fr funding. Hwever, achieving a scre equal t r abve the threshld des nt autmatically guarantee funding. Once the applicatin has been submitted, a unique applicatin ID number will be generated fr the successful applicatins. Applicants shuld nte this number and use it in all cmmunicatins with the British Cuncil. 13. Ethics and Integrity It is essential that all legal and prfessinal cdes f practice be fllwed in cnducting wrk supprted under the Prgramme. Selected candidates must ensure the prpsed activity will be carried ut t the highest standards f ethics and integrity. In rder t minimise risks, applicants must clearly articulate in their applicatin frm hw any ptential ethical issues (fr example, if the prpsal invlves wrk with under-age students, wrkshp crdinatrs shuld abide by the British Cuncil Child Prtectin Plicy and health and safety issues (fr example, if a field visit is included in the cllabratin, wrk in a labratry in dangerus cnditins r if ne f the visitrs falls ill during the visit) have been cnsidered and hw they will be addressed, ensuring that all necessary ethical apprval and health and safety risk assessments are in place befre the prject cmmences. Failure t d s will result in applicatins being rendered ineligible and in any funding already cmmitted thrugh the Prgramme being rescinded. Please cntact the British Cuncil in Argentina fr further guidance. 14. Diversity The British Cuncil is cmmitted t equal pprtunities and diversity in all ur activities. This includes avidance f bias due t gender, disability, racial r ethnic rigin, sexual rientatin, r religius belief. The British Cuncil encurages applicatins frm peple frm under-represented grups. Please include requests fr such supprt in the budget submitted with yur applicatin. Applicant Screening In rder t cmply with UK gvernment legislatin, the British Cuncil may, at any pint during the applicatin prcess, carry ut searches f relevant third-party screening databases t ensure that neither the applicant nr any f the applicant s emplyees, partners, directrs r sharehlders are listed: as an individual r entity with whm natinal r supranatinal bdies have decreed that rganisatins shuld nt have financial dealings; as being wanted by Interpl r any natinal law enfrcement bdy in cnnectin with crime; as being subject t regulatry actin by a natinal r internatinal enfrcement bdy; as being subject t exprt, trade r prcurement cntrls r (in the case f an individual) as being disqualified frm being a cmpany directr; and/r as being a heightened risk individual r rganisatin, r (in the case f an individual) a plitically expsed persn. If the applicant r any ther party is listed in a screening database fr any f the reasns set ut abve, the British Cuncil will assess the applicant as ineligible t apply fr this grant call. The applicant must prvide the British Cuncil with all infrmatin reasnably requested t cmplete the screening searches. 17. 7 APPENDIX 1: COLLABORATION PRIORITY AREAS Cllabratin Purpse: Develp and execute a series f wrkshp sessins in Argentina, t establish a binatinal cllabratin between an eligible Argentine HEI and an eligible UK institutin. The utcme f the wrkshps will be a final prpsal plan fr cntinuatin f the prject, articulating psitive scietal impact in an area f scial welfare and ecnmic develpment in Argentina. Cllabratin Pririty Areas: The participating institutins can cllabrate in at least ne f the fllwing pririty areas: Student Emplyability & Cmpetitiveness: These cllabratins are expected t share best practices t build a final prpsal aimed at imprving student emplyability and develping student cmpetencies t respnd t lcal r natinal industry needs in Argentina. If applicable, the final prpsal may fcus n very specific skills (i.e. skills that are relevant t the lcal ecnmy in Argentina) and/r a ptential revisin f the higher educatin curricula t reflect the needs f lcal industry. UK expertise is expected t fcus n transferable skills in specific sectrs that are relevant t sciecnmic develpment and n training pprtunities that may nt be easily available in Argentina. Research & Develpment: It is expected that Argentine HEIs will hst wrkshps with UK institutins that have a track recrd in R+D+i, innvatin management and/r knwledge transfer activities t develp a final prject with the ptential t strengthen the Argentine institutin s R+D+i agenda fr the benefit f sci-ecnmic develpment in Argentina. Cllabratins shuld cntribute t alignment f the R+D+i agenda t gvernment pririties fr sci-ecnmic develpment. Special pririty will als be given t prjects wrking in the internatinalisatin f higher educatin in Argentina and/r technlgy, science and innvatin in educatin. Scial Innvatin & Inclusin: There are tw ptential angles fr this type f prpsal. Firstly, prpsals fr scial innvatin prjects shuld fcus n sharing best practices and develp a final prject fr imprvements in the lcal/natinal arena in Argentina (i.e. wrking with indigenus ppulatins, wmen, children, lcal entrepreneurs, hmeless peple, clean energies, water sanitisatin, fd security, amng thers). These scial strategies may include the use f arts fr scial develpment/change and any ther artistic and creative innvatin. Secndly, prpsals fr inclusin in higher educatin shuld demnstrate a fcus n access t the the HE system fr disadvantaged students. Anther area f pririty culd include cnsideratins fr wider access t educatin thrugh diverse strategies, such as distance educatin and blended curses, the creatin f mbility schemes r jint mdules/prgrammes between institutins. 8 APPENDIX 2: WORKSHOPS Prject Guidelines: Wrkshp Wrkshp crdinatrs - Tw wrkshp crdinatrs must be assigned t plan and implement wrkshp sessins. One crdinatr must be based at the UK institutin and ne at the Argentine HEI. - Crdinatrs will be respnsible fr rganisatinal aspects f the wrkshps (including travel arrangements fr participants, venue hire, etc). UK experts - The wrkshp sessins must include invlvement f tw UK experts in the pririty area selected. It is recmmended that ne f the UK experts assumes the rle f UK wrkshp crdinatr. - Expert participatin may include (but is nt limited t) transferring expertise frm internatinal cases and prviding the necessary knwledge fr a successful final prpsal delivery. Sessins - The wrkshp prgramme shuld fllw a practical apprach. It is recmmended that each f the participants cntribute t designing the wrkshp prgramme: Suggested wrkshp prgramme structure: 1. Internatinal ecnmy class airfares shuld be bked as far in advance as pssible t minimise csts. UK experts and wrkshp crdinatrs shuld cntract adequate insurance as the British Cuncil cannt take respnsibility fr any issues that may ccur while the participants are in-cuntry. Subsistence This includes accmmdatin and daily expenses such as meals and lcal transprt. Subsistence is calculated using British Cuncil Travel plicy rates: Accmmdatin: Single rm: Up t ARS 2,000 per night plus applicable taxes Other daily expenses (meals, lcal transprt, etc.): Up t ARS 650 per day Page 9 f 13

11 APPENDIX 3: ELIGIBILITY CRITERIA CHECKLIST Eligibility criteria checklist 1. The institutin where the applicant is based is a recgnised nt-fr-prfit Higher Educatin Institutin in Argentina (i.e. public r private university, r a research centre). 2. The UK institutin is a recgnised nt-fr-prfit institutin (can include universities, research centres and NGOs). 3. The wrkshps will take place in Argentina. 4. The wrkshp prgramme will last between three and five days. 5. The wrkshp will take place between 1 Octber 2018 and 31 March The number f wrkshp participants and target audience are in line with the qutas specified in this dcument. 7. The applicatin has been submitted by the applicant by the published deadline. 8. The applicant has submitted all requested supprting dcumentatin as specified in the guidelines and applicatin frm. 9. The applicatin frm is cmpleted in full and cmplies with the full instructins given (including the structure f the wrkshps) 10. The applicatin frm has been cmpleted in English. 11. Only ne applicatin per cllabratin has been submitted. 12. The applicant and partner institutin have the capacity t administer a grant and satisfy British Cuncil requirements t prevent bribery, fraud and prfessinal miscnduct. 13. 12 APPENDIX 4: QUALITY REVIEW SCORING SYSTEM Assessment f the quality f the prpsals and their relevance t develpment will be perfrmed by selected expert panel members. Prpsals must achieve an average scre f ver 30 pints t be cnsidered eligible fr funding. Sectin 1: Relevance t Ecnmic Develpment and Scial Welfare The prpsal clearly articulates a plausible pathway thrugh which the cllabratin can cntribute t ecnmic develpment and scial welfare in Argentina within a reasnable timeframe (1 5 years) and within the selected pririty area(s) utlined in Appendix 1. Please see guidance fr applicants fr further details. Range YES/NO Sectin 2: Binatinal Cllabratin Quality and Relevance Scre Range 0 20 Relevance t a specific develpment gal is clearly demnstrated in the cllabratin prpsal. The cllabratin prpsal falls within the scpe f at least ne f the pririty areas fr this call. The cllabrating institutins are f apprpriate recgnitin as ecnmic r scial develpment prmter agents. The wrkshp crdinatrs have sufficient relevant experience t lead the prpsed wrkshps and achieve the stated bjectives.
