2 RESOLUTION NO. 2012/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA APPROVING A CONTRACT WITH METRO EXPRESS INC. FOR THE CONSTRUCTION OF THE NE 2 ND STREET SIDEWALKS IMPROVEMENTS PROJECT FOR THE AMOUNT OF $135, WHEREAS, the City of Deerfield Beach issued an Invitation to Bid (ITB # /15) for the NE 2 nd Street Sidewalk Improvements Project; and WHEREAS, three bidders responded by the due date and time; and WHEREAS, Metro Express, Inc. was the lowest responsive responsible bidder with a bid total of $135,540; and WHERERAS, staff recommends this purchase and requests that the City Commission approve the award of this contract; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA, AS FOLLOWS: Section 1. The above referenced Whereas clauses are true and correct and made a part hereof. Section 2. The City Commission does hereby approve the award of the contract to Metro Express, Inc. in accordance with the terms and conditions of Bid # /15 for the amount of $135, The Mayor and/or the City Manager are hereby authorized to execute any appropriate documents. Section 3. This Resolution shall become effective immediately upon adoption. 3 Memorandum TO: FROM: Burgess Hanson, City Manager Charles DaBrusco, P.E., Director of Environmental Services DATE: May 21, 2012 RE: Award of contract to Metro Express, Inc. for construction of the NE 2 nd Street Sidewalk Improvements Project, in accordance with the terms and conditions of Bid No /15 City Project No P. The purpose of this memo is to obtain City Commission approval to award a contract to Metro Express, Inc. for construction of the NE 2 nd Street Sidewalk Improvements Project. The proposed improvements on NE 2 nd Street provides for the construction of five (5) and six (6) foot wide sidewalks, ramps, curbs, swale improvements and school traffic control signage improvements on NE 2 nd Street, between NE 6 th Avenue and Federal Highway. The proposed improvements on NE 2 nd Street is aimed at providing a safe and continuous walk route to and from school for school children, and for everyday use by other pedestrians. The construction cost of $135,540 will be 100% federally funded under the Federal Transportation Enhancement Program. The federal funds will be administered by the Florida Department of Transportation (FDOT). A Local Agency Program (LAP) Agreement Number AQL-76, between the City of Deerfield Beach and the Florida Department of Transportation (FDOT), was approved by the City Commission under Resolution 2012/050 at the March 20, 2012 Regular Commission Meeting. Construction of the project will be administered by City Staff certified under the Local Agency Program (LAP). City staff will also be providing Construction Engineering and Inspection (CEI) services. On April , Invitation to Bid ITB # /15 for the NE 2 nd Street Sidewalk Improvements Project was advertised for competitive bids by the City s Purchasing Division. A public bid opening was conducted on May 15, Staff of the Purchasing Division subsequently reviewed the bids and have determined that Metro Express, Inc. with a bid amount of $135,540, is the lowest, most responsive and responsible bidder. A memo from the Purchasing Manager outlining the bid evaluation and results is attached. Staff recommends to the City Commission the approval of award of contract to Metro Express, Inc., in the amount of $135,540, in accordance with the terms and c onditions of Bid No /15, for construction of the NE 2 nd Street Sidewalk Improvements Project. 4 TO: FROM: FOR: Charles DaBrusco, Director of Environmental Services David Santucci, Purchasing Manager Commission Approval DATE: May 18, 2012 SUBJECT: NE 2 nd Street Sidewalk Improvements, ITB # /15 The Purchasing Division recently issued an Invitation to Bid for the subject project. This is a Florida Department of Transportation (FDOT) grant funded project. This formal competitive solicitation process complies with the City of Deerfield Beach and FDOT grant procurement requirements. Details of the competitive solicitation process are as follows: On Tuesday, April 24, 2012 Thirty-Nine (39) invitation letters were sent to the appropriate registered vendors with the City via , facsimile, or USPS. The competitive solicitation was advertised in the legal notices section of the Sun- Sentinel on Tuesday, April 24, 2012 On Tuesday, May 15, 2012, the due date and time, the Purchasing Division opened the responses. Three (3) responses were received by the due date and time required. The apparent low bidder was Metro Express, Inc. with a bid total of $135, They are the low bidder by $37, The average of all bids was $167, Reference checks were conducted and revealed positive ratings. The City of Deerfield Beach is currently under contract with Metro Express for similar services, Co-op Contract for Sidewalk Installation. It was because of the grant requirements that we had to bid this project separately. Metro Express, Inc. is the lowest responsive and responsible bidder able to meet the ITB requirements; therefore, I recommend award of this contract to them. Please use this memorandum and all attachments as your backup for your agenda request to the City Manager for the June 5, 2012 Commission Meeting. Att.
